Position Summary

The HIV Technical Advisor provides technical guidance for the FHI 360 EpiC project across the three PEPFAR-supported regions in Ghana. The EpiC HIV Technical Advisor is a senior member of the EpiC staff in Ghana and will provide technical leadership to the Ghana EpiC project. The primary responsibility of the Technical Advisor is to ensure successful implementation of the EpiC work plan and achievement of the project’s targets and goals. The EpiC Technical Advisor provides technical oversight and assistance to the project in the aspects of the EpiC program related to the following:

  • Improve availability & accessibility of HIV services: Expand comprehensive preventive, treatment, care, and support services.

  • Resource optimization: Enhance financial resource mobilization and logistics for prevention, care, and treatment.

  • System Strengthening, Sustainability, and Domestic Resource Mobilization: Bolster community and facility systems, strengthen domestic resource mobilization and increase government commitment, and remove structural barriers to sustain access to HIV care and treatment.

  • He/she will ensure that project implementation efforts are evidence-based, community-driven and will contribute to the deliverables in the EpiC implementation plan. This position is critical for the development of quality and evidence-based approaches for the support of HIV services, including HIV prevention, testing, treatment initiation, continuity of treatment, and viral load activities. This position will report to the Project Director who will have oversight of all technical components of the work plan.

Position Responsibilities

  • Lead the development, implementation, and oversight of community- and facility-level HIV activities under the approved EpiC annual work plan, ensuring alignment with PEPFAR/DoS, Government of Ghana, and FHI 360 requirements and targets.

  • Serve as the technical lead and ensure that all HIV treatment and continuity of treatment, viral load, Advanced HIV Disease (AHD), case detection, Pre-exposure prophylaxis (PrEP), Prevention of Mother to Child Transmission (PMTCT), Early Infant Diagnosis (EID), Multi-Month Dispensing (MMD), Same Day ART Initiation (SDART), and differentiated service delivery (DSD) interventions are of high quality, follow global and national best practices, and are impactful.

  • Provide clinical guidance, mentorship, and technical assistance to EpiC staff, health facilities, CSOs, and government counterparts to ensure high-quality, evidence-based HIV services for at-risk adults and children, PLHIV, pregnant and breastfeeding women, and HIV-exposed infants.

  • Work with GAC, NACP, RHDs/DHDs, health facilities, CSOs, and other stakeholders to develop and operationalize implementation plans, coordinate activities, strengthen partnerships, and support program start-up and implementation.

  • Represent FHI 360/EpiC project at national and international meetings.

  • Ensure the development, adaptation, and implementation of quality clinical and community SOPs, tools, and guidelines contextualized to the Ghanaian setting and aligned with national and donor requirements.

  • Support CSOs and government counterparts with capacity assessments, capacity-strengthening plans, and transition planning and implementation to promote sustainable HIV programming.

  • Strengthen community-to-facility-to-community referral and linkage systems, including treatment initiation, retention, follow-up, and tracking of individuals across the HIV cascade.

  • Strengthen strategic information, M&E, and reporting systems, including training CSOs on standardized service recording and reporting tools and ensuring accurate, timely, and complete data.

  • Coordinate and participate in data quality assessments and verification at CSO and facility levels in collaboration with RHDs, DHDs, CSOs, and EpiC technical teams, and support resolution of identified gaps.

  • Contribute to quality assurance, quality improvement, performance monitoring, and corrective action to achieve work plan and PMEP targets.

  • Support the development of SOWs, MOUs, action plans, budgets, and technical deliverables for consultants, CSOs, and local institutions, ensuring technical quality, timely completion, and budget compliance.

  • Review project and situational information, identify implementation priorities, risks, and bottlenecks, and translate findings into actionable work plans, recommendations, and solutions.

  • Monitor implementation progress and provide regular technical, programmatic, and donor reports, highlighting achievements, challenges, risks, recommendations, and priority actions.

  • Support and participate in stakeholder consultations, workshops, meetings, and other events to facilitate coordination, implementation, learning, and program improvement.

  • Contributes to writing success stories to demonstrate the impact of the project by identifying successes and key achievements pertaining to clinical care and services.

Knowledge and Skills

  • An excellent knowledge of the health system of Ghana and especially of the national HIV response and other health actors

  • Exceptional leadership and professional skills to work with international, national, regional, and local actors to deliver on results

  • Have a strong ability to influence, motivate, negotiate and work in a team with others

  • Good critical thinking and problem-solving skills

  • Strong analytic skills to review and analyze epidemiological and program data and utilize it for decision making

  • Excellent communication and analytical skills in the English language

  • Sensitivity to cultural differences and understanding of the political and ethical issues surrounding public health issues among populations in Ghana.

Minimum Qualifications

  • Master’s degree in Public Health, Health Administration, Management, Social Work, Business Administration, Social Sciences, or a related field. A relevant PhD or equivalent combination of education and experience may be considered.

  • At least 12 years of experience in public health, including substantial HIV experience, with at least 8 years managing multi-year international health/HIV programs and 3 years in a leadership or management role.

  • Substantial technical expertise in HIV prevention, PMTCT, case detection, EID, care and treatment, AHD, and programs serving at-risk adults and children and PLHIV in Ghana or the West Africa region.

  • Demonstrated experience designing, implementing, managing, and providing technical assistance and capacity strengthening for public health/HIV programs, including USG- and/or DoS-funded programs.

  • Previous experience working with USAID or PEPFAR supported programs.

  • Ability to meet tight deadlines and deliver high volumes of work with minimal supervision.

  • Excellent report writing, analytical, and communication skills, including oral presentation skills.

  • Knowledge of USG programming, reporting, rules, and regulations, preferably in an international NGO environment.

  • Proven ability to proactively identify and manage programmatic and organizational risks, resolve issues, and communicate effectively with project staff, DoS, donors, and other stakeholders.

  • Demonstrated experience working with health facilities, community partners, civil society organizations, government, and public-private partners to plan and implement HIV clinical and community programs, including developing and brokering strategic partnerships.

  • Strong mentoring, leadership, networking, partnership-building, and stakeholder engagement skills, with the ability to work effectively across organizations and cultures.

  • Strong organizational, analytical, and problem-solving skills, with the ability to manage multiple priorities, meet deadlines, and deliver high-quality work with attention to detail and consistency.

  • Sensitivity to cultural, political, and ethical considerations affecting public health programming in Ghana.

  • Proficiency in Microsoft Office applications such as MS Word, Excel, and PowerPoint, and well-developed computer skills.

  • Ability and willingness to travel within Ghana, regionally, and internationally, as required.

  • Fluency in written and spoken English.

Travel Requirements

  • Up to 60% domestic travel
