Under article 4.2, paragraph (e) of the Staff Regulations, the filling of vacancies in technical cooperation projects does not fall under Annex I of the Staff Regulations and is made by direct selection by the Director-General.

In order to support the best informed process in the filling of the above-mentioned vacancy by direct selection, the ILO invites interested candidates to submit their application online by the above date.

Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

Introduction

Labour migration remains a feature of contemporary labour markets and in view of the potential benefits it offers to both origin and destination countries is increasingly prioritized by national and international policy agendas, which is highlighted by both the 2030 Agenda for Sustainable Development and the Global Compact for Safe, Orderly and Regular Migration.

The Economic Community of West African States (ECOWAS) has adopted a number of migration related instruments including the Free Movement of Persons’ Protocols. Nigeria adopted a National Policy on Labour Migration in 2014 and Ghana is developing a labour migration policy.

An orderly and safe process of labour migration can guide migrant workers through all stages of the migration-cycle, i.e. planning, recruitment, transit, arrival, return and reintegration. It also shields migrant workers from the pitfalls of migration in an irregular situation.

Complementing previous and ongoing work in this area, the ILO has received funding from GIZ to strengthen labour migration governance, enhance employment prospects of potential and return migrants and support the reintegration of returnees in Nigeria and Ghana.

The “Initiative for Labour Migration, Employment and Reintegration in Nigeria and Ghana” is being implemented through two immediate objectives:

  1. Potential and returning migrants in Nigeria and Ghana are protected through fair and effective labour migration governance frameworks; and
  2. Migrant Resource Centres in Nigeria and Public Employment Centres in Ghana offer services to enhance employment and income generating opportunities of potential and return migrants and support the reintegration of returnees in a sustainable manner.

 

This position will be based in the ILO project office in Accra, Ghana.

Reporting line

Under the overall responsibility of the Director of the ILO-Abuja Office, the National Project Coordinator (NPC) will work under the direct supervision of the Employment and Migration Officer, based in ILO-Abuja. The incumbent will be responsible for project implementation and results in Ghana and facilitate coordination with the project partners in Ghana.

Description of Duties

  1. Ensure operation coordination of project implementation in Ghana, monitor conditions set out in the project document, budget and grant agreement and support coordination with the donor.
  2. Lead the implementation of project activities in Ghana, with criteria of timeliness, quality and effectiveness, ensuring the achievement of planned results in the time frame and within budget, in accordance with global project requirements and the policies, values ??and procedures of the ILO.
  3. Update project work plans on a continuous basis and ensure their timely implementation.
  4. Initiate, sustain and guide cooperation with key partners in Ghana, in close collaboration with ILO-Abuja and relevant ILO technical specialists to ensure the performance and results of the project, and ensuring that gender is mainstreamed in planning and project implementation to achieve the desired results.
  5. Coordinate and monitor project activities implemented by project partners, consultants and trainers in Ghana and ensure the quality of outputs, by reviewing, verifying and analysing partners work plans, progress reports, final reports and other data for clarity, consistency and completeness.
  6. Liaise closely with implementing partners including the Ghanaian-German Centre for Jobs, Migration and Reintegration, Public Employment Centres and financial service providers to ensure timely implementation of activities and sustainability.
  7. Regularly brief responsible government officials, employer and worker associations on project status.
  8. Consult with United Nations agencies, bilateral donors and NGOs whose mandates and programmes are similar to those of the project.
  9. Ensure a regular flow of information on the status of the activities planned and implemented between the ILO-Abuja Office, the project team in Accra, the DWT Dakar, and HQ. This will include accurate implementation, performance, risk and financial monitoring.
  10. Manage the organization of conferences, seminars, workshops, multi-stakeholder consultations, training sessions and meetings in collaboration with the technical support of experts and represent the project in various meetings. Organize project management meetings in Ghana, draft meeting notes and solicit comments from relevant project partners.
  11. Implement the reporting, monitoring and evaluation plan in line with the outcomes and outputs set out in the project document and monitor progress on a continuous basis. Implement the communications strategy ensuring: visibility of project’s results, dissemination of project information through publications and press releases, and good communication with all partners.
  12. Present progress updates on a regular basis, ensure regular and timely reporting of project activities, results and indicators and provide inputs to project progress reports with a focus on activities implemented in Ghana.
  13. Organize and conduct technical missions in target regions, guide and advise national and international experts on site and remotely, and ensure the proper and effective use of project resources.
  14. Coordinate and monitor research carried out and studies undertaken by external collaborators.
  15. Facilitate technical input, knowledge exchange and thematic discussions. Develop knowledge products on labour migration including fact sheets and policy briefs.
  16. Develop outreach/sensitisation campaigns, information and promotion material and keep the project website up-to-date.
  17. Perform other tasks as may be assigned by the supervisor within the framework of his/her competence.

Required qualifications

Education

First level university degree in development work, social science, vocational training or any other relevant field. A second level degree is an additional asset.

Languages

Excellent command of English, a good knowledge of local languages would be an asset.

Experience

Two or three years’ experience in project, programme or policy development and implementation preferably in the area of development cooperation with a particular focus on migration/labour migration. Experience in project management is essential. Experience in working with other ILO projects or partners is highly desirable.

Competencies

  1. Proven ability to manage teams including personnel management and remote capacity project management (project planning and management of financial and monitoring procedures).
  2. Ability to establish and maintain relationships and negotiate with government officials, representative(s) of civil society, representatives of workers ‘and employers’ organizations and academics.
  3. Ability to coordinate the achievement of objectives and results in a timely and results oriented manner.
  4. Knowledge of the regulations and procedures of the ILO and/or other UN entities would be an asset.
  5. Excellent time management, planning and organizational skills.
  6. Ability to work under pressure and meet deadlines.
  7. Demonstrated ability to incorporate gender analysis into project implementation.
  8. Ability to write progress reports for the implementation of the project in a concise and timely manner.
  9. Good knowledge of methods of reporting, monitoring and evaluation.
  10. Good knowledge of common office tools (Word, Excel, PowerPoint) and communication (internet and email).
  11. Good knowledge of policy debates and development in the area of migration and labour migration.
  12. Good knowledge of national counterparts, development partners as well as international organizations.
