ROLE SUMMARY

As a core member of the Senior Management Team, lead and manage all financial operations of the Country Office to ensure financial integrity, compliance, strategic budgeting, strong internal controls, and effective financial stewardship that enables successful delivery of Right To Play programs.

Accountability & Responsibilities

Lead Financial Management (30%)

• Implement global financial strategies, policies, and procedures, adapting them as needed to align with the local context; oversee budgeting processes; conduct financial analysis and BvA reviews; manage external audits; maintain internal controls; supervise cash flow and cash transfer requests; assess financial risks; and ensure compliance with financial regulations and donor requirements.

Oversee Financial Accounting & Reporting (30%)

• Ensure accurate and timely monthly financial reporting; oversee book closing; supervise reconciliations, bookkeeping, payroll, receivables, and statutory compliance; maintain accurate documentation; monitor partners’ expenditures and compliance; and ensure adherence to local tax and legal requirements.

Ensure Effective Grant Management (20%)

• Provide financial oversight of grant proposals and budgets; monitor project expenditures; manage grant tracking files; support donor reporting; and assess, train, and monitor partner financial systems and compliance.

Lead Capacity Building & Team Management (10%)

• Train finance and non-finance staff on financial management and donor compliance; build a culture of accountability; manage finance team performance and development; and provide strategic financial guidance across the country office.

Strengthen Collaboration & Communication (5%)

• Collaborate with Program, P&C, Logistics, HQ Finance, and donor-facing teams; contribute to SMT decision-making; and communicate financial insights to internal and external stakeholders.

Scope (geographical and/or functional), Impact and Autonomy

The incumbent operates with significant autonomy, provides strategic and operational leadership over all financial functions in-country and across sub-offices, with authority over financial systems, budget oversight, internal controls, audit coordination, and compliance. The role influences organizational decision-making, advises the Country Director and SMT, and ensures financial integrity across programs, staff, and partners. The incumbent is expected to operate with a high level of trust and independence, set a strong tone for ethical behavior, safeguard assets, and ensure full statutory, financial, and HR data compliance and confidentiality, while effectively managing time to handle a high volume of transactions.

Leadership and Staff management

• The role manages a team of finance staff provides indirect advisory support across departments, and leads financial capacity strengthening. Responsibilities include goal setting, performance management, and fostering a culture of accuracy, accountability, ethical behavior and continuous improvement.

Information requirement for decision-making

• This role requires gathering, interpreting, and compiling complex financial information from a variety of sources - including online banking, financial systems, MCRM and Power BI- to ensure accurate reporting and analysis.

• Requires ability to manage and maintain the accounting system and extract financial information (general ledger, reconciliations, payroll, partner financial reports, grant budgets, cash flow projections). The role interprets financial information using established analysis methods (BvA, cash flow forecasting) and occasionally develops new analytical models to support decision-making and risk mitigation. The incumbent will also support preparing project budgets for proposals and reports to donors.

Innovation and Improvements

• The Finance Manager is expected to introduce and roll out improvements in financial processes, including budgeting, reporting, controls, documentation, and compliance systems. Identifies financial risks and designs mitigation solutions. Innovations with larger organizational impact are escalated to the Country Director or relevant HQ finance leadership.

Relationships & Communications: Internal / External:

• The Finance Manager is expected to work closely with the Country Director, Senior Management Team, Program team, Logistics, People & Culture, HQ Finance, Program Finance. The role stewards external relationships with auditors, government tax authorities, insurance providers, tax advisors, banks, suppliers, Partner agency finance staff, and other regulatory bodies.

Expertise (Certifications / Education, Professional Experience/Language)

• Bachelor’s degree in finance, accounting, business administration, or related field

• CMA, CPA, ACCA or equivalent qualifications (highly desirable)

• 7 years’ progressive experience in nonprofit accounting and grant financial management

• A high level of proficiency at producing and reviewing financial information for donors and management to ensure accurate, robust and clear budgeting, forecasting and reporting.

• Experience managing and developing finance teams under pressure, diligently and with an eye for detail

• Strong proficiency in financial software and MS Excel, Word, PowerPoint.

• Fluency in written & spoken English and relevant local language(s). French required in francophone contexts.

Additional Information

May require travel within the country, including hardship areas, and occasionally internationally. The role involves periods of high workload and tight deadlines.
