The Procurement Manager at fhi 360 in Accra is to provide overall technical guidance in procurement, develop and sensitize staff to procurement standard operating procedures (SOPs); participate in resource development for proposals that include procurement components. Perform purchasing functions and provide management assistance and technical expertise with an emphasis on support of international procurement, small business plans and general compliance with funder requirements.
The Procurement Manager reports to the Country Lead and works very closely with the senior management team, the Director for Finance and the Project Directors.
KEY RESPONSIBILITIES:
- Ensure all Procurements are carried out in compliance with the GOMM, donor and FHI360 policies and procedures;
- Plan and implement the procurement for each project, including preparation of terms of references, publication of tender documents, bidding invitations, receipt of offers, review of quotations and their corresponding analysis in compli ance with the rules and regulation of FHI 360 and USAID;
- Assist Management in the development, management, implementation and evaluation of appropriate systems, programs and services related to the procurement function;
- Liaise with the Chiefs of Party to establish and secure project purchase needs. This includes ensuring best price quotations are obtained and relevant documentation is provided to support payment requests;
- Participate in the development and implementation of training activities in the areas
of purchasing control, ethics, small business utilization and donor agency regulations / restrictions;
- Ensure that local market surveys are regularly carried out to ensure a full knowledge of the availability and prices of the local items;
