Doctors with Africa CUAMM is an Italian NGO founded in 1950 and committed to promoting the right to health and improving access to quality healthcare in Africa. CUAMM works in partnership with local health authorities and communities, supporting health services, strengthening health systems, and training healthcare professionals, with a particular focus on vulnerable populations. In 2026, CUAMM opened its office in Accra, Ghana, marking the beginning of its presence in the country.

Objective

To provide project management, coordination and technical support for the effective implementation, monitoring and reporting of COMPAS activities in Ghana, working closely with the Project Manager and project partners.  The position will support coordination with government authorities, academic institutions and technical partners, facilitate project activities and field missions, and contribute to ensuring that project interventions are implemented on time, to the required quality standards and in line with project objectives, donor requirements and CUAMM procedures.

Expected results

  • Project activities are effectively planned, coordinated, implemented, and monitored in line with project objectives, work plans, agreed milestones, donor requirements, and CUAMM procedures.

  • Project training, technical activities, stakeholder coordination, and field missions are effectively organized and supported, ensuring strong collaboration among CUAMM, government authorities, Politecnico di Milano, University of Ghana, and other project partners.

  • Model maintenance units are established and operationally supported, with appropriate infrastructure, human resources, equipment, stakeholders, and digital monitoring systems, in coordination with the project technical team and partners.

  • Project MEAL, research, and data collection systems are effectively implemented, providing reliable and timely information on project performance, results, challenges, and lessons learned to support evidence-based decision-making.

  • High-quality project documentation, reporting, and technical outputs are produced and maintained on time, including donor and government reports, evaluations, research documentation, technical documents, and contributions to annual plans and reports.

Responsibilities

Project activities and technical support

  • Support the definition and establishment of 4 model maintenance units in selected hospitals, including the identification and coordination of requirements related to infrastructure, stakeholders, human resources, equipment, and digital systems for equipment monitoring.

  • Participate in and, when required, support the coordination of the Project Steering Committee, in close coordination with the Project Manager, project team, and Politecnico di Milano.

  • Support the quality and effective implementation of project training activities in Ghana, particularly regarding methodology and practical implementation. This includes reviewing training materials; supporting the preparation of agendas and training sessions; coordinating with facilitators; supporting participant selection; and ensuring appropriate technical and logistical arrangements in coordination with CUAMM, Politecnico di Milano, University of Ghana, and other partners.

  • Facilitate the selection and coordination of PhD students, scholarship beneficiaries, training participants, and other project beneficiaries, in accordance with established project criteria and procedures.

  • Support the planning and implementation of needs assessments, including the definition of methodology, geographical areas, target facilities, and sectors of intervention.

  • Support the process of reviewing and updating national standards and guidelines related to medical equipment and health infrastructure, in coordination with the relevant government authorities and technical partners.

  • Support the project technical team, particularly the international technical team, in the definition, planning, and implementation of technical project activities.

  • Accompany and provide logistical and technical support during technical missions from Politecnico di Milano and other local or international technical partners, as required.

Project management

  • Support the Project Manager in the planning, coordination, implementation, monitoring, and follow-up of project activities, ensuring alignment with the project objectives, targets, work plan, and agreed milestones.

  • Support the Project Manager and Project Administration team in the planning and monitoring of project expenditures through the Operational Plan (OP), ensuring that activities and related expenditures are timely and appropriately implemented in line with project objectives, donor requirements, and CUAMM procedures.

  • Support the Project Manager and project team in the preparation, updating, and monitoring of the Project Work Plan, ensuring appropriate sequencing and follow-up of activities.

Project monitoring and coordination

  • Coordinate and implement the project's monitoring, evaluation, accountability, and learning (MEAL) activities, in close collaboration with the Project Manager and relevant technical partners. Ensure appropriate tools, indicators, data collection processes, and reporting mechanisms are in place, and regularly monitor project performance against agreed KPIs, targets, and milestones.

  • Organize and participate in regular monitoring and supervision missions to target hospitals and health facilities to assess progress, provide technical support, and follow up on the implementation of project activities.

  • Maintain regular coordination with the Ministry of Health (MoH), Ghana Health Service (GHS), Health Facility Regulatory Agency (HeFRA), University of Ghana, and other project partners and stakeholders, through meetings and field visits, to facilitate collaboration and ensure effective implementation of project activities.

  • Participate in regular project coordination meetings, providing updates on activities, identifying challenges, and supporting the follow-up of agreed actions.

Project Reporting and Documentation

  • Facilitate and support project evaluations and audits involving government counterparts, donors, and other relevant stakeholders, in coordination with the Project Manager and CUAMM HQ.

  • Contribute to the preparation of regular donor and government project reports, ensuring timely submission and compliance with agreed reporting standards, in collaboration with the Project Manager, Politecnico di Milano, University of Ghana, and other relevant partners.

  • Prepare, organize, and maintain project technical documentation, including agreements, amendments, technical reports, meeting minutes, and other documents requiring signature or formal validation by government counterparts and project partners.

  • Contribute to the development of CUAMM annual plans and reports, providing relevant information and updates from the project.

Research and other general responsibilities

  • Facilitate research activities, surveys, and data collection related to the project, liaising with the Project Manager, CUAMM HQ Research Focal Person, Politecnico di Milano, and other relevant partners, and support the development of research protocols and obtaining the required ethical clearances in coordination with government and academic institutions.

  • Represent and participate in meetings, workshops, conferences, and other events with donors, government authorities, development partners, academic institutions, and other relevant stakeholders.

  • In coordination with the Project Manager, CUAMM staff, and HQ, contribute to the identification of human resource needs and support recruitment processes in Ghana.

  • Contribute to the identification and development of new project ideas and initiatives responding to needs identified through project implementation, field activities, and engagement with local communities and stakeholders.

  • Perform any other duties and responsibilities related to the position as assigned by the line manager.

Organizational and coordination relationships

  • The Technical Assistant will work under the direct supervision of the Project Manager.

  • The Technical Assistant will coordinate closely with the CUAMM team (project, technical staff, logistic, HQ, etc..) to ensure the smooth implementation of activities.

REQUIRED QUALIFICATIONS

  • Bachelor’s degree in Public Health, Health Sciences, Health Systems Management, Biomedical Engineering, Project Management, Development Studies or a related field.

  • A Master’s degree in a relevant field will be considered an asset.

  • At least 5 years of relevant professional experience in a similar position, in Ghana.

  • Experience in project monitoring, data collection and analysis, as well as in assisting with the preparation of technical reports and reports for donors.

  • Candidates must be legally resident in Ghana and hold a valid permit or authorization to work in Ghana.

  • Candidates must be legally eligible to be employed and taxed in Ghana.

  • At least 5 years of experience working with NGOs, international organizations, development partners, or government health programmes, preferably in Ghana or a similar context.

  • Experience working on donor-funded projects will be considered an asset.

  • Good knowledge of the Ghanian health system and its institutional framework;

  • Strong project coordination, planning, monitoring, and reporting skills;

  • Ability to coordinate effectively with government institutions, universities, technical partners, and other stakeholders;

  • Good understanding of health systems and health service delivery in Ghana;

  • Ability to establish and maintain effective working relationships with government institutions, universities, technical partners and other stakeholders;

  • Experience in coordinating project activities, meetings, trainings, field missions and other project events;

  • Ability to collect, organize and analyse project data and contribute to project reporting;Ability to work independently and under pressure;

  • Good communication and teamwork skills;

  • Good knowledge of MS Office and other relevant digital tools;

  • Fluent in English and at least one Ghanaian local language.

  • Knowledge of Italian will be considered an additional asset.

  • Training or certification in Project Management, MEAL/M&E, Research Methods, Biomedical Equipment, or Health Systems Management will be considered an asset.

Salary

  • The salary offered will be determined within this range, taking into consideration the candidate’s relevant professional experience, educational background and qualifications, certifications, and skills relevant to the position.

Duration

Initial contract of approximately 9 months, corresponding to the current project implementation cycle of the first year, including a 3 months probationary period as provided for by applicable legislation.
