The Global Health Partnership (GHP) Account Lead – West Africa, will help enable successful commercial access programs in West Africa for Pfizer’s Prevenar 13 program with Gavi the Vaccine Alliance, Clinton Health Access Initiative partnership on oncology treatments, and Gates Foundation partnership on Sayana Press. 

In addition, the Senior Manager and lead will help provide country expertise and insights across West Africa to help inform the potential for new above country donor funded partnerships that will contribute to the GHP team mission of “improving the health of the underserved through partnerships that enable broader access to Pfizer’s medicines and vaccines”.

The West Africa Account Lead will directly contribute to help pull through of accounts that have a value of potentially more than $80 million in annual sales in 2019 and include approximately 10 countries across the western part of sub-Saharan Africa. 

The lead Senior Manager is a key member of the GHP team that enables access to Prevenar 13, Sayana Press, Depo Provera, a sub-set of Oncology products and future BD opportunities to countries across the Emerging Markets through partnerships with key public health stakeholders. 

The lead will report to the GHP Lead who is based at NYHQ and is part of the Emerging Markets Leadership Team within the Pfizer Biopharmaceuticals Group. In addition, the role will collaborate and work very closely with the overall Africa Gavi Account Lead in Nairobi and the New Business and Sayana Press Account Lead in New York.

ROLE RESPONSIBILITIES

Stakeholder engagement – internal & external

  • Collaborate with and lead matrix teams of various regional and local colleagues, such as: PGS, regulatory, PHI, commercial, market intelligence, medical, legal, etc. to inform, seek and/or solve issues related to GHP products/programs implementation
  • Enhance partnerships with regional/local colleagues (e.g. Clinton Health Access Initiative (CHAI) local colleagues) and other relevant external partners including local Health Authorities and ensures that Pfizer is positioned as an innovative and ethical provider of public health care solutions
  • Key account development – Establishing Pfizer’s relationships in the Gavi countries with country immunization program implementers (EPI managers) and UNICEF country officers to enable mid and long-term success of Pfizer’s PCV 13 Gavi business in Gavi eligible countries in Francophone Africa.
  • Understanding and developing long-term plans to influence national decision frameworks for maintenance of PCV 13 programs as well as new PCV 13 introductions.

  • Active member of the Vaccines, Family Planning, Oncology and New Business GHP team committees
  • Works closely with the GHP Category/Portfolio Lead in New York in managing the category at the regional/country level.

Business Strategy & Program Execution

  • Manage all budget and operations related to Pfizer-sponsored GHP initiatives in West Africa.
  • Accountable for tailoring and implementing Vaccines/Family Planning/Oncology/New Business tactical programs and portfolio specific customer/stakeholder experiences to meet regional/local needs

  • Engage EPI and vaccine technical committees from PCV 10 (Synflorix) countries with the aim of introducing Prevenar 13 into the national immunization programs based on evidence driven decisions.
  • Identify and prioritize partnerships with local and regional academic societies to advance the importance of preventing pneumococcal disease in Gavi eligible countries to include on-going heath care worker training needs.
  • Management of the operational delivery of PCV 13 volumes into the West African under the PCV 13 Gavi program as well as issues management, including engagement of Ministries of Health staff to ensure forecasted demand materializes.
  • Support the implementation of last mile delivery initiatives in Francophone African countries with low vaccination rates through partnerships with selected CSOs.
  • Collaborate with local vaccines commercial teams in engaging countries’ vaccination program managers and vaccination technical committees, in partnership with Medical, to support successful transition of PCV 13 countries from partial to fully self-financing models for their vaccines.
  • Establish and track key performance indicators for partnerships and investments to ensure desired impact is being achieved while making recommendations on enhancements as needed to support optimal business performance
  • Identify new regional/local market opportunities based on customer’s needs & literature searches in alignment with the GHP vision and purpose.

Emergency Medical Technician is to provide emergency response to critically ill patients and to transport patients to the relevant emergency medical facility.

Main Responsibilities

  • To transport and to attend to patients within the care of the Clinic
  • Constantly assessing the patient enroute to the emergency facility and administer additional care as indicated by the medical team.
  • Report verbally and in writing observation of the patient at the emergency scene and in transit to the receiving medical facility staff for the purpose of records and diagnostics.
  • Ensure that the ambulance and its equipment and consumables stock is in operational readiness at all times and to report any defects immediately to the Clinic Matron.
  • Work in accordance with the Health & Safety rules liaising properly with the health personnel on the ambulance.
  • Maintain strict confidentiality on all conversations and information heard during transport assignments.

Qualification Required & Experience

Education: Emergency Medical Technician Certification from the National Ambulance Service or any other recognized institution.

Experience: Minimum of two years in a related job.

Driver’s License: Must possess a valid Ghanaian driver’s license C and above

The STO - QAQI will provide leadership and technical assistance for HIV quality management by the CSOs In the districts and regional health facilities. SI Advisor and in collaboration with the Senior Advisor -HTS, build capacity of healthcare workers, supervisors and administrators in modern Quality Assurance and Improvement (QAQI) methods, including Optimising performance and quality and other relevant approaches.
  • Provide technical guidance and assistance in developing and promoting strategies for QA/QI related to HIV treatment and care, and adherence arid retention support for key populations;
  • Provide support for community service-delivery QA/QI initiatives with CSO partners;
  • Develop tools and other learning resources on QA/QI for both CSO partner and care continuum Work hand-in-hand with the project's Senior Advisor HTS to ensure the uptake of CIA/CI, plan Deliver technical assistance related to policy, advocacy, leadership, governance and service delivery

  • Experience in using Microsoft office package, including Word, Excel and PowerPoint.
  • Excellent written and communication skills, as well as strong public presentation skills, including the ability to represent the project to key stakeholders.
  • Experience working with USAID/PEPFAR highly desirable
  • Ability to use internet/online applications and GIS products will be an added advantage.

The HIV Testing Services (HTS) Technical Advisor will be responsible for developing innovative strategies and monitor the implementation of HIV Testing Services at all community sites and project supported health facilities, in line with National guidelines and organisational strategic objectives. Provide technical assistance, oversight and support of HTS being provided by Civil Society organisations and other partners. S/he will ensure collaboration with the Ghana Health Services/National AIDS Control Programme and partners and the use of national and internationally-recognised HTS best practices to establish tight linkages between HIV Testing and Counselling and other areas of HIV clinical cascade.   • Required to work collaboratively with the Senior Programme Specialist and other Advisors in providing the training and HTS supervisory and oversight needs of Nurse Assistants co-located and working in community and supported health facility sites of the project.
  • Provide technical support and ensure provision of quality HIV Testing Services (HTS) in supported facilities. Strengthen index chest testing within supported facilities through know your family/partner status and other initiatives.
  • Coordinate with Gender & Equity Advisor in the referral of survivors of Intimate Partner Violence (IPV) identified during HIS to receive care.
  • Lead to conduct ongoing training needs assessment and facilitation of HTS, trainings activities.
  • Conduct supportive supervision & mentorshlp visits to all supported sites implementing HIS including HIV-

  • Work jointly with HTS supervisors and counselors in supported facilities to ensure provision of quality HIV testing services to referred clients.
  • Support facilities in monitoring and tracking on a monthly basis) of Rapid Test Kits (RTKs), and other supplies necessary for HTS delivery to ensure stock-outs are avoided.
  • Work closely with Strategic Information team to conduct monthly HTS data analysis and compile timely reports to ensure real time data use for decision-making at slte level to monitor progress towards project targets
  • Lead development of annual, quarterly and monthly HTS strategies and work plans
  • Participate in joint HTS supportive supervison visits together with the Ghana Health Service/National AIDS Control Programme and other stakeholders
  • Ensure that health facilities are adhering to quality control practices such as proficiency testing and sit-in observations
  • Strengthen facility and community bidirectional referral and linkages
  • Ensure facilities and community sites and partners do have adequate national and project level Standard Operating Procedures and algorithms for Index Testing and other HTS approaches.

     

  • Participate in SIMS assessment visits and follow up remediation as is required.

  • Conduct other HTS duties delegated by the line manager and the COP from time to time

 

Qualifications

  • Advance Nursing or other Clinical qualification with an MPH or other Master's degree in a health-related field.
  • A minimum of five years of work experience in HIV counselling and testing, and care and support for PLHIV activities, including activity planning, implementation, and evaluation.
  • Experience with the national HIV and AIDS programme is an added advantage. Past experience will include experience in HIV counselling and testing and behavioural change programmes that indicates the ability to consult and collaborate effectively with all levels both health facility and in the community.
  • Experience as National HIV & AIDS Trainer is an added advantage
  • Experience with supply chain management (quantification, forecasting, and utilisation for HIS commodity) is desirable
  • Demonstrated skill in providing mentorship, oversight and technical expertise in a non-governmental setting is an added advantage.
  • Results-oriented with a demonstrated ability to work effectively as a member of a dynamic team in a fast-paced environment and meet deadlines with competing tasks
  • Experience working with PEPFAR/USAID Missions, host country governments, USG health agencies and / or USAID partner organisations desirable.

  • Support to provide technical assistance. training, and mentoring to the Care Continuum's Nurse Assistants' activities at all Community and Facility sites of the project.
  • Provide updates on new development and mentorship to project staff in eMTCT;
  • Support the development/update Of supplementary training materials. SOPs and supporting tools needed by facilities and community ART distribution points in the region.  Supporting new business including concept development. technical writing, technical review Of new business concepts and proposals
  • Any other related duty assigned by the Chiet of Party.

Qualifications

  • Medical Doctor, (Medical Degree-MO, or MBChB, or MB BS) with Master'S Degree equivalent preferably in HIV Medicine or public health, iS a plus.
  • Specialist qualification in Infectious Diseases is an advantage.
  • Seven or more years of experience in HIV and AIDS prevention, care and treatment programmes in developing countries.
  • Extensive clinical experience in the care of HIV infected adults and children in resource poor settings.
  • Demonstrated technical expertise and skills in quality assurance systems and health programmes.
  • Demonstrated clinical experience in care and treatment of people living with HIV, including ART provision and implementing adherence and retention strategies.
  • Demonstrated experience of building collaborative partnerships around quality clinical care initiatives with various partners, including NGOs, community groups, government. donors, private sector.
  • Strong experience in providing mentorship and technical assistance.
  • Excellent Oral and report writing and presentation skills. Proven ability to write high quality scientific/management documents, including the ability to represent the project to key stakeholders.
  • Excellent collaboration and partnering skills in a teamwork environment,
  • Ability to manage multiple priorities and projects while working as part of a team
  • Experience working with PEPFAR/USAID Missions, host country governments. USG health agencies and/or USAID partner organisations desirable.
