Coginta is a non-political NGO recognized as being of public interest, specializing in judicial and security governance, conflict prevention, and social cohesion. Its objective is to support host governments in strengthening judicial and security institutions in accordance with the norms and principles of the rule of law, and to contribute to the prevention of violence, insecurity, and crime in order to promote an environment conducive to stability, peace, and socioeconomic development.

Coginta is headquartered in Geneva, Switzerland, and has national offices in Burkina Faso, Côte d'Ivoire, Ghana, Guinea, Mozambique, Niger, the Democratic Republic of Congo (DRC), and Chad. Since 2021, Coginta Ghana has implemented several initiatives in governance, security and social cohesion throughout the country.

With the support of the European Union, Coginta has launched an initiative in northern Ghana aimed at strengthening conflict-sensitive governance, environmental accountability, and institutional coordination in areas affected by artisanal and small-scale mining (ASM). The initiative will reinforce the operational capacities of local authorities, security providers, and regulatory agencies to promote responsible natural resource management and peaceful community relations.

To ensure technical and operational readiness, Coginta is opening the recruitment of a Technical Coordinator – ASM Regulation and Compliance who will lead regulatory compliance, responsible sourcing, and capacity-building dimensions of this anticipated initiative.

Key responsibilities

Under the supervision of the Operations Manager, the Technical Coordinator – ASM Regulation and Compliance will provide technical leadership, coordination, and quality assurance on issues related to ASM regulation, GoldBod standards, compliance mechanisms, and responsible sourcing.

He/she will support local institutions, cooperatives, and miners to progressively align with responsible mining practices and compliance frameworks, fostering an enabling environment for fair, traceable, and inclusive gold value chains.

Technical leadership and coordination

  • Provide technical guidance on ASM regulation, compliance, and responsible sourcing activities.
  • Lead the planning and supervision of socio-economic profiling, site mapping, and compliance assessments in targeted districts.
  • Facilitate coordination with key partners — including GoldBod, the Minerals Commission, EPA, GNASSM, and district authorities — to ensure alignment with national procedures and sustainable practices.
  • Ensure that training programmes, compliance tools, and technical outputs meet rigorous technical and methodological standards.
  • Ensure integration of conflict sensitivity, human rights, gender, and environmental safeguards across interventions.
  • Support harmonization of compliance monitoring approaches among local and national stakeholders.
  • Facilitate collaboration with academic partners (e.g. UMaT) for GIS-based mapping, participatory profiling, and data validation.
  • Review technical reports, training modules, and consultant deliverables for validation.

Capacity Training and Technical Backstopping

  • Oversee the design and delivery of tailored training modules on GoldBod standards, responsible sourcing, and due diligence requirements.
  • Coordinate or co-facilitate technical workshops and training-of-trainers sessions where appropriate.
  • Ensure that training materials are contextually adapted, practical, and accessible to ASM stakeholders, including women and youth.
  • Coordinate and supervise the delivery of participatory training sessions and sensitization workshops for ASM actors, cooperatives, and district institutions.
  • Lead the technical accompaniment and follow-up of selected miners and cooperatives to achieve measurable progress toward compliance.
  • Provide on-site mentoring and support on documentation, environmental management, occupational safety, and traceability systems.
  • Develop and transfer simplified compliance tools and templates for continued use by district partners.

?uality Assurance, Monitoring and Learning

  • Review and validate technical outputs, training materials, and consultant deliverables to ensure consistency and quality.
  • Contribute to the monitoring, evaluation, accountability, and learning (MEAL) system through technical data collection and analysis.
  • Document and disseminate lessons learned and good practices related to compliance support and responsible sourcing.
  • Support adaptive management and continuous improvement of intervention strategies.
  • Ensure field data, assessments, and research findings are effectively translated into operational recommendations.
  • Contribute to mid-term review and final evaluation, with evidence-based lessons learned.
  • Act as Coginta’s focal point for technical coordination with GoldBod, regulatory agencies, and district partners on compliance matters.
  • Participate in coordination meetings and technical working groups related to ASM formalization, responsible sourcing, and environmental governance.
  • Support visibility and communication of results through reports, presentations, and stakeholder engagement.

Required Skills or Experience

  • Advanced degree in Mining Engineering, Environmental Governance, NRM or related fields.
  • At least 7–10 years of experience ASM regulation, compliance systems, or responsible sourcing in West Africa.
  • Understanding and/ or experience in supporting formalization or certification processes within the (artisanal and small-scale) mining sector.
  • Experience designing and implementing training and capacity-building programmes.
  • Familiarity with national and international frameworks for responsible gold trade, traceability, and due diligence.
  • Experience engaging with government institutions, cooperatives, and private sector partners.
  • Proven ability to coordinate multi-actor initiatives and facilitate collaboration among institutions.
  • Strong background in facilitating dialogue and trust-building between state and community actors.
  • Background in participatory methods, community engagement, and gender-responsive programming.
  • Experience in Ghana and/or the wider West African ASM sector is a strong asset.

Technical Skills (Savoir-faire)

  • Excellent analytical and coordination skills; ability to synthesize, review, and ensure quality of technical outputs.
  • Strong facilitation, training and mentoring skills; able to accompany participatory and multi- actor processes.
  • Ability to design and operationalize tools for institutional coordination and accountability.
  • Strategic thinking, ability to ensure coherence across multiple project strands.
  • Familiarity with GIS, compliance mapping, and traceability systems.
  • Strong written and oral communication; ability to produce high-quality reports.
  • Fluency in English; proficiency in local languages (Dagbani, Gonja, or others) is an asset.
  • Ability to work under pressure and deliver in complex, multi-stakeholder environments. “Proactive contributor”: ability to identify challenges and propose practical, context-adapted solutions.
