Job Purpose

To be responsible for planning, coordinating, supervising, and optimizing the overall operational activities of the construction company to ensure projects are delivered safely, on schedule, within budget, and to the required quality standards.

The role oversees construction operations, resource allocation, project execution, operational efficiency, compliance, and team performance across all construction sites and support functions.

The Operations Manager serves as the link between management, project teams, clients, subcontractors, suppliers, and regulatory bodies to ensure smooth execution of all operational and construction activities.

Essential Duties and Responsibilities

Operational Management

  • Oversee daily operations of all construction projects and company activities.
  • Develop operational strategies, policies, procedures, and workflows to improve efficiency and productivity.
  • Ensure proper coordination between project managers, engineers, procurement, logistics, and site teams.
  • Monitor operational performance and implement corrective actions where necessary.
  • Ensure projects are executed according to approved plans, specifications, and timelines.

Project Planning & Execution

  • Participate in project planning, scheduling, budgeting, and execution.
  • Monitor project progress and ensure milestones are achieved.
  • Coordinate manpower, equipment, materials, and subcontractors for optimal project delivery.
  • Identify operational risks and implement mitigation measures.
  • Ensure efficient mobilization and demobilization of project resources.

Budget & Cost Control

  • Monitor project operational costs and ensure adherence to approved budgets.
  • Review operational expenditures and recommend cost-saving initiatives.
  • Assist in preparation of project budgets, forecasts, and financial reports.
  • Monitor equipment utilization and operational efficiency to minimize wastage and downtime.
  • Approve operational requisitions within authorized limits

Team Leadership & Supervision

  • Supervise project managers, site engineers, supervisors, logistics personnel, and operational staff.
  • Set performance targets and monitor staff productivity.
  • Conduct staff coaching, mentoring, and performance evaluations.
  • Identify training and development needs for operational teams.
  • Promote teamwork, discipline, and accountability across all operational units.

Health, Safety & Environmental Compliance

  • Ensure strict compliance with health, safety, and environmental regulations.
  • Promote a strong safety culture across all project sites.
  • Ensure safety policies, risk assessments, toolbox talks, and safety inspections are conducted regularly.
  • Investigate operational incidents and ensure corrective actions are implemented.
  • Ensure compliance with statutory and regulatory requirements.

Quality Assurance & Control

  • Ensure all projects meet required quality standards and specifications.
  • Monitor quality control procedures and site inspections.
  • Ensure defects, non-conformities, and operational issues are addressed promptly.
  • Coordinate with consultants, clients, and quality assurance teams during inspections and handovers.

Procurement & Logistics Coordination

  • Collaborate with procurement teams to ensure timely sourcing of materials and equipment.
  • Monitor inventory levels and material utilization.
  • Ensure efficient transportation, storage, and distribution of materials.
  • Evaluate supplier and subcontractor performance.

Client & Stakeholder Management

  • Maintain strong relationships with clients, consultants, subcontractors, and regulatory authorities.
  • Attend project meetings and provide operational updates.
  • Address client concerns and operational issues promptly.
  • Ensure high customer satisfaction through effective project delivery.

Reporting & Documentation

  • Prepare operational reports, project updates, and management reports.
  • Maintain accurate operational records and documentation.
  • Analyze operational data and recommend process improvements.
  • Ensure proper filing of project documentation, permits, and compliance records.

Education and Experience

  • Bachelor’s Degree in Civil Engineering, Construction Management, Building Technology, Project Management, or related field.
  • Master’s Degree or MBA is an added advantage
  • Membership with relevant professional bodies is an advantage, i.e., GhIEng, IET
  • Certification in Project Management, HSE, or Construction Management is desirable.
  • Minimum of 8–12 years’ experience in construction operations or project management.
  • At least 3–6 years in a managerial or leadership role within the construction industry.
  • Proven experience managing multiple construction projects simultaneously.
