Wood Environment & Infrastructure Solutions, Inc. (Wood) is seeking information from qualified individuals interested in applying for the position of Chief of Party (COP) for an anticipated project under USAID’s Power Africa Expansion Program. The project’s Scope of Work has not yet been finalized, but is expected to target advancing the energy sector, specifically as related to facilitating the financial closure of power transactions and strengthening the enabling environment for private sector investment in West Africa’s power sector, while addressing key constraints to such investment and strengthening the human and institutional capacity of key national power sector entities, including utilities, on-grid connections, and regional power trade.

Service geographies will target Anglo and Franco-phone West Africa, including but not limited to countries such as Ghana, Liberia, Senegal and Cote d’Ivoire, and other select countries in the region including Cameroon, Benin, Burkina Faso, Mali, Mauritania, Niger, and Togo. Projects will be performed in close coordination with US funding agencies and local stakeholder counterparts. This will be a full-time position based in West Africa and will report to Wood’s Project Manager. The COP will be expected to provide direction, guidance and monitoring of the entire team and be responsible for ensuring client satisfaction with Wood’s work.

Experience living and working in developing countries, especially in West Africa, is highly preferred. He/she will manage the performance of the work and provide adequate and timely reporting to company management. 

 

Contract length: Duration of the project is TBD but assumed to be four years with possible option years. 

 

Position Responsibilities 

  • Serving as Wood’s senior resident staff member and local point of contact for the USAID COR and CO
  • Managing Wood’s West Africa-based staff and consultants
  • Reporting to Wood’s home office management on project progress, needs and issues
  • Ensuring adherence to schedule for deliverables and milestones
  • Supporting Wood’s home office staff in developing monthly project invoices
  • Managing Wood’s client relationship with USAID

 

Skills / Qualifications

  • A minimum of 25 years’ work experience in implementing energy projects, especially in electricity distribution, capacity building, technical support, etc.
  • Preferably a Bachelor’s degree in engineering, with a Master’s degree in engineering management, economics or other similar fields
  • Past experience with USAID, ideally in a D/COP role, is highly preferred
  • Extensive knowledge of international best practices in power system planning, economics, business models, institutional assessment, contract procedures, project follow-up and risk management
  • Experience in managing a diverse staff of expatriate and local national subject matter experts, trainers and administrative personnel.
  • Experience working and living in developing and/or post-conflict countries, with a preference for experience in the aforementioned countries
  • Ability to work in a team environment with multiple reporting priorities
