Applications are invited from suitably qualified persons to fill a vacancy in the post of Deputy Director, Budget in the Parliamentary Service of Ghana.
Main Duties and Responsibilities
The Deputy Director of Budget shall assist the Director of Budget to:
- Provide leadership in the preparation of the Parliament and Parliamentary Service annual budget for review and approval by the Parliamentary Service Board for implementation
- Develop and implement systems and procedures for analysing budgetary performance to aid monitoring and control of the budget of Parliament.
- Review budget controls, reports and transactions to ensure completeness, accuracy and compliance with internal and external authorities
- Facilitate the development of work plans at all levels of the Parliamentary Service
- Interpret and coordinate implementation of budget directives and guidelines
- Translate operational policies and objectives into proposals for resource allocation
- Co-ordinate the preparation of short, medium and long-term plans and synthesise these plans into the National Development Plan
- Provide guidelines to Parliamentary Committees and Departments in the preparation and costing of annual budgets
- Provide technical support to the Parliamentary Service Board and Management committee for effective and efficient financial management and timely resolutions of complex and challenging financial and policy matters
- Establish and maintain good working relationships with external MDAs and other stakeholders in the area of planning, budgeting, monitoring and evaluation
- Maintain budget data to facilitate quantitative analysis to support management decision-making
- Prepare monthly and periodic budget and management reports, including explanation of variances and trends
- Monitor and ensure timely preparation and submission of statutory reports
- Monitor to ensure prudent budget administration of Parliament
- Perform any other duties that may be assigned by the Clerk to Parliament
