CERATH Development Organization (CDO) is a non-governmental entity empowering marginalised communities in urban and rural West Africa. CDO is committed to catalysing development through five key intervention domains: Agriculture, Fisheries, Water, Sanitation and Hygiene (WASH), Inclusive Finance, and Renewable Energy. Our overarching aspiration is to elevate the quality of life for those grappling with poverty.

Job Description

To achieve these objectives, robust monitoring, evaluation and learning (MEL) systems are essential. These systems ensure that project goals are met, resources are utilized effectively, and project outcomes align with donor expectations.  In view of this, CDO seeks to recruit a Monitoring, Evaluation and Learning (MEL) Officer to support the design, implementation, and use of these MEL systems.

The MEL officer will bring on board strategic insights, critical thinking and deep analytical capacity to strengthen evidence-based decision-making, improve programme performance, and support continuous learning across the organisation.

SCOPE OF WORK

The core expectations of the MEL officer is to ensure high-quality data collection, effective tracking, analysis, reporting of project activities, outcomes, and impacts and promote learning for adaptive management and decision-making. The role involves developing M&E frameworks, collaborating with internal and external stakeholders, conducting data-driven evaluations, and identifying areas for improvement to optimize project performance and sustainability.

Specifically, the MEL officer will perform the following tasks:

  • Develop and implement an MEL framework, including tools, processes and templates.
  • Undertake all MEL-related activities (including planning, coordination of monitoring and data collection activities, research and training of staff) to ensure the successful implementation of projects. 
  • Lead the collection of quantitative and qualitative data, utilise analytical plans and analysis tools to produce high-quality, evidence-based findings, conclusions, actionable recommendations, and identify lessons for project delivery. 
  • Monitor progress of programmes and ensure timely data reporting and quality control
  • Support the design and coordination of baseline, midline, endline evaluations
  • Support regular reflection and learning sessions with project teams to review performance and lessons learned.
  • Document best practices, lessons learned, and success stories for internal and external use.
  • Support project teams in preparation of annual work plans and project activity reports 
  • Liaise with the project manager to coordinate periodic reviews, reflections, and planning meetings with project officers.
  • Build organisational knowledge systems and ensure secure, accessible data storage.

Expected Deliverables

  • Detailed reports highlighting project progress, challenges, and outcomes.
  • Frameworks reflecting updated project goals, lessons learned, and stakeholder feedback.
  • Comprehensive evaluations of risks affecting project implementation, including proposed mitigation strategies.
  • Capacity-building workshops for project staff
  • User-friendly databases that provide real-time updates on project performance and outcomes.

Required Skills or Experience

Qualifications, Competencies And Experience

  • Master’s or bachelor’s degree in Statistics, Economics, development studies or any related field. Bachelor degree holders must possess at least four years of working experience.  
  • Minimum 3–5 years of relevant experience in M&E in the development sector
  • Proven experience in designing and implementing M&E systems
  • Strong knowledge of MEL tools, research methodologies, data analysis (including software like Excel, SPSS, or Power BI).
  • Excellent analytical, critical thinking, and writing skills. 
  • Strong facilitation and capacity-building experience. 
  • Detail-oriented with strong organisational and time management skills.
