How can you make a difference?

The Social Policy Specialist (Social Protection), P3 is responsible for providing technical assistance as well as leading the generation and use of evidence to support the strengthening and operationalization of Ghana's social protection system, with a particular focus on implementing linkages between social protection programmes and social services and supporting cash transfer design and operations.

Key Results Expected:

  • Effective technical assistance provided to government partners to develop and implement Ghana's social protection system at both national and decentralized level, through provision of technical expertise and support, capacity-building, and data and analysis. This includes support to the Livelihoods Empowerment Against Poverty (LEAP) programme; strengthening social welfare services, social protection referrals and case management; and operationalizing linkages between social protection programmes and social services.
  • Effective partnerships and collaboration with key stakeholders, including the Ministry of Gender, Children and Social Protection; the LEAP Management Secretariat and Social Protection Directorate, Department of Children, Office of the Head of Local Government Services, Ghana Health Services, USAID, World Bank, DFID, EU.
  • Lead and coordinate the Social Protection Unit's generation, use and dissemination of evidence, including fostering research partnerships and technical assistance to the Ministry of Gender, Children and Social Protection in strengthening national social protection monitoring, evaluation and research.
  • Support to management of the Social Protection Unit and the Policy and Evidence Section in line with UNICEF organizational and financial procedures, including donor relations, reporting, and financial management.

Impact on Results:

The strategic and effective advocacy, planning and formulation of social policy programs/projects and the achievement of sustainable results, contributes to achievement of goals and objectives to create a protective environment for children and thus ensure their survival, development and well-being in society. Achievements in social policy programs and projects in turn contribute to maintaining/enhancing the credibility and ability of UNICEF to provide program services for mothers and children that promotes greater social equality in the country.

To qualify as an advocate for every child you will have…

  • An advanced university degree in one of the following fields is required: Economics, Public Policy, Social Sciences, International Relations, Political Science, or another relevant technical field. 
  • A minimum of five years of relevant professional experience is required.
  • Experience providing technical assistance to national social protection systems and/or programmes.

  • Social science research knowledge and expertise, preferably in social protection, and experience in translation of evidence for a policy audience.

  • Experience in cash transfer and/or social protection programming in low income settings strongly preferred.

  •  Experience working in a developing country is considered as a strong asset.

  • Developing country work experience and/or familiarity with emergency is considered an asset.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
