Job Description

EXPRESSION OF INTEREST – CONSULTANCY FOR BASELINE SURVEY
 
 
INTRODUCTION
 
Background/Rationale
 
CARE International in Ghana in collaboration with Olam Ghana Limited is implementing a four-year project funded by the United States Department of Labor/Bureau of International Labor Affairs (USDOL/ILAB), named Adwuma Pa. CARE will implement the project with two Sub-Grantees; Youth Empowerment Synergy - Ghana (YES-Ghana) and Child Rights International (CRI).
 
The Adwuma Pa Project is aimed at empowering vulnerable women 18 years and above and girls 15-17 years old in the cocoa supply chain in Ghana. The project operates in four municipalities/districts, namely:  Tano South and Asunafo North in the Ahafo Region, Asikuma-Odoben-Brakwa in the Central Region, and Bibiani-Anhwiaso-Bekwai in the Western North Region. The project covers 80 communities and targets 5000 (2500 girls 15 – 17 and 2500 women 18+) as direct participants, as well as an estimated 15,000 indirect beneficiaries.
 
Project activities focus on economic participation of vulnerable women and girls and improved business practices by private sector actors to protect the vulnerable women and girls against child labor, forced labor and other labor violations. As part of the measures to reduce the risk of child labor, forced labor and other violations of labor rights for these vulnerable women and girls, the project aims at integrating gender equality and equity into all of the project activities.
 
The overall goal of the Adwuma Pa Project is to reduce the risk of child labor, forced labor, and other violations of labor rights for vulnerable women and girls working within Ghana’s cocoa supply chain. The project has two outcomes namely:
 
Outcome 1: Improved economic participation of women and girls vulnerable to child labor, forced labor, and other violations of labor rights within Ghana’s cocoa supply chain
 
Outcome 2: Improved business practices by private sector actors to protect against child labor, forced labor, and other violations of labor rights for vulnerable women and girls working within a supply chain

In order for CARE to take well informed decisions and use appropriate strategies for better results and impact, CARE intends to undertake a baseline study prior to full-scale implementation of the project. The baseline will also support project management to better design and align its intended activities in a more systematic manner. 
 
In this context, the Project calls for a consultancy/team of consultants to collect necessary baseline information on varying themes including but not limited to: employment and income generating activities, gender related matters, socio-cultural practices that increase vulnerability of women and girls, general levels of awareness on child/forced labor and other violations of labor rights, existing skills level/gaps of women and girls in the project areas. The selected consultant, institution/team of consultants will work closely with the Adwuma Pa project team alongside other key partners and stakeholders to ensure that data collected provides the basic background necessary for interventions that are tailored to the respective needs of vulnerable women and girls in these project communities.
 
 
OBJECTIVE AND SCOPE OF STUDY
 
Objective
 
The baseline survey will focus on the collection of data or information for a set of performance indicators outlined in the project Comprehensive Monitoring and Evaluation Plan (CMEP) results matrix (to be developed in an upcoming workshop). The survey will form the foundation for the final evaluation besides setting the baseline and helping to set targets for project indicators. Therefore, it is vital to carefully think through the impacts that are going to be created through the project while designing this baseline survey.
 
Scope of Work
 
The baseline survey will cover key institutions the project is engaging with, including government agencies, cocoa cooperatives, social institutions, private sector institutions, Master crafts persons as well as agreed cross-selection of participants in the cocoa supply chain in project districts/communities. The targeted direct participants for the project is 5000 (2,500 women aged 18+ and 2,500 girls aged 15–17) with an additional 15,000 indirect beneficiaries spanning 80 communities in four municipalities/districts in three regions. There are 20 project communities in each municipality/district across the three regions.
 
Methodology
An appropriate mix of qualitative and quantitative methods will be used to gather and analyze data or information in order to come up with a more balanced, reliable and verifiable data. The final detailed baseline methodology shall be developed in consultation with the Adwuma Pa project team. This baseline survey encompasses administrative data as well as primary data based on the results framework and its indicators of the project. The Consultancy team must propose a methodology and plan for this baseline assessment which will be approved by CARE in consultation with project team. Data triangulation is required to ensure the credibility and accuracy of data or information gathered through various tools.
 
KEY TASK AND OUTPUTS
 
The baseline survey will consist of three key phases: i) Inception, ii) data collection and iii) finalizing the report.
 
i) Inception phase:
  • Consultancy team shall have a kick -off meeting with the Adwuma Pa project team to understand the project and to collect required documents such as Theory of Change (TOC), project proposal, results framework, etc.
  • Consultant shall participate in a Comprehensive Monitoring and Evaluation Plan workshop organized by Adwuma Pa Project team from 16th to 20th September, 2019
  • The consultant shall submit an electronic copy of the draft inception report to Adwuma Pa Project team as stated in the agreement. Before preparing inception report, the consultant shall engage with relevant project team to come to a consensus on the baseline assessment methodology, field visit plan, sampling and so on. Consultant shall review progress markers, indicators and do the required changes with the consent of Adwuma Pa Project team. Other than the indicators, the consultant required to engage the Adwuma Pa Project team to understand the baseline situation of the areas that are going to have an impact through the project intervention.
  • The draft inception report shall include a detailed methodology including tools, baseline framework along with tools to be used to gather data or information, quality assurance mechanisms of data or information collection, sampling, pilot testing, roles and responsibilities of team members, key milestones and detailed work- plan.
  • The consultant shall be asked to make an oral presentation of the draft inception report.
  • Prior to the pilot test and data collection, the consultant is required to train enumerators and facilitators for data or information collection
  • After the pilot test, the consultant shall submit the final inception report including final tools with key words translated into local languages.
  • The inception report shall be approved by the Adwuma Pa Project team before the consultant can start data collection.
ii) Data collection phase:    
 
  • The consultant shall be provided all the Adwuma Pa Project contact details. Field project team shall arrange the field discussions as per the field visit plan to meet the primary stakeholders.  Adwuma  Pa Project shall issue a reference letter for the team of consultants to contact stakeholders directly by themselves
  • Based on the sample frame, the consultant shall create plans for implementing the sample design and train staff to implement the designed sample
  • The consultant shall identify and train a sufficient number of field workers to ensure that the survey is completed as per schedule. The consultant shall also recruit, train, assign, field, equip, supervise, and compensate all enumerators she/he needs to carry out the survey
  • The consultant shall have primary responsibility for pretesting and piloting the questionnaire. After the pre-test and pilot survey, the questionnaire shall be revised based on errors detected in the pre-test and then once again translated (and back translated) into the local language
  • Results of the pilot shall be entered into a Microsoft Access data entry program developed for the project to debug any errors in the program, data entry, or coding. Once the questionnaires are revised after the pilot, the data entry software will also  be revised to reflect the changes in the questionnaires
  • The consultant shall be responsible for all field operations, including logistical arrangements for data collection and obtaining the consent of respondents. The consultant shall contact local officials and community leaders to explain the project and obtain community consent for the baseline survey. The consultant shall obtain maps, lists and other community records as required
iii) Finalizing the baseline report
 
  • Presentation: the consultant shall present the preliminary results of the baseline survey   with the Adwuma Pa Project team after completion of data or information analysis for validation.   The venue shall be decided during the inception phase.
  • Draft baseline report: This report shall be shared after incorporating feedback which is received during the presentation.
  • After receiving the draft final baseline survey report, Adwuma Pa Project team shall provide feedback to the consultant.
  • Final baseline report: The final report shall be prepared after a few iterations of the report if the quality standards are not met within the first round. The Final report format shall be agreed on during the inception phase and included in the inception report. The final report shall include the completed analytical framework of the baseline survey. The review and revision process from the draft report stage to the final report shall not exceed 6 weeks. The consultant shall hand over to the Adwuma Pa project the soft copy of the completed database   and the final report.  
The following outputs shall be produced:
 
a. Draft Soft copy of the inception report including survey tools and analytical framework;
b. Both soft and hard copy of the final inception report including final translated survey tools, sampling, methodology and analytical framework;
c. Electronic copy of draft report. Reporting format shall be agreed upon during the inception phase
d. Preliminary presentation of findings for validation
e. Draft soft copy of the final baseline survey report including data sets
f. Both soft copy and hard copy of the final baseline survey report including datasets;
 

Time frame 

Confidentiality and Data Ownership
 
The consultant shall protect the anonymity and confidentiality of information of those participating in the baseline survey at all stages. All data shall be confidential and is the property of the Adwuma Pa Project. No data or other information from this survey shall be released to third parties without the written approval of the Adwuma Pa Project.
 
The consultant shall turn over all data and questionnaires to the Adwuma Pa Project and shall not destroy information and material at the end of the survey and after all data and original documentation has been delivered to the Adwuma Pa Project.
 
The Consultant agrees to loyally and conscientiously perform all the duties described related to the consultancy. 
 
The Consultant agrees to observe and comply with all policies, rules, regulations and directions that will be given by the Adwuma Pa Project.
 
The Consultant shall work and report to the Adwuma Pa Project Director, through the Adwuma Pa Project M&E Officer.
 
Budget

i The budget for this consultancy shall cover professional fees, travel costs, workshops, mobilization expenses and supply costs of the consultants’ team or an institution.

ii. It is important to note that should there be any problem in the delivery of outputs pertaining to quality and schedule, the consultant   is expected to make the necessary corrective actions without affecting the overall project delivery. This shall have no additional cost to Adwuma Pa Project.

Required Skills or Experience

QUALIFICATIONS AND EXPERIENCE
 
The consultant or team that are proposed by an institution shall have;
  1. Minimum 5 years of hands- on experience in conducting baseline surveys, gender analysis, and evaluations for development project or programs in Ghana’s context
  2. Excellent understanding of local economy, functioning of cooperatives, small scale enterprises including special focus on the cocoa sub-sector
  3. Proven track record in gender equality and economic empowerment projects and programs
  4. Proven track record in quantitative and qualitative data collection tools and analysis and use of participatory approaches
  5. Experience in using theory of change, outcome mapping, outcome harvesting in development projects
  6. Strong communication and interpersonal skills, and ability to work with people from different backgrounds to deliver quality products within a short timeframe
  7. Experience and/or know-how of project implementation at the ground level
  8. Flexibility and , responsiveness to change/demands and openness to feedback
