The Chief Resident Engineer (CRE) is responsible for leading the construction supervision team in accordance with the consultancy services agreement with particular focus on the administration of the 3 distinct FIDIC contracts for the following works packages:
 

  • EPC contract 1: marine works (incl. construction of quay and mooring structures, dredging and breakwater extension)
  • EPC contract 2: subsea pipeline works
  • EPC contract 3: onshore pipeline and above-ground works

 
The CRE is responsible for oversight of the marine and pipeline construction supervision team in accordance with the consultancy services agreement with support from AECOM Africa end market professionals in the disciplines of Ports & Marine (for contract 1: marine works) and Oil & Gas (for contracts 2 and 3: subsea and onshore pipeline works).

The CRE also serves as the AECOM Project Manager responsible for delivering the consultancy services such that the project achieves agreed KPIs for client satisfaction, SHE, quality and finances and also adheres to all company policies and procedures.

Duties and Responsibilities

The CRE’s duties include but are not limited to the following:

  • Establish and maintain a full understanding of AECOM’s role within the framework of the project scope, objectives, drivers and risks
  • Establish and maintain a complete understanding of AECOM’s technical obligations under its consultancy agreement
  • Establish and maintain a full understanding of the CRE’s role
  • Produce the project execution plan, HSE plan, construction management plan, quality plan, contract management plan, and other functional support plans as may be required for the planned and efficient delivery of the consultancy services.
  • Stewardship of the EPC Contractors to deliver the works in alignment with the overall project timetable.
  • As applicable, support the design review team / consultant in the review of drawings and technical specifications with particular focus on construction and construction safety related issues.
  • Support the client and EPC Contractors with the procurement of all statutory permits and licences required for the works to proceed.
  • Monitor the Contractors’ delivery of the Works for compliance with the EPC Contract documents
  • Reporting, planning, earned value assessments and the like for inclusion in overall project reporting to the Client
  • Participate and where required lead risk management workshops related to the construction phase of the Work.

 

The CRE is responsible for:

  • Financial management of the AECOM project using the relevant AECOM platform (i.e. ePM), for which training will be provided.
  • Management of site staff and defining and communicating their duties and roles under the consultancy agreement and the EPC contracts.
  • Conferring with supervisory personnel, owners, contractors, and design professionals to discuss and resolve construction related matters such as work methodologies / procedures and construction problems.
  • Being fully immersed in the technical delivery and construction aspects of the project
  • Mentoring and developing a team of site supervision professionals and making recommendations for specific staff training.
  • Implementation of the project’s integrated management system including the Quality Management System.
  • Reviewing and advising on the EPC Contractors’ Quality Plans.
  • Stewardship of the EPC Contractors to deliver the Works to the specified quality in accordance with the Contractors’ Quality Plans
  • Recording of any area of defective work identified and stewardship of the Contractors in implementation of remedial measures.
  • Taking action to deal with the results of delays, bad weather, or emergencies at construction site and stewardship of the Contractors in delivery of recovery plans were deemed necessary.
  • Assessing impacts of proposed contractual changes of scope, schedule and cost.
  • Receiving and reviewing the Contractors’ daily activity schedule, reporting of activities and progress reporting.
  • Advising on the suitability of the Contractors’ method statements and materials proposed by the Contractor
  • Keeping a site record of all activities.
  • Reviewing and commenting on Contractors’ Health, Safety, Security and Environmental plans and auditing of working procedures. Stewardship of the Contractors to take action on site as deemed necessary to ensure safe working conditions.
  • Reviewing Contractors’ temporary works proposals. Where deemed necessary, refer temporary works drawings to the design review consultant for review and comment.
  • Reviewing as-built drawings produced by the Contractors.
  • Stewardship of the Contractors in the preparation of Operation and Maintenance manuals.
  • Providing support and advice to the Client on Construction Management implementation and interfacing issues.
  • Liaising with the Client’s team in relation to on-going project progress, decisions and changes.
  • Reporting on the status of construction progress, and decisions/changes facilitating or impacting construction progress.
  • Coordinating project needs and service delivery with AECOM Africa regional groups: HSE, Quality, HR, Oil & Gas End Market, etc.
  • Implementing project risk assessment activities and maintaining a project-level risk register.
  • Assessing progress against programme and performing earned value assessments.
  • Managing the site staff including the planning, hiring, developing, mentoring, leading and retention.
  • Interpreting and explaining plans and contract terms to administrative staff, workers and the Client’s team.
  • Coordination of revisions, changes and additions to contractual agreements with clients and contractors.
Specific Skills Required
  • Sound and extensive working knowledge of FIDIC contracts
  • Ability to lead a diverse team
  • Sound problem resolution, judgment, decision-making, troubleshooting skills and the ability to advocate and direct the implementation of project management systems.
  • Leadership and negotiation skills to resolve project related issues.
  • High level of proficiency in construction of marine infrastructure including bathymetric survey techniques, equipment and data analysis and reporting
  • Extensive knowledge of dredging equipment and safe operation of floating plant
  • Knowledge of industry best practice for health, safety and environmental management for marine construction and dredging works
  • Experience with Chinese contractors an advantage
  • Experience in West Africa an advantage

Minimum Requirements

  • Minimum Bachelor of Science in a relevant engineering field
  • Professional engineering status from a recognised international organisation
  • Certification as an AECOM Project Manager (to be achieved after training is provided by AECOM South Africa)

 

Preferred Qualifications

  • Minimum 2 years of experience as RE or ARE on a dredging contract
  • Minimum 2 years of experience as an AECOM PM on a contract with value > USD 1 million
  • Minimum 5 years of experience in construction site environment
  • Minimum 5 years of experience in a leadership position overseeing staff and other personnel on major infrastructure projects during construction phase
  • Minimum 12 years of experience in civil infrastructure industry
  • Minimum 5 years of experience in the employ of an engineering consulting firm
