BACKGROUND
The Government of Ghana has received funding from the International Fund for Agricultural Development (IFAD) for the implementation of Promoting Rural Opportunities, Sustainable Profits & Environmental Resilience (PROSPER)" Project. The project's total cost is estimated at US$52.5 million. This is made up of a Blended Loan of US$35.1 million and a Highly concessional Loan of US$17.3 million. The project will adopt the Value Chain Approach for developing agricultural growth in the country and aims at developing agricultural value chains and in crease agricultural production. PROSPER will support the implementation of the Ministry's five years strategy
The Project Development Goal/Objective:
PROSPER is to Strengthen the integration, climate resilience, and environmental sustainability of smallholders and businesses in the selected priority value chains.
Coverage/Geographic Area:
PROSPER will be implemented over an 8-year period. The geo-graphic area of intervention extends to eight (8) regions. Five (5) regions in the North (Northern, North East, Savannah, Upper West and Upper East Regions), and three neighbouring regions in the Middle Belt (Bono, Bone East, and Oti). Two regions down South (Eastern and Volta regions) are envisaged to be included during implementation.

Overview of the Position:
The KM/M&E Officer will be responsible for supporting the implementation the overall M&E and KM strategy. The role includes co-leading the enhancement and operations of the existing PROSPER Project Coordination Unit's (PCU) M&E system, maintaining the database necessary for the PCU to carry out its work efficiently, and providing timely and relevant information to project stakeholders. S/he will work closely with other PCU and technical staff in both the field and office settings. This role is key to ensuring the smooth implementation of the PROSPER Project, contributing to its objectives and aligning it with local, national, and international standards.
Responsibilities
- Monitoring and Evaluation (M&E) and Geographic Information Systems (GIS)
- Assist the Senior Policy, Monitoring, Evaluation and Knowledge Management (SP M&E and KM) Manager in the development, implementation, and continuous enhancement of the overall M&E and KM system for the PROSPER Project, ensuring comprehensive tracking of climate resilience, green investment, gender, youth, and nutrition-sensitive indicators as per the Project's guidelines and procedures.
- Create, maintain and update the project's M&E and GIS database, mapping project interventions and their geospatial impacts on climate change adaptation, land degradation, and beneficiary outreach, providing spatial analysis to support evidence-based decision-making and targeting.
- Participate in regular field monitoring visits and data collection exercises, ensuring the accuracy, reliability, and sex-, age-, and disability-disaggregated nature of project data, critical for tracking PROSPER's inclusive targets.
- Support in the preparation of the Annual Work Plan and Budget (AWPB) and monitor implementation progress against the AWPB.
- Document and collect information on lessons learned, case studies, and special research findings.
- Conduct M&E training for extension services staff and other stakeholders and facilitate M&E activities.
- Support in organizing and managing information and experience-sharing events that are focused on learning outcomes.
- Design and oversee the implementation of databases for tracking the activities of community facilitators, training providers, and common interest groups.
- Support the National Designated Authorities (NDAs) and the Great Green Wall (GGW) Focal Point in implementing the Regional Support Programme's activities.
- Assist in data collection using GPS tools and field collection with ArcGIS Collector.
Knowledge Management
- Support the SP M&E and KM Manager in the preparation of comprehensive periodic M&E reports (including progress reports, annual reports, and ad-hoc reports), providing analytical insights on project performance, outcomes, and impact against targets, with a strong focus on climate resilience, gender equality, youth inclusion, and nutrition improvements.
- Support the SP M&E and KM Manager to follow up on the compliance with the IGREENFIN Operational Manual regarding green investments supported by grants and loans from the Matching Grant Facility and BFF.
- Lead the identification, documentation, and dissemination of best practices, success stories, and lessons learned from PROSPER's interventions, particularly those related to climate change adaptation and mitigation, green financing models, gender and youth empowerment in value chains, and nutrition-sensitive agriculture.
- Facilitate knowledge-sharing events and platforms for internal and external stakeholders.
- Work proactively with other IFAD PCUs to capture and share knowledge, disseminating information about major programme progress and results.
- Assess field reports to identify implications for implementation and collaborate with decision-makers on corrective actions.
- Monitor and address any unexpected impacts, positive or negative, with stakeholders and senior management.
- Prepare factsheets and case studies to promote programme results.
- Follow up on progress related to the expansion phase triggers, ensuring they are met on time.
- Ensure proper documentation and follow-up on government, beneficiary, and private sector contributions.
- Actively monitor and ensure the achievement of project nutrition targets, including those related to dietary diversity, food security, and nutrition education/Social Behaviour Change Communication (SBCC).
- Report monthly to the SP M&E and KM Manager on programme activities, processes, and outputs.
Communication
- Support the SP M&E and KM Manager in leading the development and implementation of the project's communication strategy in alignment with IFAD visibility guidelines and MoFA communication policies.
- Assist in the branding and production of programme communication materials, including newsletters, brochures, banners, factsheets, audiovisual content, and digital publications.
- Support the drafting and dissemination of press releases, media advisories, and official statements to enhance visibility of PROSPER's results and milestones.
- Contribute to the management and regular updating of the PROSPER programme's web pages and social media handles, ensuring timely and engaging content that reflects ongoing activities and achievements.
- Liaise with local and national media outlets to support coverage of project events, field missions, and success stories.
- Support the planning, coordination, and documentation of communication-related events such as project launches, field visits, exhibitions, media tours, and stakeholder workshops.
- Collaborate with implementing partners to collect multimedia materials (photos, videos, interviews) from the field to support storytelling and knowledge dissemination.
- Support the identification, drafting, and packaging of human-interest stories and features for use across IFAD and MoFA platforms.
- Maintain a repository of all communication products and ensure that materials are archived and catalogued for institutional use.

- Coordinate with the IFAD Country Office and MoFA's Public Affairs Unit to align communication priorities, messaging, and reporting timelines.
- Assist in training and mentoring regional and district-level staff on basic communication practices and reporting protocols.
