NTU is searching for consultants (short and long-term) for an upcoming EU tender in Sub-Saharan Africa, Technical support (including on ‘evaluations’) to manage the Support Measures (Technical Assistance Component) for the Multiannual Indicative Programme.

Key Responsibilities:

Social Protection & Human Development

  • Strengthen national social protection policies and frameworks, ensuring they are comprehensive, inclusive, and sustainable.
  • Support the design and implementation of contributory and non-contributory social protection schemes in collaboration with national governments and regional institutions.
  • Promote shock-responsive and gender-transformative social protection strategies, with a focus on vulnerable groups (women, migrants, persons with disabilities).
  • Assist in developing sustainable domestic and external resource mobilization (DRM) strategies for long-term financing of social protection.

Higher Education & Skills Development

  • Enhance access to higher education and skills training by supporting universities, technical institutions, and student mobility programs.
  • Facilitate partnerships between Higher Education Institutions (HEIs) in Africa and European research/education networks.
  • Support the development of inclusive education policies, ensuring equal opportunities for students, especially women and persons with disabilities.
  • Strengthen capacity-building initiatives for universities and national agencies to improve the relevance and quality of higher education.

Regional Cooperation & Governance

  • Engage with African Union institutions, regional economic communities (RECs), and international stakeholders to drive policy coherence and coordination.
  • Contribute to policy analysis, regulatory framework development, and institutional capacity-building in social protection and education sectors.
  • Support EU Delegations and national governments in enhancing evidence-based policymaking through research, data collection, and impact assessments.

Key Requirements

  • Senior Specialists: Minimum 12-15 years of experience in social protection, human development, higher education, policy analysis, capacity building, program implementation, evaluation, research, or related sectors.
  • Junior Specialists: Minimum 5 -7 years of experience in social protection, human development, higher education, policy analysis, capacity building, program implementation, evaluation, research, or related sectors.
  • Strong understanding of EU and AU policies on social protection, education, and sustainable development.
  • Experience working with government institutions, international organizations (ILO, UN, AfDB, EU), and civil society.
  • Proven track record in project management, stakeholder engagement, and policy advisory roles.
  • Fluency in English and/or French; knowledge of other languages spoken in Sub-Saharan Africa is a plus.
