TVET Expert - VIS Ghana

Context and project description

VIS has been active in Ghana since 2015, mainly in the areas of vocational training, migration, organic farming, and education. The priority objective of VIS in Ghana is to respond to the needs of the most vulnerable segment of the population, focusing mainly on youth and providing vocational training and job
placement services. Regarding the main geographical areas of intervention in the country, the NGO's commitment is highlighted: in Accra (Greater Accra Region) and in the Bono, Bono East and Western regions.

The project “Sustainable Education and Entrepreneurship: towards an equitable and inclusive VET ecosystem” aims to promote inclusive and equitable quality education and to foster full and productive employment in Ghana. By strengthening the vocational education and training (VET) system in the Greater Accra, Bono, Western, and Northern regions, the initiative seeks to enhance technical, professional, and entrepreneurial skills aligned with labor market demands, thus supporting decent employment opportunities for young people and adults in the target areas.

In particular, the project addresses the root causes of youth unemployment — namely the mismatch between training provision and labor market needs, and limited access to job opportunities — by improving the quality of education, facilitating school-to-work transition, and promoting entrepreneurship, self-employment, and an entrepreneurial mindset.

Goals and objectives

The TVET Expert will provide technical leadership, guidance, and coordination in the design, implementation, and quality assurance of activities. They will ensure alignment with national TVET policies, CTVET standards, and best practices in Competence-Based Training (CBT), inclusive education, digitalization, and school-to-work transition mechanisms. The TVET Expert will also support relations with institutional actors, namely with CTVET and government agencies for the promotion of youth employment.

Activities to be carried out:

Under the direct supervision of the Project Manager, the TVET Expert will be in charge of the following tasks:

Technical and Capacity Development

• Lead the design, adaptation, and validation of training modules in collaboration with CTVET and partner institutions, ensuring compliance with national TVET curricula and standards.
• Support the roll-out of Competence-Based Training (CBT) and Work-Based Learning (WBL) methodologies in selected TVET centers.
• Support capacity-building sessions for trainers, including digital skills, safety at work, and HRBA (Human Rights-Based Approach).
• Provide technical advice for the establishment and strengthening of Job Service Offices (JSOs) within partner institutions.

Digitalization and Innovation

• Guide the digital transformation of participating institutions, supporting ICT lab development, e-learning tools, and digital tracking systems for students and internships.
• Advise on strategies for improving the integration of technology into TVET delivery and management systems.

Private Sector Engagement and School-to-Work Transition

• Establish collaborations between TVET institutions and private companies to facilitate WBL and apprenticeships.
• Contribute to the creation of partnerships for curriculum co-design and joint training with industries.
• Provide technical input for the monitoring and evaluation of WBL placements and job insertion pathways.

Policy and External Coordination

• Serve as technical liaison with CTVET and government agencies for the promotion of youth employment, ensuring project activities complement ongoing national programs.
• Participate in coordination and steering committee meetings to provide evidence-based recommendations for systemic TVET strengthening.

Monitoring, Reporting, and Knowledge Sharing

• Participate in internal coordination meetings and working groups, providing technical input to the project’s M&E framework, including quality assurance indicators for TVET delivery.
• Document best practices and contribute to policy briefs and communication materials.

Others

Perform other related duties as assigned by the Project Manager.

Required Skills or Experience

• Bachelor’s degree in Education or a related field;
• Advanced degree (Master’s or equivalent) in Technical and Vocational Education, Education Policy, or a related field is an asset;
• Possession of any related certificates e.g. CBT or WBL is an asset.

Expertise

• Minimum 3 years of professional experience i n TVET program design and implementation;
• Proven experience with Competence-Based Training, curriculum reform, and teacher training;
• Proven experience in partnerships with government agencies and private sector actors;
• Proven experience in facilitating School-to-Work transitions, including internships, apprenticeships, and job placement initiatives;
• In-depth knowledge of national TVET policies and frameworks;
• Familiarity with digital transformation in TVET and inclusive education approaches;
• Work experience in CTVET, Ghana TVET Service, or equivalent bodies is an asset;
• Familiarity with the Dual TVET system is an asset;
• Fluency in English (oral and written) is required.
