Ghana Oil and Gas for Inclusive Growth (GOGIG) is seeking to appoint a Project Finance and Grants Manager (PF&GM) to lead on all financial aspects relating on projects and grants. Reporting to the Finance and Administration Manager (F&AM) (With periodic oversight from the Team Leader and the Programme Manager, the specific responsibilities are as follows:
Financial Oversight - Review projects budgets and recommend to the Team Leader (TL) for approval.
Financial systems and processes -
• Ensure full compliance with existing systems and support further development of project finance and grant management systems
• Provide input as required by the F&AM to prepare monthly cashbook, forecasting, expenditure and budget tracking
• Prepare forecasts for project and grant activities in collaboration with team members
• Track monthly project expenditure and report performance against the agreed plan as well as update of the programme budget tracking tool
• Collect and analyse data needed to report against value for Money (VFM) indicators
Audit and Compliance
• Ensure compliance with the GOGIG Finance manuals and grant making procedures
• Conduct expenditure verifications and spot checks on grant expenditure
• Lead implementation of audit recommendations relating to project finance management
Procurement - Lead project related procurement processes, ensuring full compliance with GOGIG's procurement procedures
Grant Management
• Conduct due diligence assessment of potential grant partners, including preparing a due diligence report with key findings, recommendations and a plan for any actions
• Provide guidance to grant partners on grant requirements, including financial reporting and eligible expenditure
• Review and approve budgets and financial reports submitted by grant partners
• Conduct expenditure verification of grant partner financial reports and approve fund requests and invoices
Undertake any duties as requested by the TL or Programme Manager.
