CARE is seeking a Chief of Party (COP) who will have overall responsibility for the five-year Northern Ghana Governance program, which is a USD $11.8 million, five-year cooperative agreement. This USAID-funded program is intended to accelerate governance improvement and manage conflict in support of enhanced agricultural development in Ghana’s Northern, Upper East, and Upper West regions. The Chief of Party is accountable for the overall vision and leadership of the project and is accountable for delivering results.
The COP will develop, enhance and maintain relationships with the Government of Ghana, USAID, partners, and other project stakeholders. S/he is responsible for proactively identifying and resolving issues to heighten donor and government accountability and maintain a positive image and good visibility for CARE among these groups. The person in this role will support and work effectively in coalitions, networks and social movements and contribute to national dialogue on poverty reduction strategies and related issues. The COP will ensure timely reporting and communications with CI members, donors, government and other key actors and ensure cordial media relations, acting as CARE’s spokesperson when required.

Qualifications:
- Bachelor’s degree in political science or a relevant social science discipline required. Master’s degree preferred
- A minimum of 10 years in the democracy and governance field, four of which must have been in a managerial or team leader capacity
- Experience in the areas of decentralization and local governance, experience in agricultural policy development and implementation
- Knowledge in the structure of the decentralized department of agriculture civil society advocacy and capacity building, women's empowerment, and conflict resolution
- Regional experience and/or country knowledge is also required
- Demonstrated leadership, interpersonal; and management skills in a complex international setting
- Demonstrated experience in program design (including proposal development), implementation and evaluation
- Experience in emergency related activities
- Experience with the management of a diverse workforce
- Strong representation and negotiation skills
- Demonstrated use of positive coping strategies in stressful environments
- Knowledge and experience with financial management as demonstrated by:
- Ability to manage a complex budget
- Donor compliance and reporting
- Experience in successfully managing institutional partnerships with national and international NGOs
- Experience in establishing and maintaining collaborative relationships with donors and government counterparts
