RTI International's Global Health Division is currently accepting applications for a Chief of Party for an anticipated USAID-funded health systems strengthening opportunity in Ghana. The new project will build on USAID's and Government of Ghana's achievements in strengthening health system building blocks - including management and leadership, health information systems, health workforce, supply chain and infrastructure, and health financing - with a strong focus on integrated service delivery at all levels of the health system. The project will support the Government of Ghana (GoG) accelerate its achievement of universal health coverage, which it has committed to reach by 2030, and will address systemic inequity gaps and quality of health services through promoting community-based health planning services (CHPS) and primary health care approaches.

The Chief of Party is responsible for the overall performance and results of the project, including management and oversight of the program's technical, operational, and administrative staff. This position will also provide strategic leadership and vision and technical and managerial direction for RTI-led team for the successful implementation of the project; and serve as RTI's key liaison to USAID, GoG counterparts, local organizations, other stakeholders and program partners. The COP will be based within the national project office in Accra and local travel will be required.

Primary Responsibilities:

  • Responsible for the overall performance and results of the project, including management and quality oversight of the program's technical, operational, and administrative activities.
  • Lead the annual work planning process in close collaboration with USAID, GHS, partners and the project team.
  • Interface regularly with USAID on management and decision-making and ensure compliance with the award.
  • Ensure that the project activities are meeting client and stakeholder expectations and that project results are proactively disseminated, and learnings are shared and incorporated to continuously improve.
  • Coordinate and collaborate with other USAID implementing agencies and public sector programs, as appropriate.
  • Submit quality project technical and financial deliverables and reports on time and in accordance with USAID guidelines.
  • Work with monitoring and evaluation and learning staff to develop M&E frameworks, learning agendas and effectively track data/results to incorporate learning for adaptive management.
  • Provide oversight and direction to all long- and short-term personnel hired by the project.
  • Directly supervise senior technical and administrative staff members.

Qualifications:

  • Master's degree (or higher) in public health, health systems management, international development, health policy, or an advanced degree in a related field.
  • Minimum of 15 years of experience managing and leading technical and administrative teams for complex health projects in developing countries, preferably in Ghana or the Africa region.
  • Previous COP experience for USG-funded project required; USAID preferable.
  • Demonstrated success in complex health program management including experience in the followings: client relationship management, developing program work plans, developing program budgets, managing program implementation, and fielding and managing short term technical assistance for donor-funded programs (preferably USAID-funded programs).
  • Senior-level expertise in any one or more of the following technical areas: systems strengthening; malaria; family planning and reproductive health; and/or maternal, newborn and child health.
  • Additional technical expertise and experience within one or more of the following systems strengthening sub-areas: health financing, health governance and leadership, human resources for health, health information systems, and/or health service delivery.
  • Proven capacity to start up and close out projects, and effectively manage staff and project funds.
  • Proven ability to develop effective working relationships with client and government counterparts and partners, at all levels.
  • Ability to develop and lead towards a common vision among partners and multi-disciplinary teams.
  • Excellent management, communication (oral presentation and written) and organizational skills; flexibility and ability to multi-task.
  • Professional proficiency in spoken and written English is required.
