CG030922016). VIS’s vision conceives a world where every person can fully enjoy his/her rights and participate with dignity and actively in the life of the community favoring his/her development.

VIS’s mission is to promote the development and strengthen each person’s capabilities – as individual and as member of a community – with particular attention to the most disadvantaged and vulnerable young people, providing them with education, training and employment opportunities as well as tools for the promotion and protection of their rights.

Context and project description: 

VIS has been active in Ghana since 2015, mainly in the areas of vocational training, migration, organic farming, and education. The priority objective of VIS in Ghana is to respond to the needs of the most vulnerable segment of the population, focusing mainly on youth and providing vocational training and job

placement services. Regarding the main geographical areas of intervention in the country, the NGO's commitment is highlighted: in Accra (Greater Accra Region) and in the Bono, Bono East and Western regions.

The project “Sustainable Education and Entrepreneurship: towards an equitable and inclusive VET ecosystem” aims to promote inclusive and equitable quality education and to foster full and productive employment in Ghana. By strengthening the vocational education and training (VET) system in the Greater Accra, Bono, Western, and Northern regions, the initiative seeks to enhance technical, professional, and entrepreneurial skills aligned with labor market demands, thus supporting decent employment opportunities for young people and adults in the target areas.

In particular, the project addresses the root causes of youth unemployment — namely the mismatch between training provision and labor market needs, and limited access to job opportunities — by improving the quality of education, facilitating school-to-work transition, and promoting entrepreneurship, self-employment, and an entrepreneurial mindset.

Goals and Objectives

The Procurement Officer will support the timely and efficient procurement of goods, works and services necessary for the implementation of the project, ensuring compliance with donor and organisational procurement policies.

Activities to be carried out:

Under the direct supervision of the Project Manager and in coordination with the Finance Officer, the Procurement Officer will:

  • Monitor the Project Procurement Plan, ensuring alignment with project timelines and AICS budget lines;
  • Ensure that all procurement processes comply with PRAG 2025 procedures, national law, and internal procedures;
  • Prepare tender documentation such as Requests for Quotations (RFQ), Invitations to Bid (ITB), Requests for Proposals (RFP), Terms of Reference (ToR), technical specifications, and evaluation criteria;
  • Manage the tendering process, including advertising, receipt, and opening of bids, ensuring confidentiality, transparency, and equal treatment of suppliers;
  • Coordinate evaluation committees, prepare bid evaluation reports, and submit recommendations for award in accordance with PRAG 2025 procedures;
  • Draft and manage contracts with suppliers and service providers, ensuring all terms comply with donor and organisational requirements;
  • Conduct market assessments and price analyses to ensure competitive and fair pricing;
  • Ensure accurate record-keeping and archiving of all procurement documentation to meet AICS audit requirements;
  • Provide capacity building and technical support to project and partner staff on AICS procurement guidelines and procedures;
  • Perform other related duties as assigned by the Project Manager.

Required Skills or Experience

  • Bachelor’s degree in Procurement, Supply Chain Management, Business Administration, Economics, Law, or related field;
  • A Master’s degree or relevant certification (e.g. CIPS, UNDP/CILT Procurement Certification) is an asset.

Expertise

  • Minimum 3 years of professional experience in procurement within international NGOs, in development projects and/or donor-funded programmes;
  • Proven experience managing procurements funded by AICS or other institutional donors (EU, UN agencies, etc.) is a strong advantage;
  • Demonstrated knowledge of procurement planning, tendering, contract management, and supplier evaluation;
  • Fluency in English (oral and written) is required.
