SNV currently seeks a part-time Administrative and Procurement Officer for the EU Trust Fund project. S/he will be responsible for supporting the project’s administrative activities and procurements in coordination with the Project Manager. S/he works closely with project staff, vendors, and service providers to ensure that project procurements are compliant.

Under the supervision of the Project Manager, the key responsibilities of the Administrative and Procurement Officer will include:

  • Provide the highest standards of procurement services and advice to the project team of SNV in Ghana  in accordance with the established rules, regulations and processes;

  • Ensure the integrity and transparency of the procurement process and compliance with the EU’s and SNV’s Financial Regulations and Rules and relevant internal policies;

  • Implement proper procurement planning every year in coordination with relevant Teams in order to ensure cost-effective solicitation of goods and services;

  • Identify and fully understand the details and conditions of the best procurement methods to be used for maximized competitive bidding process through pre-qualification exercise, i.e. Call for Expression of Interest or Request for Information. Launch of Request for Quotations, Requests for Proposals and Invitation to Bid inviting vendors to submit their quotations/prices or proposals based on the nature of the requirements and cost of procurement involved;

  • Ensure with requesting project team members the availability of funding sources based on SNV’s Financial Regulations and Rules to award contract(s) to the selected suppliers who are able to meet the specifications and offer the best terms;

  • Prepare evaluation reports, abstracts or financial comparison matrix of offers, compile data contained in quotations, proposals and bids to determine which supplier can deliver the required goods/services at the best terms and lowest costs possible with due consideration to cost, quality, delivery time, payments terms and others;

  • Ensure preparation and review for completeness of various cases for submissions to the dedicated Contracts Review Committee;

  • Submit for approvals agreements and contracts to the Project Manager;

  • Provide clarifications and advice on SNV’s procurement procedures and practices; respond to queries about the status of delivery raised by requisitioner and about payment and other matters raised by the suppliers;

  • Perform a wide range of office support, for events and workshops contributing to the efficient and effective management of the administrative and procurement activities;

  • Assist project staff with all professional administrative procedures including processing requests for visas, addressing diplomatic papers and procedures, etc);

  • Assist the project staff with all travelling procedures: mission orders, flight tickets, booking of hotels, processing of expenses claims, etc.;

  • Manage filing and archiving of administrative and technical documents and update registers regularly;

  • Maintain relevant internal databases and files; keeps track of contractual agreements and purchase orders;

  • Maintain a proper and systematic archive system

  • Perform other tasks as required.

SNV currently seeks a part-time Marketing and Communication Officer for the Ghana EU Trust Fund project.  S/he will be responsible for fully developing and implementing the Project’s communication and visibility plan and for supporting the internal and external communication strategy of the project, in order to contribute to effectively branding the project and to enhance communication and knowledge sharing.

Under the supervision of the Project Manager, the key responsibilities of the Marketing and Communication will include:

  • Further develop the project communication and visibility plan and ensure its implementation, in close collaboration with the project team;

  • Coordinate the project related communication activities;

  • Ensure strong messaging on the project in alignment with the organisation’s strategic goals and the EU communication and visibility standards;

  • Produce good quality communication material for the project (photos, videos, etc.);

  • Develop and execute dissemination strategies tailored to the EU’s communication and visibility manual and overall project goals;

  • Support the organisation of public relations activities, corporate branding and higher visibility of the donor

  • Draft messages for different media and audiences (articles, interviews, blogs, press releases)

  • Coordinate press and media contacts and references to the project in the press and media; co-write press releases; maintain relations with the  local newspapers, TV and radio

  • Manage and further strengthen social media accounts; coordinate social media and online media (including blogs)

  • Prepare invitations, flyers and promotional material in relation with campaigns for the project and relevant conferences

  • Coordinate and oversee all M&E activities through the implementation of the M&E system.
  • Ensure the planning, delivery, quality assurance and analysis of Planning, Monitoring and Evaluation (PME) activities throughout the life-cycle of the project, including support to relevant EU and SNV evaluations.
  • Ensure quantitative and qualitative data collection and implement learning from relevant PME approaches in the project.
  • Capacity strengthening support to regional based teams in PME methods, including data collection, use of the M&E system and other tools and devices and quality improvement.
  • Conduct and support analysis of PME data for project and corporate reporting, learning and business development purposes.
  • In consultation with the PM and other SNV PME colleagues, keep SNV’s PME policies and ways of working updated to reflect internal and external developments, trends and PME.

The Junior Partnership Facilitator is supporting the 2SCALE country team in the design and implementation of activities related to the PPPs. When relevant, she/ he also supports the 2SCALE technical specialists (e.g. in financial inclusion, women economic empowerment, youth inclusion, climate-smart agriculture), to conduct desk research, fine-tune and facilitate the integration of the thematic-related strategies in the PPPs. The Junior Partnership Facilitator will also support Partnership Facilitators in external communication and reporting. The Position will report to the Country Team Leader

Main tasks

  • Support the 2SCALE country team in desk research, collecting and analyzing market and industry information related to anticipated and existing PPPs.
  • Support the 2SCALE country team in designing, formalizing, implementing, monitoring and documenting PPPs with private business champions (companies or cooperatives) and other relevant private/ public partners:
  • Develop business idea screening forms, partnership briefs and descriptions with clear theories of change, and well as related action plans and cost-shared budgets.
  • Participate in field interventions that fall under 2SCALE’s responsibility, in line with set targets, and in close collaboration with 2SCALE technical specialists. These activities may include but not be limited to the following:

  1. Mobilization of actors around target agribusiness clusters and value chains.
  2. Profiling/ assessments of agribusiness cluster and value chain actors (and of their organizations).
  3. Business connections of grassroots actors.
  4. Coordination of activities of connected local actors within agribusiness clusters, based on competitive strategies.
  5. Capacity building (technical, organizational) and empowerment programs.
  6. Promotion of innovations within agribusiness clusters and value chains.
  7. Capacity and trust building activities to improve efficiency and reduce transaction costs within value chains.
  8. Linkage of value chain actors to financial and other support services.
  • Monitor and document the progress of the PPPs in line with:
  1. PPP key performance indicators and markers for change.
  2. PPP action plans and cost-shared budgets.
  • Support the 2SCALE country team in the preparation of subgrants for business support services. Monitor these subgrants, particularly through frequent field visits to cluster actors.
  • Support (on request) technical specialists to fine-tune and implement the thematic-related interventions.
  • Collaborate with the Partnership Facilitators and communication Specialists to develop outreach materials (in English and French, as required) in a frequent manner, and ensure the visibility of the PPPs and their development (achievements, challenges, lessons learnt).
  • When required, participate in the sector teams, composed of all Partnership Facilitators with PPPs in the same sector. Respond to and seek advice from the 2SCALE management to improve sector and industry knowledge, forward-looking strategizing within the sector, and priority-setting within existing and new PPPs.
  • Write and submit timely activity reports, as well as other technical reports, notes and partnership profiles.
