Operational Context:
As at December 2018, Ghana was host to some 13,216 refugees and asylum seekers. About half of these Persons of Concern (PoC) are hosted in four camps, namely Ampain and Krisan camps in the Western Region, Egyeikrorn in the Central Region and Fetentaa in the Brong Ahafo Region. Other PoC are located
in various host communities and urban areas of Ghana. UNHCR has co-operated with the Government of Ghana and Partners to provide protection and solutions to PoC. Currently in its third year of implementation of a Multi-Year Multi-Partner Protection and Solutions Strategy, the Operation's
strategic objectives are 1/finding durable solutions for PoC 2/ensuring access to basic social services by PoC at par with Ghanaians 3/ building PoCs capacity for effective livelihoods 4/ Ensuring quality and efficient asylum processes and 4/ Eradication of statelessness.
Within the above context, the UNHCR Operation in Ghana is seeking a dynamic individual who will drive the initiative to enhance deliverables for refugees and host communities, through effective program management and managing partnerships with development, private sector and Non-Governmental Organizations.
Desirable attributes for the candidate includes experience in multi-agency co-ordination, skills in negotiation as well as Partner relations, an ability to manage tight and constant deadlines and experience in Project Control would be an asset.
The incumbent receives guidance from senior staff in the operation, and the Representative. The incumbent will supervise some support staff. He/she may receive indirect guidance from other sections and units relevant to the country programme(s). UNHCR Manual, programme objectives, Operations Plans, UN and UNHCR financial/budgetary rules and regulations will guide the work of the Associate Programme Officer. S/he is also expected to stay abreast of the challenges posed to the region by the political context, the UN and humanitarian reform and institutional developments.
External contacts are predominantly with persons on subject matters of importance to Organisation., programme (e.g. counterparts in other organisations or at working level in national Governments).
