Early Childhood Education(ECE) Project Officer - Right To Play

Purpose

The Thematic Project Officer – ECE is responsible for planning, coordinating, implementing, and monitoring Early Childhood Education activities under the LFC-funded KG INSET project, in line with organizational goals, standards, and operational plans. The role manages project implementation directly and/or through partners, ensuring quality delivery of kindergarten in-service teacher training, compliance, and achievement of ECE program objectives.

The Project Officer will also supports partner capacity strengthening in ECE to enhance performance and ensure adherence to organizational and donor requirements.

Accountability & Responsibilities

Core Project Management and Implementation (30%)

• Develops and leads implementation of ECE/KG INSET workplans

• Supports field staff and ensures ECE activities follow quality standards and best practice

• Tracks project expenses and prepares monthly forecasts

• Monitors security in project locations and reports issues

• Coordinates ECE program activities in partnership with Ghana Education Service and supports timely delivery of outputs and results

• Supports project budgeting, forecasting, procurement, logistics, and operational processes as required

• Coordinates stakeholder engagement and project-related meetings

• Identifies implementation challenges and supports corrective actions

• Ensures compliance with RTP policies, procedures, and safeguarding standards

Partnerships and Representation (30%)

• Maintains strong working relationships with local partners, Community Based Organizations, kindergartens/schools, and government bodies including the Ghana Education Service and relevant Early Childhood Care and Development structures

• Coordinates joint planning meetings and represents RTP in external ECE forums

• Ensures partners, suppliers and consultants adhere to RTP's Code of Conduct and policies

Training and Capacity Building Thematic-Specific Responsibilities — Early Childhood Education (20%)

• Strengthens the capacity of partners in Early Childhood Education, bringing them to meet RTP's ECE program standards of compliance, work with ECE coordinators to identify training needs and supporting kindergarten teacher capacity building through the INSET model

• Oversees delivery of ECE training and coaching, and quality assurance for project participants (kindergarten teachers)

Team Management and Support (10%)

• Where applicable, supervises, coaches and develops project team members

• Supports safe, inclusive, and policy-compliant work environments

Monitoring, Evaluation & Reporting (10%)

• Conducts project visits to support the quality of ECE implementation

• Collects  data using RTP monitoring, evaluation and learning tools as well as the Ghana Education Service

• Supports the preparation of regular activity and outcome reports for internal and external (donor/LFC) use

• Engages in feedback loops and shares lessons learned with internal and external audiences, to support ongoing ECE program improvement.

Expertise (Education, Experience, Language)

• Bachelor's degree in Early Childhood Education, Education, Social Sciences, or a related field

• 3 years' experience in project coordination or community-based work in Early Childhood Education, with partner engagement experience

• Experience working with diverse ECE stakeholders, including Ghana Education Service and Ministry of Education structures

• Fluent in English; proficiency in relevant local language(s) an asset

• Proficient in digital collaboration tools, including emerging AI technologies
