The Programme has three components.

• Component 1 (Value Chain Development) is central to ensuring strong business linkages among actors in the entire value chains of commodities, to ensure they meet market or consumer and industry demands. It has three sub-components: (i) Agribusiness linkage development; (ii) Rural financial services and (iii) Climate Change Resilience—which is mainstreamed into value chain interventions to reduce risks, enhance profitability and sustainable production systems.
• Component 2 (Rural Value Chain Infrastructure) is aimed at providing the enabling infrastructure to catalyse value chain development. It has two sub-components: (i) Productive Infrastructure and Facilities—aimed at encouraging investments in commercial infrastructure and facilities for the selected value chains; and (ii) Enabling Public Infrastructure— aimed to finance enabling public infrastructure for the growth and viability of selected value chains.
• Component 3 (Knowledge Management, Policy Support and Coordination) aimed at harnessing successful lessons for replication and providing an enabling environment for optimization of programme opportunities and benefits.

Line Management: Reports to the National Programme Coordinator.

The Programme Procurement Manager (PPM) will be responsible for the management of the procurement system of GASIP based on the Ghana Public Procurement Act and guidelines and procedures for procurement under IFAD funded projects as well as other bilateral/multilateral development partner funded projects for the procurement of goods, works, services and contract management.

Duties and Responsibilities include:

• Supervises and Manages all aspects of the procurement activities of the Programme;
• Oversees the procurement of Goods, Services and Works using the correct procurement methods and thresholds, under the supervision of the Programme Coordinator;
• Plans and implements the procurement system as shall be approved in the Procurement Manual by IFAD;
• Evaluates effectiveness of the procurement system and provide technical recommendations and advice as may be needed;
• Prepares quarterly and annual and update of the procurement plans in consultation with the Programme Implementation Team and ensures that implementation is in tune with the disbursement plan;
• Prepares and maintains procurement documentation according to procedures and act as Secretary to Procurement Evaluation Committees, record and keep minutes/reports of procurement committee meetings;
Coordinates and conducts procurement training workshops to relevant Municipal and District Assemblies (MDAs) as required;
• Establishes and regularly update a performance monitoring database for all suppliers and consultants;
• Ensures that GASIP has a strong compliance with all relevant procurement and financial management;
• Ensures value for money for all procurement of goods, works and services;
• Advises Programme management on all programme procurement related issues; and
• Performs other tasks as the job role may demand from time to time/li>

Qualification Required & Experience

Essential

• At least a Masters’ degree in Public Procurement, Public Administration, Accounting, Business, Economics, Engineering or any other relevant discipline;
• Specific Procurement training or accreditation;
• At least 10 years extensive experience in programme procurement in the field of engineering, infrastructure services, public works and consultancies;
• Procurement experience in development partner funded projects;
• Comprehensive knowledge of the Public Procurement Regulations and understanding of technical, commercial and legal aspects of procurement;
• Capacity to coordinate and control complex procurement procedures and achieve goals under difficult conditions, as well as a sound record of interpersonal relations at all levels of hierarchy;
Strong commitment to maintaining and safeguarding the integrity of programme.

Desirable

• Demonstrated analytical clarity, problem-solving skills and negotiating skills with ability to balance programme objectives and procurement requirements;
• Demonstrated ability to train and build the capacity of others;
• Good team player and a good communicator; and
• Computer skills; word processing, spreadsheet and presentation software.

Duration

• The position will be on a contract basis for two (2) years with the possibility of extension depending on satisfactory performance and availability of funds.
