Deloitte Consulting LLP is seeking a Security and Logistics Manager to support the West Africa Energy Program (WAEP). WAEP is an integral initiative of Power Africa, a USAID-coordinated initiative that is bringing together technical and legal experts, the private sector, and governments from around the world to work in partnership to help West Africa expand supply of and access to affordable and reliable grid-connected electricity services through technical assistance, capacity building and transaction support.

The WAEP Security and Logistics Manager (SLM) will function at the operational and tactical levels, acting as the focal point for security management for this large, complex project. The project team will include more than 40 advisors across West Africa, with most living in Accra, Ghana and others based in other capital cities in the region. Many team members will travel frequently throughout West Africa and will require advance risk assessments and risk mitigation support. This position will be based in Accra, Ghana, with travel throughout the West Africa region.

The SLM reports to the Deloitte US Security and project leadership regarding daily security operations, significant security-related incidents (including events that do not directly impact WAEP), critical event planning, the management of risk related policies, plans and protocols.  Key functions of the SLM position include:

Security Operations: Responsible for all security operations for WAEP. Security operations include, but are not limited to:  risk assessments of all project locations and development of appropriate risk mitigation measures, provision of daily updates to the project leadership regarding relevant security incidents and changes to the identified threats.  Additionally, the SLM will track and report all security incidents in a timely manner. The SLM will maintain and implement all safety policies, plans and protocols, and will report any shortfalls to Deloitte Security and the project leadership team.

Security Management: Create and maintain risk assessment calendars and mitigation plans, raise security concerns with project management and the Deloitte home office security team, track trending and emergent threats, coordinate the collection of information with stakeholder groups, conduct risk assessments for facilities, activities, travel, VIP and high profile events or visits, and other events, implementing and maintaining all associated policies, plans and procedures, and overseeing security related resources.

Multi Country Project Logistics and Support:  Given the 23-country scope of the WAEP project, the SLM will work with the project leadership to coordinate travel, hotel and other accommodations for project staff, identify adequate medical facilities and services for the project staff, establish communication protocols for all travelers, develop travel request and approval protocols, manage the ground transportation services for project staff in Ghana and other locations as necessary, and other logistical support services as needed.

Logistics and Fleet Management: Support the project management team in the identification of vendors, to include conducting due diligence reviews on the potential vendors. Responsible for fleet management activities, including maintenance and servicing of fleet vehicles, securing and managing ad hoc vehicle support, managing fleet drivers from both an operational and standards perspective, scheduling vehicle use and prioritizations, and the movement of people and stores in an effective in a timely manner.

Administration: Support the project operations team with the administration of assets, supplies and consumables, including inventory management, the ordering and stocking of consumable and non-consumables materials, and the reporting of breakages and losses. Conduct scheduled and spot check audits on asset serviceability and procurement needs for facilities, events and vehicles.

Training: Provide training related to risk management, safety and security, and fleet and safe driver programs. Leverage credible and approved training knowledge and training materials, and will record all training activities for auditing purposes. Will ensure training standards are met for drivers and guards, and will report on deficiencies, ensuring corrective actions are implemented – and recorded. The SLM will issue international visitors to the activity a pre-briefing [document] before their travel, and an arrivals safety and security briefing.

Emergency Management: Act as a technical advisor during an emergency event, and act as a bridge to the project headquarters and the Deloitte Office of Security.

Deliverables and Reporting Requirements

  • Prepare a weekly Situation Report with an updated assessment of security concerns in Accra, Ghana, and other locations where the project has ongoing operations.
  • Update incident tracker on an as-needed basis, with a summary report to be included in the weekly Situation Report

Required Skills or Experience

  • Strong communication skills (verbal and written) in English and relevant languages. French language skills strongly preferred.
  • Effective analytical skills and problem-solving skills
  • Law enforcement or corporate security experience
  • Accredited training and qualifications in risk management
  • An effective and credible instructor
  • Strong logistics administrative skills and qualifications
  • Ability to work with both leaders, peers and subordinates in an effective and polite manner
  • Ability to work effectively with external stakeholders
  • Ability to offer concise and effective recommendations to the project Leaders before, during and after a crisis
  • Ability to understand and follow directions effectively
