PATH is seeking a Senior Technical Advisor to provide strategic technical leadership and oversight of the implementation of the Healthy Heart Africa (HHA) project in the Ashanti Region of Ghana. The HHA project focuses on detection, management, quality of care and demand creation for care of hypertension. This two-year project is funded by AstraZeneca (AZ) and is implemented by PATH in three countries in Africa, namely Kenya, Ethiopia and Senegal. Ghana becomes the fourth country to implement the Healthy Heart Africa project. Key activities in this project include awareness raising, screening, capacity building, data collection and presentations.

The Senior Technical Advisor will report to the Global Program Director, Non Communicable Diseases and the PATH Global NCD team and will work closely with the PATH Ghana team, AZ international and national teams, the Ghana Health Service (GHS) Regional Health Management Team, other NCD local partners in the Ashanti Region, and the national NCD program to ensure technical quality of the HHA interventions and implementation. S/he may also serve as a technical adviser for other PATH NCD related programs and projects in the country.

Responsibilities:

  • Ensure a strong two-way link between the national policies, standards and guidelines and actual trainings and community education and screening activities are within the context defined by the Non-Communicable Diseases (NCD) national strategy.
  • Be responsible to the global team and contribute to the PATH portfolio on NCDs.
  • Under the oversight of the global NCD team, provide technical lead for the design and revision of relevant training materials for the implementation of the AstraZeneca Healthy Heart Africa project in Ashanti Region.
  • Coordinate supportive supervision plan established by AZ, share lessons learnt at regional meeting.
  • Provide technical guidance to all field activities of the HHA project in the Ashanti Region, including project design, implementation, social mobilization and communication and project documentation.

  • Represent PATH/HHA project at regional and national NCD meetings, conferences, workshops and coordinate with the Regional Health Management Team (RHMT), and other local partners for project implementation in the Ashanti region. Represent the HHA project locally.
  • Guide efforts to reach PHC level with hypertension prevention interventions including engagement with HHA and GHS training coordinators and determine the best approach to roll to sub-districts and CHPS level.
  • Develop and maintain relationships with the health facilities selected for the project and lead activities such as conducting site assessments; activating selected sites; facility performance improvement plans.
  • Coordinate the development of an advocacy and communication plan to gain overall regional buy-in, factoring in the social leaders and influencers.
  • Provide technical guidance to the amendment of communication materials on hypertension for public awareness raising and other advocacy materials such as newsletters, fact sheets, policy brief and documentation of success stories.
  • Provide technical guidance for awareness-raising campaigns in targeted districts and lead screening efforts through outreach activities at community/subdistrict level.
  • Manage annual work plans in collaboration with PATH and AZ global and local teams.
  • Provide guidance and input to the technical components of project activities, monitor and supervise the implementation of activities and review final deliverables;
  • Provide regular technical feedback on progress of activities and lessons learned to AZ and PATH Project Director.
  • Oversee the preparation of monthly updates on deliverables, quarterly reporting and timely submission of annual narrative reports and documentation to AZ and PATH.
  • Build and maintain relationships with NCD Alliance and other related public health programs and ensure regular communication between the GHS regional office, AZ and PATH; ensure involvement of a wide range of local stakeholders within Ashanti region and national level
  • Together with the Data Manager, develop and execute a data collection, storage plan and presentation plan.
  • Facilitate all necessary regional project approvals and project development opportunities in collaboration with PATH Project Director.
  • Provide technical lead for local contracts and consultants, working with assigned administrative staff to develop Scopes of Work.
  • Maintain updated technical knowledge in hypertension prevention and related public health topics, in order to provide technical assistance to project partners.
  • Perform any other relevant tasks as requested by Project Director/ Project Manager.
  • Participate in identifying and developing future opportunities for business development including developing proposals.

Required Experience

  • A Master’s degree in Public Health, Health Promotion, Health Management or related social science discipline.
  • At least seven (7) years’ experience and demonstrated skills in coordination or management of health and related programs.
  • A minimum of 4 years working experience in NCDs and/or infectious disease control and prevention, health system strengthening or other relevant public health topics.
  • At least 3 to 5 years’ experience with donor-funded projects.
  • Clear understanding of non-communicable diseases, especially hypertension diagnosis, prevention and management.
  • Strong stakeholder mobilization, problem-spotting and problem-solving skills.
  • Strong communication and presentation skills, including presentation of technical data and medical information to both technical and non-technical audiences.
  • Experience in conducting monitoring/evaluation/research for NCDs is a plus.
  • Ability to pool data together, analyze and produce relevant reports.
  • Ability to facilitate results-oriented discussions with stakeholders and collaborate with cross-functional teams.
  • Excellent people-management and social interaction skills.
  • Experience living in or working in the Ashanti Region and understanding the cultural milieu is an added advant.
  • Experience in policy advocacy is a plus.

Must have legal authorization to work in Ghana.
