JOB DESCRIPTION

JOB TITLE: HEAD,ADMINISTRATION AND HUMAN RESOURCE

GRADE: PRINCIPAL OFFICER

IMMEDIATE SUPERIOR: DEPUTY EXECUTIVE SECRETARY (FINANCE & ADMINISTRATION)

FUNCTIONAL RELATIONSHIPS: SENIOR MANAGEMENT

 

OBJECTIVES OF POSITION

To promote the design and installation of administrative and management systems and processes to oversee the effective and efficient management and coordination of the organisation's strategic and operational plans, programme and performance assessment.

To promote the establishment of effective and efficient general services systems and processes to deliver quality personnel, protocol, client service, stores, estate, transport, security, secretarial and records management services to facilitate the achievement of the organisation's strategic plans, objectives and targets.

 

DUTIES AND RESPONSIBILITIES

  • provides guidelines to coordinate the organisation's general administration and human resource for the delivery of the key performance indicators (KPts),.
  • Manages the preparation and holding of the organisation's general meetings to present the progress of work against objectives, targets and timelines.
  • Develops reporting guidelines and formats, to ensure that all programmes reporting are timely, consistently accurate and
  • Oversees the effective and efficient management of the organisation's corporate administrative and human resource functions i.e. personnel, procurement, stores, estate, transport, security, secretarial and records keeping.
  • Ensures effective and efficient management of the files and records including appropriate records management protocols for hard copy and electronic documents, file organization, retention, retrieval and archiving.
  • Ensures that the office is in order and is designed to accommodate the disabled members of society so as not to disadvantage their request for services and advice.
  • Provides internal information to employees regarding changes in the Authority or other helpful information
  • Design a corporate framework for internal communications such as an Intranet

 

Qualifications

  • A minimum of Masters Degree in Public Administration or related disciplines from a recognized University or an equivalent professional qualification.
  • 6 year work experience, three (3) of which must have been at the senior management level.

  • Excellent knowledge of human resource policies and practices, legislation and regulations.
  • Well developed management and organization skills
  • Ability to identify opportunities for improvements in administrative policy and practices.
  • Excellent oral and written communication, presentation, consultation and relationship building skill
  • Sound grasps of records management principles
  • Possesses business, management and administrative concepts, principles, best practices, and performance measures to develop • and oversee the development and implementation of corporate business plans.
  • Skilful at providing team leadership, managing issues, people and resolving conflict.
  •  Expert at developing indicators to measure and enhance staff, resources and programme performance
  • Ability to lead the planning process and to lead the development of teams and staff
  • Expert at providing strategic direction and coordination for the organisation's strategic and operational planning processes to analyse and solve problems.
