Job Description

The USAID funded Element 1 of the Control and Elimination Program for Neglected Tropical Diseases (CEP-NTD) will support the elimination of NTDs in Benin, Burkina Faso, Cameroon, Ghana, Guinea, Ivory Coast, Mali, Niger, Senegal, Sierra Leona and Togo. The Program seeks to build upon the achievements of END in Africa and ENVISION in West Africa to achieve elimination of trachoma, LF and onchocerciasis, and mainstream STH and SCH to ensure country-owned, sustainable control programs. It aims to make NTD programs capable of sustaining treatment for long-term control programs for SCH, STH and onchocerciasis and mainstream NTD programs into the national health system through supporting MOHs in accelerating, documenting and sustaining NTD control and elimination. In particular, working with NTDPs and MOHs, CEP-NTD will develop sustainability plans that analyze the funding environment and partnership opportunities for cross-sectoral integration and mainstreaming. Close coordination with the nutrition, malaria, WASH and MCH, and education sectors is a key feature of the CEP-NTD long-term strategy. By strengthening partnerships with multiple sectors, CEP-NTD will focus on sustaining coverage through multiple, complementary platforms to achieve each country’s control objectives.

World Vision will support NTD cross-sectoral integration at the national level across West Africa including direct implementation in Senegal, Mali, Niger, Ghana and Sierra Leone and technical assistance to other countries under the project.

 

Key Responsibilities 

The key responsibility of this position is to govern CEP-NTD operations in accordance with the expected program results as defined in the Program Framework. These include maximizing the utilization of existing government networks and well-established channels for implementation of NTD activities; partnering with Ministries of Health (MOHs) and other NTD stakeholders to strengthen MOHs and enhance local sustainable capacity in countries; and promoting country ownership in every step of the process.

Leadership and Management

  • Direct and oversee grant implementation, ensuring that all strategic objectives are met through proper design, staffing, implementation and quality assurance
  • Provide leadership and coordination to NTD integration with WASH and other relevant sectors
  • Facilitate a working environment of mutual trust, respect, and care among all staff. Encourage effective teamwork, with staff members supporting each other.
  • Conduct monthly staff meetings to ensure issues are raised and addressed and to encourage reflection on project progress and learning for improvement
  • Lead annual planning to ensure that plans are made to meet the targets set out in the project design.

Implementation and Monitoring 

  • Oversee the implementation of planned activities to ensure targets are achieved:
  • Ensure that project activities are carried out in a timely manner per USAID approved work plan, and that the project achieves results in line with its annual approved work plan, and that the project achieves results in line with its annual CEP-NTD targets in each program area.
  • Ensure each staff has a clear weekly work-plan and that necessary resources are available for them to implement their responsibilities
  • Conduct monitoring visits to project activities to assess progress against targets and to provide coaching and direction to activities in areas where improvements are needed.
  • Act as the initial trouble-shooter when difficulties in implementation are identified; meet with necessary project participants, listen to challenges and actively identify solutions such that projects can continue as needed.
  • Take corrective action when staff are failing to achieve targets

Reporting

  • Establish and maintain effective project reporting, evaluation, and communication systems. Submit timely, accurate and professional reports that meet donor requirements.
  • Prepare and submit reports to local government as requested.
  • Ensure that there is a good flow of information between the District Teams and the Provincial Teams, such that issues are identified and reported on before they become difficult to manage.
  • Monitor local context and report on how changes in context may affect programme activities. This includes changes in the security environment.

Internal and External Relations

  • Represent the CEP-NTD Project internally to other WV departments and externally to local government and CEP-NTD stakeholders to ensure positive relationships are built:
  • Closely collaborate and network with Ministry of Health, and other stakeholders, in order to ensure transition and sustainability of the program, continued partnership and sharing best practices in various fields
  • Co-ordinate with other NGOs or similar organizations in the area to ensure complementarity of approaches.
  • Organize and host visits from local government, FHI360 and donor, as required.

General

  • Communicate World Vision’s Christian ethos and demonstrate a quality of spiritual life that is an example to others.
  • Attend and lead weekly devotions

Required Skills or Experience

Education

A Master’s degree in public health, social sciences, business administration or related degree is required. An MD degree, postgraduate degree and/or background in health or biological sciences is an advantage

Required Experience

  • At least 10 years of experience with health and WASH programmes in a developing country, preferably in Africa.
  • At least 5 years of experience managing large projects requirements. Experience in managing inter-agency consortiums preferred.
  • Experience in managing or working on USAID funded projects is strongly preferred.

Skills/Abilities

  • Written and oral fluency in English and French is a requirement. Ability to communicate in both languages is an advantage.
  • Proactive approach, good organization and time management skills, and ability to prioritize and manage workload
  • Strong budgeting and financial management skills
  • Leadership and teamwork capabilities that includes coaching and motivating staff to high level of performance, & engaging in effective cross cultural & cross functional working to achieve shared goals in the absence of direct line management authority
  • Experienced networker with strong negotiation skills and an ability to maintain a good up to date knowledge of the grant opportunities and trends in WV ´s priority sectors.
  • Working knowledge of the WVI Partnership is an advantage, along with the ability to interface sensitively with people from various departments in both field and support offices.
