Position Title : Resources Management Officer

Duty Station : Accra, Ghana

Classification : Professional Staff, Grade P3

Type of Appointment : Fixed term, one year with possibility of extension

Estimated Start Date : As soon as possible

Under the direct supervision of the Chief of Mission (CoM) and in close collaboration with the Regional Resources Management Team, the successful candidate will be responsible and accountable for managing the budgetary, financial, human resources and administrative functions of IOM Ghana, Benin and Togo. S/he will also provide recommendations aiming at increasing effectiveness and efficiency of resources management in IOM the Country Offices.

Core Functions / Responsibilities:

  • Monitor and oversee the financial management for all activities in Ghana, Benin and Togo, including the oversight of financial expenditures and accountability; undertake financial analysis of projects in the Country Offices.
  • Prepare the annual budget, the monthly common cost assessments and the monthly budgetmonitoring tools for the Country Offices, and work closely with the Project Development officerfor the development of budgets for new programmes implemented in Ghana, Benin and Togo.

  • Coordinate with senior management and programme managers, the preparation of donor financial reports in accordance with IOM regulations and established procedures; evaluate regular financial reports and take action to resolve anomalies and unusual trends.
  • Provide clear guidance and support to Project Managers on financial, administrational, logistical and human resource related issues related to projects under their responsibility, in line with IOM rules and regulations and donor requirements.
  • Oversee the management of the office treasury, forecast cash flows according to activities of the Country Offices and ensure daily control of funds disbursed; ensure funding is received in accordance with donor agreements.
  • Inspect payroll versus budget, ensuring that salaries are correctly allocated to projects consistent with IOM's projectization criteria, prepare annual projectization tables for national and international staff.
  • Oversee the optimal functioning of resource management operations including Finance, Human Resources Management, Procurement, Fleet and building management and ICT services, make recommendations on procedural improvements, support the CoM in the preparation and ensuring compliance of related SoPs, in line with the organization’s policies and procedures; provide effective leadership to all Resource Management Department staff.
  • Assist the Chief of Mission with the implementation of all relevant SOP’s including the ones issued by the Regional Office.
  • Promote the training of all Country Offices’ staff on IOM’s administration and finance policies and procedures and support staff training to foster adherence to IOM rules and regulations.
  • Ensure the constant functioning of established internal control mechanism and maintain clear guidelines for fraud prevention and early discovery.
  • Supervise the procurement and logistic services, including contracts with suppliers of goods and services and related administration authorities; oversee/ensure the maintenance and updating of the database of vendor/contractor accreditation and evaluation status to ensure a pool of reliable vendors and contractors.
  • Design and ensure the implementation and maintenance of a tracking system of commodities, supplies, and equipment and project assets, ensure that proper planning is done for the renewal of Country Office’s assets at the end of their life-cycle.
  • Assist the Chief of Mission in ensuring effective human resource related management, including but not limited to recruitment, adherence to contract implementation, separation clearances, annual and other leaves management, entitlement travels, and completeness of all HR files; Apply Human Resources (HR) policies, rules and regulations and, in coordination with relevant units in Headquarters (HQ) and the Regional Office, make recommendations for resolving difficult and sensitive cases.
  • Maintain and develop a clear knowledge management and filing system for all documentation in hard copy and lead the implementation of E-Filing.
  • Ensure adequate Country Office preparation for audits, in coordination with the Chief of Mission and relevant colleagues in RO Dakar, RO Brussels, HQs or other locations as relevant. coordinate timely response to findings and ensure thorough post-audit follow-ups.
  • Liaise with other internal functional units of the Country Office, HQ and RO Dakar including through regularly reporting on the financial situation of the Country Offices, liaise with banks, donors and government counterparts and other stakeholders, with regard to the financial and administrative activities of the Country Offices; participate in UN OMT and ensure immediate debriefing to the Chief of Mission and follow-up on agreed action points.
  • Coordinate the security of the facilities and personnel, training of security staff and co-ordination with the UN security cells; ensure that all reasonable measures are taken with regards to security of the office premises and equipment.
  • Perform other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in in Accounting, Business Administration or a related field from an accredited academic institution with five years of relevant professional experience; or
  • University degree in the above fields with seven years of relevant professional experience.
  • Professional certification as chartered accountant (CA) or certified public accountant (CPA), Chartered Institute of Management Accountants (CIMA), or Association of Chartered Certified Accountants (ACCA) will be a distinct advantage.

Experience

  • Work experience in financial management, accounting and budgeting;
  • Good knowledge of human resources management;
  • Experience in liaising with governmental and diplomatic authorities as well as with international institutions;
  • Familiarity with financial oversight and public administration;
  • Experience with international institutions knowledge of IPSAS and SAP highly desirable;
  • Knowledge of IOM accounting systems, software and procedures a distinct advantage.

Languages

  • IOM’s official languages are English, French and Spanish.
  • For this position, fluency in English is required (oral and written). Working knowledge of French and/or Spanish is an advantage.
