About the Role

The Programme Officer (PSS) plays a critical role in supporting the implementation, coordination, and monitoring of Public Sector Strengthening (PSS) interventions aimed at improving access to high-quality Family Planning (FP), Comprehensive Abortion Care (CAC), and other Sexual and Reproductive Health (SRH) services.

Working closely with the Ghana Health Service (GHS), District Health Management Teams, health facilities, community leaders, and other stakeholders, the Programme Officer will coordinate programme activities, strengthen facility-community linkages, support demand generation and Social and Behaviour Change Communication (SBCC) interventions, and contribute to improved service uptake among underserved populations.

The successful candidate will provide technical and operational support for effective programme delivery, including stakeholder engagement, community mobilisation, supportive supervision, quality improvement initiatives, data quality assurance, reporting, and documentation of programme achievements and lessons learned. The role will also support sustainability efforts by promoting GHS ownership and integration of PSS interventions within routine health systems.

Key Responsibilities

Partnership and Stakeholder Engagement

  • Build and maintain strong partnerships with the Ghana Health Service, District Health Management Teams, District Assemblies, traditional and religious leaders, youth groups, and other community stakeholders.

  • Strengthen collaboration between health facilities and communities to improve referrals, community participation, and continuity of care.

  • Support stakeholder engagement, community entry activities, and needs assessments to identify opportunities for increasing demand for FP and CAC services.

  • Recruit, train, and support community volunteers to strengthen community mobilisation and client referrals.

Programme Implementation

  • Coordinate implementation of programme activities in line with approved work plans, donor requirements, and GHS priorities.

  • Support supportive supervision, mentorship, competency strengthening, and capacity building of health workers and community volunteers.

  • Monitor programme implementation, identify operational risks, and recommend corrective actions.

  • Support clinical governance, quality improvement initiatives, and implementation of the PSS transition plan.

  • Coordinate with relevant teams to strengthen commodity management, logistics, and service delivery.

Demand Generation and Social and Behaviour Change Communication (SBCC)

  • Lead implementation of evidence-based demand generation and SBCC interventions across supported facilities and communities.

  • Coordinate community outreach activities, health education sessions, advocacy events, and adolescent and youth-friendly initiatives.

  • Support facility teams to develop and implement quarterly demand generation plans and monitor their effectiveness.

  • Promote male involvement and community participation to improve uptake of Family Planning services.

Monitoring, Reporting, and Documentation

  • Support data quality assurance, ORION, and DHIMS2 verification activities.

  • Maintain accurate records of programme activities and stakeholder engagements.

  • Prepare timely activity reports, project updates, presentations, and documentation of lessons learned and best practices.

  • Contribute to quarterly, half-yearly, and annual programme reporting.

Safeguarding, Compliance, and Inclusion

  • Promote safeguarding principles and ensure the protection of clients, communities, and vulnerable populations.

  • Champion Gender Equality and Social Inclusion (GESI) throughout programme implementation.

  • Ensure compliance with MSIG policies, donor requirements, quality standards, and the Code of Conduct.

What Success Looks Like

Within the first six (6) months, the successful candidate will have:

  • Strengthened partnerships with the Ghana Health Service and community stakeholders across supported districts.

  • Successfully coordinated high-quality programme activities, demand generation, and SBCC interventions that contribute to increased uptake of FP and CAC services.

  • Improved facility-community linkages, referrals, and youth participation across supported facilities.

  • Supported high-quality programme implementation, timely reporting, and strong data quality.

  • Contributed to sustainable transition and ownership of PSS interventions by the Ghana Health Service.

Job Requirements 

Experience Required

  • Minimum of four (4) years’ post-graduation work experience.

  • At least two (2) years’ experience in public health, community mobilisation, project implementation, or a related field.

  • Experience working with the Ghana Health Service, development partners, or donor-funded programmes will be an advantage.

  • Demonstrated experience in stakeholder engagement, community mobilisation, and behaviour change communication.

Education and Professional Qualifications

  • Bachelor’s degree in Social Sciences, Development Studies, Public Health, or a related field.

  • A postgraduate qualification in Public Health, Development Studies, Health Promotion, or Project Management will be an advantage.

Skills and Competencies

  • Strong programme coordination and organisational skills.

  • Excellent stakeholder engagement and relationship management skills.

  • Strong written, verbal, and presentation skills.

  • Experience in Social and Behaviour Change Communication (SBCC) and community mobilisation.

  • Strong analytical and problem-solving abilities.

  • Good computer skills, including Microsoft Office applications.

  • Ability to work independently and collaboratively within multidisciplinary teams.

  • Willingness to undertake frequent field travel within the Ashanti Region.

  • Commitment to MSI Reproductive Choices’ mission and pro-choice values.

Contract Duration

Two (2) years, renewable based on performance

Probation Period

Three (3) months
