Purpose Statement

The QHSSE Supervisor is responsible for ensuring the implementation, monitoring, and continuous improvement of Quality, Health, Safety, Security, and Environmental (QHSSE) policies and standards within the LPG tank farm. This role is critical to creating a safe, compliant, and efficient operational environment while minimizing risks and ensuring alignment with regulatory and industry standards.

Key Deliverables

Health and Safety

1. Implementation of Safety Standards:

  • Develop, implement, and enforce health and safety protocols across all operations.
  • Conduct regular safety inspections, audits, and risk assessments to identify hazards and ensure a safe working environment.

2. Emergency Preparedness:

  • Organize and lead emergency response drills (fire, gas leaks, spills, etc.) to ensure team readiness.
  • Oversee the availability and maintenance of safety equipment, including fire extinguishers, gas detectors, and PPE.

Quality Assurance

1. Standards Compliance:

  • Ensure that operational processes comply with quality standards (ISO 9001, ISO 45001, etc.).
  • Monitor and maintain quality assurance procedures for LPG storage, loading, and dispatch operations.

2. Incident Investigations:

  • Investigate all incidents, accidents, and near-misses, identifying root causes and implementing corrective actions.
  • Prepare detailed reports for management and recommend preventive measures.

Environmental Management

1. Environmental Compliance:

  • Monitor environmental risks, including emissions, spills, and waste management, ensuring compliance with regulations (e.g., ISO 14001).
  • Promote sustainable practices to minimize environmental impact.

2. Pollution Control:

  • Supervise pollution control systems and ensure proper handling of hazardous materials.
  • Ensure compliance with environmental permits and standards for waste disposal.

Security Oversight

1. Asset Protection:

  • Oversee the security of LPG tanks, pipelines, and facilities to prevent unauthorized access, theft, or sabotage.
  • Coordinate with the security team to monitor access controls and surveillance systems.

2. Risk Management:

  • Conduct vulnerability assessments and implement security measures to address identified risks.

Training and Awareness

1. Capacity Building:

  • Develop and deliver training programs on QHSSE policies, safety protocols, and emergency response.
  • Increase staff awareness of risks and promote a safety-first culture.

2. Induction Programs:

  • Conduct safety induction sessions for new employees, contractors, and visitors.

Documentation and Reporting

1. Compliance Records:

  • Maintain accurate and up-to-date records of QHSSE activities, including safety inspections, incident reports, and audit findings.
  • Prepare and submit monthly QHSSE performance reports to management.

2. Regulatory Filings:

  • Ensure timely submission of compliance documents to relevant regulatory authorities.

Required Skills or Experience

Minimum Qualification/ Experience

Qualifications & Experience:

  • Education: Bachelor’s degree in engineering, Environmental Science, Occupational Health, Safety Management, or a related field.

Experience

  • 4-6 years of experience in QHSSE, preferably in an LPG, oil & gas, or industrial environment.
  • Hands-on experience with risk assessments, incident investigations, and compliance management.

Certifications

  • HSE certifications (e.g., NEBOSH, OSHA, ISO 45001, ISO 14001).
  • Certification in Quality Management Systems (e.g., ISO 9001) is an added advantage.

Knowledge / Skills

  • Strong knowledge of HSE standards, risk management practices, and environmental regulations.
  • Ability to conduct audits, inspections, and risk assessments effectively.
  • Excellent problem-solving and analytical skills.
  • Strong leadership and communication abilities for training and stakeholder engagement.
  • Proficiency in incident investigation and root cause analysis.
  • Familiarity with relevant tools and software for QHSSE monitoring and reporting.

  • QHSSE Team, Terminal Staff, TAS Coordinator, Contractors, Industry Regulators and relevant external stakeholders
