Coginta is a non-political NGO recognized as being of public interest, specializing in judicial and security governance, conflict prevention, and social cohesion. Its objective is to support host governments in strengthening judicial and security institutions in accordance with the norms and principles of the rule of law, and to contribute to the prevention of violence, insecurity, and crime in order to promote an environment conducive to stability, peace, and socioeconomic development.

Coginta is headquartered in Geneva, Switzerland, and has national offices in Burkina Faso, Côte d'Ivoire, Ghana, Guinea, Mozambique, Niger, the Democratic Republic of Congo (DRC), and Chad. Since 2021, Coginta Ghana has implemented several initiatives in governance, security and social cohesion throughout the country.

With the support of the European Union, Coginta has launched the Gold for Good project in northern Ghana aimed at strengthening conflict-sensitive governance, environmental accountability, and institutional coordination in areas affected by artisanal and small-scale mining (ASM). The initiative will reinforce the operational capacities of local authorities, security providers, and regulatory agencies to promote responsible natural resource management and peaceful community relations.

To ensure technical and operational readiness, Coginta is opening the recruitment of an M&E and Communications Officer who will lead the security, enforcement, and conflict prevention dimensions of this anticipated initiative.

Key responsibilities

The M&E and Communication Officer will lead on two complementary workstreams:

  • Monitoring, Evaluation, Accountability and Learning (MEAL): ensuring the project’s activities and results are designed, piloted, and coordinated in an inclusive and adaptive MEAL system that captures the project’s progress, outcomes, and lessons through participatory, gender- sensitive, and conflict-sensitive approaches.
  • Communication & Visibility: ensuring that the project’s results, lessons, and impacts are effectively documented and disseminated, in line with donor visibility requirements and Coginta’s communication standards.

Under the supervision of the Operations Manager, the M&E and Communications Officer will:

A. Monitoring, Evaluation, Accountability and Learning (MEAL)

  • Design and implement the project’s MEAL framework and tools in line with donor and Coginta standards.
  • Define and periodically review the logical framework, indicators, and theory of change.
  • Collect, analyze, and use quantitative and qualitative indicators to assess progress against objectives and expected results.
  • Support routine data collection and monitoring through technical coordinators, enumerators, etc.
  • Track progress across governance, environmental, gender, and conflict-related outcomes using both quantitative and qualitative indicators.
  • Train and mentor project staff and partners in MEAL tools and approaches.
  • Organize participatory reflection sessions to co-analyze results, and adapt strategies accordingly, and capture lessons learned, success stories, and unexpected outcomes.
  • Conduct regular data verification and quality assurance exercises.
  • Support internal and external evaluations, including baseline, midline, and endline studies.
  • Develop impact measurement approaches (short, medium, and long-term).
  • Document and disseminate lessons learned, ensuring integration into project decision-making and future programming.
  • Support Results-Oriented Monitoring (ROM) and donor review missions.
  • Ensure gender sensitivity, conflict sensitivity, and environmental dimensions are integrated into all monitoring tools.
  • Explore and, where relevant, pilot participatory monitoring and learning approaches (e.g., outcome harvesting, 360° feedback, most significant change) that go beyond compliance and focus on capturing change, lessons, and unexpected outcomes, to strengthen community engagement and adaptive learning within the project.
  • Demonstrate initiative and contributes innovative ideas by proactively recommending adequate methods and tools to strengthen the project’s culture of reflection, adaptive management, and continuous learning.
  • Systematize the storage and sharing of data, reports, and lessons learned in an accessible internal knowledge platform.

B. Communication & Visibility

  • Develop and implement the project’s communication and visibility plan in line with donor requirements.
  • Coordinate with external evaluators, regulatory agencies, and project steering bodies to ensure independent verification of results and compliance with donor requirements.
  • Produce and disseminate high-quality communication products, including press releases, radio spots, newsletters, and social media content.
  • Document project activities, achievements, and impact through success stories, case studies, and (audio) visual content.
  • Provide comms support for workshops, trainings, and high-level events (press kits, media briefings, live documentation)
  • Coordinate with local media and communication service providers, and institutional partners to enhance project visibility at local, regional, and national levels.
  • Ensure consistent branding and visibility of the donor and Coginta across all project materials and events.
  • Organize community outreach activities to enhance awareness and engagement at local and regional levels.
  • Maintain an updated database of communication outputs and visibility activities.
  • Contribute communication inputs for donor and partner reports.
  • Coordinate production of quality photos, videos, infographics for donor reports and public use.
  • Ensure the consistent application of Coginta’s communication and visibility standards (logos, templates, fonts, document formats) across all project reports, publications, and external products, supporting the team in compliance with donor visibility requirements.

C. Cross-cutting

  • Ensure synergy between MEAL and communication: evidence-based storytelling, data-driven advocacy, and participatory dissemination of results.
  • Anticipate and alert on reputational, political, and/or security risks linked to communication or data collection.
  • Ensure that all monitoring and communication activities uphold principles of transparency, participation, conflict sensitivity, gender equality, and accountability.
  • Perform any other duties consistent with the role and required for the good implementation of the Action.

Required Skills or Experience

  • Bachelor’s or  Master’s degree in Social Sciences, Statistics, Development  Studies, Communications, or a related field.
  • Specialisation or additional training in M&E, MEAL, or communication is highly desirable.

Professional Experience

  • At least 3 years of experience in M&E/MEAL and/or communication, preferably in peacebuilding, conflict resolution, or related sectors.
  • Experience in participatory monitoring, qualitative and quantitative research and community- based approaches.
  • Experience in donor-funded projects.

Technical Skills (Savoir-faire)

  • Strong knowledge of qualitative and quantitative M&E concepts, tools, and methodologies.
  • Familiarity with 360° participatory approaches to monitoring and learning would be an advantage.
  • Excellent communication and writing skills (reports, press releases, case studies).
  • Proficiency in data management, analysis, and visualization (Excel, PPT, etc).
  • Proficiency in Microsoft Office Suite and ICT tools.
  • Knowledge of gender-sensitive and conflict-sensitive approaches.
  • Knowledge of environmental, governance, or social indicators is an advantage.
  • Fluency in English; knowledge of local languages in Northern Ghana is an advantage.
  • Excellent organisational and record-keeping skills.
  • Strong communication and reporting abilities.
