Job Description

  • Location: Tamale
  • Reports to: Executive Director
  • Job Status: Contract 
  • Duration: 1 year’s renewable based on performance

Job Purpose

The Programme Manager will provide strategic leadership and operational oversight in the planning, implementation, and monitoring of TAMA Foundation Universal’s multi-sectoral development initiatives. The role is central to advancing the Foundation’s mission of.

The Programme Manager will oversee programmes spanning peace and conflict mitigation, environmental and climate resilience, natural resource governance (including mining), and socio-economic empowerment. This includes leading the design of innovative projects, coordinating research and stakeholder engagement, facilitating capacity building, and ensuring high-quality proposal development and reporting.

The ideal candidate will combine technical expertise, programme management experience, and strong stakeholder engagement skills to drive impactful and sustainable change in line with TAMA Foundation’s values and strategic goals.

Key Responsibilities

Programme Development & Implementation

  • Lead the planning and execution of projects within assigned thematic areas.
  • Supervise implementation teams and ensure timely delivery of programme activities.
  • Ensure programmes are gender-sensitive, conflict-sensitive, and climate-resilient.
  • Integrate participatory approaches and ensure community ownership.

Team Management & Operational Oversight

  • Provide direct line management and performance oversight for consultants, and community facilitators across multiple workstreams in the five Northern Regions of Ghana.
  • Ensure project activities comply with internal policies, donor regulations, and national standards, particularly in safeguarding and Do No Harm principles.
  • Oversee work planning, procurement, logistics, and day-to-day operations to support timely delivery of project outputs.
  • Track programme budgets and expenditure in coordination with the finance team to ensure value for money and transparency.
  • Support recruitment, onboarding, and performance management processes in line with organisational HR standards.
  • Contribute to organisational strategy development, annual planning, and institutional reporting processes.

Training & Capacity Building

  • Design and facilitate participatory training programmes for local communities, youth groups, traditional authorities, and implementing partners.
  • Deliver in-house capacity-building sessions for programme staff on technical content, tools, and methodologies relevant to their sectors.
  • Develop and disseminate user-friendly training materials, manuals, toolkits, and policy briefs to support knowledge transfer.
  • Establish mentorship and coaching systems to strengthen the capacity of staff and local facilitators.
  • Evaluate the effectiveness of training programmes and update content based on feedback and evolving needs.
  • Support institutional strengthening efforts for district and regional-level government institutions.

Stakeholder Engagement & Representation

  • Engage proactively with stakeholders at the district, regional, and national levels, including traditional leaders, local government structures, sector ministries, and development partners.
  • Establish and maintain collaborative relationships with government institutions, civil society organisations, and private sector actors to foster local ownership and policy alignment.
  • Represent the organisation in technical working groups, donor coordination platforms, and advocacy events at all administrative levels.

Monitoring, Evaluation, Accountability & Learning (MEAL)

  • Oversee the design, implementation, and refinement of M&E frameworks, ensuring that indicators effectively capture project outcomes and impact.
  • Supervise the collection, analysis, and interpretation of programme data using qualitative and quantitative methods.
  • Lead the preparation of donor reports, case studies, and internal dashboards that demonstrate accountability and results.
  • Facilitate quarterly and annual learning sessions to reflect on project performance and inform programme adaptation.
  • Integrate feedback loops into programme delivery to promote evidence-based decision-making.
  • Support the integration of gender, equity, and inclusion indicators into MEAL systems.

Proposal Development & Resource Mobilisation

  • Identify and monitor local, regional, and international funding opportunities that align with TAMA Foundation’s strategic objectives.
  • Lead the development of compelling funding proposals, concept notes, and expression of interest documents, ensuring technical quality and donor alignment.
  • Coordinate with internal technical teams and external partners to co-create innovative, evidence-based project ideas and frameworks.
  • Maintain and update a database of donor requirements, funding calendars, and partner profiles to support proactive engagement.
  • Represent the organisation in donor meetings and networking platforms to advocate for resource partnerships.
  • Develop budgets, log frames, and theory of change documents as part of funding applications.

Required Skills or Experience

Qualifications and Experience

  • Master’s degree in Natural Resources, Peace and Conflict Studies, Environmental Studies, Climate Change, Development Studies or Data Management.
  • Minimum of 5 years’ experience in programme management within the development or humanitarian sectors.
  • Proven experience in at least two of the three thematic areas: conflict/peacebuilding, natural resource governance and climate change.
  • Demonstrated experience in engaging stakeholders across district, regional, and national levels, with strong networks in local governance and sector-specific agencies.
  • Strong skills in technical report writing, proposal development, training facilitation, and participatory research.
  • Experience managing partnerships with key donor partners in Ghana.
  • Familiarity with fragile, conflict-affected, or environmentally vulnerable contexts.
  • Experience managing multi-disciplinary teams and supporting staff development.
  • The role is Tamale-based; candidates must be prepared to take up residence there.

Key Competencies

  • Excellent leadership, coordination, and diplomacy skills, with the ability to manage multi-stakeholder platforms across district, regional, and national levels.
  • Strong analytical, negotiation, and problem-solving abilities, particularly in complex and politically sensitive environments.
  • Sound understanding of inclusive development, climate governance, and natural resource management, with the ability to integrate cross-cutting themes such as gender, youth inclusion, and spatial equity.
  • Proficient in Microsoft Office Suite and project management software (e.g., Power BI, MS Project), with strong data interpretation and reporting capabilities.
  • Demonstrated experience in participatory research, policy analysis, and development planning, ideally in marginalised or underserved regions.
  • Fluent communication and writing skills, with a track record of producing high-quality reports, proposals, and policy briefs for donors, government, and civil society.
  • Capacity to design and lead training, workshops, and knowledge-sharing forums, including curriculum development for local government and community actors.
  • Culturally sensitive and conflict-aware, with the ability to operate diplomatically in diverse and multilingual settings.

Desirable Attributes

  • Ability to design and analyse both quantitative and qualitative data using SPSS, STATA, QDM, NVivo, and Kobo Collect.
  • Familiarity with social media including Facebook, X, youtube.
  • Prior experience working in Northern parts of Ghana.
  • GIS or data visualisation skills such as infographics are an added advantage.
