The West Africa Network for Peacebuilding, Ghana (WANEP-Ghana) is a non-profit making peacebuilding Non-Governmental Organization (NGO). It is a civil society institution meant to prevent, resolve, and transform violent conflicts through collective and coordinated efforts of NGOs, local and national state institutions as well as individuals actively engaged in peacebuilding practice in Ghana in order to avoid the duplication of efforts and maximize resources for more effective responses to conflict situations. The organization seeks to facilitate the creation of a sustainable culture of non-violence, justice, peace and social reconciliation in Ghanaian communities.

Job Description

We are currently seeking qualified candidates for the position of Project Officer, to support in the implementation of a projects related to sustiable peace and security in Ghana’s natural resource sector. One of the programs the position will support is the “Responsive Engagement and Collective Learning Approaches to Infom Mercury Substitution for Artisanal and Small-Scale Gold Mining in Ghana (RECLAIMS ASGM, Ghana).

The project, sponsored by the United States Department of State, Bureau of Oceans and International Environmental and Scientific Affairs (OES) is for three years ending in September 2021. It is jointly implemented with the Fund For Peace (FFP), a United States Based non-profit organization, the George Paa Grant University of Mines and Technology (UMaT) and supported by the Ministry of Lands and Natural Resources of Ghana. It is aimed at assisting the Government of Ghana with reducing the use of mercury in the Artisanal and Small-Scale Gold Mining sector. Another program will involve support to WANEP-Ghana’s coordination of the Voluntery Pricniples on Security and Human Rights (VPSHR) national working group and related activities

  • Job Location: Accra, with extensive travels to the Western and Western North , Northern and Upper East Regions
  • Duration of Employment: 1 year subject to annual appraisal and renewal.

JOB DESCRIPTION AND EXPECTATIONS

Working under the direct supervision of the National Network Coordinator (NNC) and from the WANEP Headquarters in Accra, the Project Officer is expected to perform the following functions:

  • Coordinate the activities of RECLAIMS involving government, small scale miners, civil society, media as well as community stakeholders
  • Organise local level training and dialogue workshops
  • Liaise with the Ministry of Lands and Natural Resources (MLNRs), and related relevant agencies to arrange for periodic meetings, and follow up to facilitate implementation of meeting outcomes 
  • Compose and coordinate activities of Community Monitoring Teams (CMTs) under the developed Ghana VPs website and ensure submission of early warning information from mining communities in Ghana 
  • Monitors and regularly submits human security early warning data onto the GHVPs website
  • Ensure regular and timely submission of quality data by CMTs 
  • Provide early warning information, analyse the national vulnerability to security situation and initiate the production of early warning reports including monthly bulletins, policy briefs, quick updates, situation tracking, weekly highlights, and other reports when needed/requested on weekly, monthly, quarterly and annual basis on the extractive sector. 
  • Foster collaborative relationships with/between CMTs, civil society, small scale mines, mining communities and local state institutions for conflict prevention, peacebuilding, and extractive related disaster risks management 
  • Coordinate the development of training modules for training, sensitisation under RECLAIMS 
  • Liaises with the M and E Officer and using a predetermined template, collate all results/impact directly or indirectly attributed to RECLAIMS 
  • Liases with the Finance Officer to collate relevent documents related to project financial reporting 
  • Prepares and cooridinates quarterly reporting documents for program funders
  • Disseminate early warning products in line with WANEP-Ghana’s communication guidelines
  • Attend meetings on behalf of WANEP-Ghana
  • Arrange for bilateral meetings for the attendance of the NNC and partners
  • Support WANEP-Ghana’s efforts to further implement the VPSHR in Ghana and cooridnate working group activities
  • Support various programs or other initiatives of WANEP-Ghana as may be directed

Required Skills or Experience

  • Experience: A minimum of two years of experience in conflict management, analysis of trends and dynamics of peacebuilding, governance and development, monitoring and evaluation, research and reporting form the essential elements of the experience required. 
  • Education: A Bachelor's degree is required in Peace and Conflict Studies, Environmental Studies, Political Science, Governance or Economics, Communication or Community Development; professional certificate in the above and related subjects  will be a plus. 
  • Gender Consideration: In line with WANEP gender policy, consideration will be given to qualified female applicants. 

Knowledge, Skills & Abilities

  • Strong skills in conflict and risk analysis, quantitative as well as qualitative data presentation and reporting 
  • Strong understanding and management of disputes related to mining, oil and gas operations between or among corporations, communities and government 
  • Strong understanding of threats arising from natural resource governance and implementation of risk mitigation frames in the sector 
  • Ability to pay strict attention to detail; 
  • Working knowledge of Monitoring and Evaluation and tools in the peace and development sector; 
  • Ability to prioritize tasks and complete them under time constraints meeting deadlines. 
  • Ability to facilitate community level dialogue, identify and advocate issues for engagement at national levels including at national dialogues. 
  • Awareness of diversified/alternative livelihoods available in mining communities
  • Ability to analyse the relationships between livelihoods and conflict and insecurity
  • Ability to communicate effectively both orally and in writing with strong flair for report writing; 
  • Ability to incur overtime in order to perform the essential duties of the position which may require irregular hours;
  • Advanced skills and speed in the use of MS Office applications (Word, Excel, Outlook, and Access at the minimum). 
  • Must be good team player, open to criticism and be results oriented.
