Job Summary
The Clearing Officer (Field Agent) is responsible for the end-to-end physical and documentary coordination of import shipments. This role acts as the company’s on-the-ground liaison with shipping lines, freight forwarders, Ghana Revenue Authority (GRA)/Customs, GPHA, and inspection agencies (e.g., Destination Inspection Companies). The primary goal is to ensure timely clearance of SKD auto parts, machinery, and finished vehicles while minimizing demurrage and storage costs.
Key Responsibilities
- Lodge all import documents (Bill of Lading,Commercial Invoice, Packing List, etc.) into the ICUMS (Integrated Customs Management System).
- Physically attend to customs examinations of SKD components, fully built cars, and heavy-duty equipment at Tema Port and designated CFS (Container Freight Stations).
- Calculate and ensure accurate payment of import duties, taxes (VAT, NHIL, ECOWAS Levy), and other levies applicable to automotive imports.
- Resolve classification disputes using the Harmonized System (HS) codes specific to auto parts and vehicles.
- Obtain Final Delivery Orders from shipping lines and terminal operators.
- Track vessels carrying GWM, Shantui, and Sitrak shipments from China to Tema.
- Coordinate with haulage companies to arrange timely transportation of cleared goods from the port to Zonda Tec’s assembly plant in Tema.
- Monitor bonded truck movements for SKD consignments in transit to the company’s bonded warehouse (if applicable).
- Conduct pre-arrival checks to ensure all required permits (e.g., EPA permit for vehicle imports) are in place.
- Ensure strict compliance with Ghana’s Customs Act, 2015 (Act 891) and L.I. 2476.
- Maintain a database of all clearance records, duty payments, and release notes for audit purposes.
- Report weekly to the Procurement Manager on clearance status, pending issues (exams, valuations), and accrued charges (demurrage, storage, rent).
- Liaise with GRA Customs Division, GPHA, and Destination Inspection Companies to resolve hold-ups.
- Act as a translator (English–Chinese) for basic operational communication between Chinese management and local customs officials when necessary.
- Assist in repatriating duty overpayments or resolving classification disagreements.
Required Skills or Experience
Qualifications & Experience
- Minimum HND in Purchasing & Supply, Logistics, Customs Administration, or equivalent. A Bachelor’s degree is an advantage.
- 3–5 years of hands-on clearing experience, specifically with auto parts, SKD components, or heavy equipment. Experience with Chinese-origin imports is highly preferred.
- Proficiency in ICUMS, MS Excel (for tracking sheets), and ability to read a Bill of Lading and Packing List.

- Field-ready: Willing to spend 4–5 days per week at the port or examination bays.
- Problem-solving: Ability to negotiate exam fees or resolve valuation disputes on the spot.
- Detail-oriented: One wrong HS code can delay a container of SKD parts for weeks.
- Communication: Basic Mandarin phrases (e.g., “qing guan shui” – please clear customs) are a plus; fluency in English and Twi is essential.
- Integrity: Must be trustworthy when handling cash for petty disbursements (examiners’ fees, terminal charges).
