Director: Technology Solutions & Delivery - Molaprise

About the role

Molaprise Africa is seeking a hands-on technical leader to advise government and enterprise clients, shape technology opportunities and lead delivery from discovery through production operations. You will engage senior decision-makers, translate business priorities into clear solutions and take responsibility for implementation and measurable results across Ghana and other African markets.

What we are looking for

You combine consultative leadership with strong engineering judgment. You can earn the confidence of government officials, lead multidisciplinary teams and work directly on architecture, integration and deployment. Relevant experience includes digital government and citizen services, cloud and data centers, cybersecurity, energy and utility systems, transportation and trade platforms, public finance or public safety applications. You understand how these systems improve service reliability, revenue traceability and citizens’ access to services.

What you will do

• Lead consultations with government officials, agency executives and stakeholders to identify priorities, define requirements and align decision makers.
• Shape qualified opportunities with business development teams. Lead technical proposals, demonstrations, tender responses, business cases and cost estimates.
• Own architecture across infrastructure, applications, data and security. Select appropriate platforms and design integration with existing systems.
• Lead engineers, vendors and partners through development, configuration, testing, deployment and field implementation. Review code and troubleshoot critical issues.
• Manage delivery scope, technical quality, resources and budget. Define acceptance criteria, service levels and measurable outcomes with clients.
• Establish DevOps practices, monitoring, incident response, backup and disaster recovery. Ensure production readiness and accountable operational handover.
• Embed government data control, secure access, privacy and responsible AI into solution design. Preserve interoperability and data portability.
• Support technical capability for BPO delivery and a proposed entrepreneurship hub through training, product guidance and shared technology resources.

Experience and qualifications

• Bachelor’s degree in Computer Science, Engineering, Information Systems or a related field, or equivalent substantial professional experience.
• 10+ years of relevant technology experience, including at least five years leading technical teams and complex client engagements.
• Proven delivery of production systems involving multiple vendors, organizations or integrated platforms, including operational handover.
• Experience advising government agencies, public utilities, regulated enterprises or comparable institutions. Strong executive communication and proposal-writing skills.
• Understanding of delivery conditions in Ghana or comparable African markets, including power, connectivity, procurement and local support requirements.
• Commercial judgment, professional integrity and willingness to travel regionally and collaborate across time zones.

Technical experience

• Bring deep expertise in several of the following areas and the ability to direct specialists across the remainder. Equivalent technologies are welcome; expertise in every listed platform is not required.
• Cloud and infrastructure: Azure or AWS; hybrid environments; Microsoft 365 and Entra ID; enterprise compute, storage, virtualization and networking. HPE and Cisco experience is valuable.
• Applications and integration: C#/.NET, Java, Python or Node.js; React or Angular; REST APIs, API gateways, OAuth 2.0/OpenID Connect, message queues and integration with ERP, CRM, billing or payment systems.
• Data and analytics: SQL, PostgreSQL or SQL Server; ETL/ELT pipelines, data warehouses or lakes, data governance and Power BI or comparable reporting tools.
• DevOps and reliability: Git, CI/CD, Docker, Kubernetes and Terraform or comparable infrastructure automation; Azure DevOps, GitHub Actions or GitLab CI; logging, monitoring and performance management.
• Cybersecurity: identity and privileged access, encryption, network segmentation, vulnerability management, endpoint security and SIEM/SOC integration.
• AI and automation: secure AI integration, retrieval-augmented generation, model evaluation and human oversight. GIS, IoT or edge computing experience is an advantage.

Preferred qualifications

Relevant Azure, AWS, Cisco, HPE, Kubernetes, security, architecture or project management certifications. Experience with sovereign hosting, government interoperability, BPO operations or technical workforce development is advantageous. French language capability is a plus.
