Job Overview

We are a consulting firm seeking an experienced Project Manager (Civil Engineer) to lead a water supply design and implementation project in the Ashanti Region, Ghana. The project involves the design of water supply schemes (pipelines, pump stations, storage facilities) and the supervision of their construction to improve water access in 5 target communities.

The Project Manager will be responsible for overall project leadership – coordinating the technical design process, managing field activities, and ensuring the successful delivery of project outcomes.

This is a full-time, 1-year contract (renewable) position requiring an on-site presence in Atwima Nwabiagya Municipal Assembly, and is ideal for a civil engineer with a strong background in water systems design (including EPANET hydraulic modeling and AutoCAD drafting) and at least 5 years of relevant experience in water supply projects.

Key Responsibilities

  • Lead Project Planning & Execution: Plan, coordinate, and lead all phases of the water supply project from inception to completion. Develop project work plans, define deliverables, and manage the schedule and budget to ensure the project is completed on time and within funding limits.
  • Engineering Design & Analysis: Oversee and participate in the detailed engineering design of the water supply system. This includes conducting or supervising field surveys and investigations, performing hydraulic network modeling using EPANET, and preparing detailed design drawings using AutoCAD. Ensure that designs meet required standards and are optimized for efficiency and sustainability.

  • Construction Supervision: Manage and supervise the work of contractors and project teams during the construction phase. Provide guidance to ensure that installation of pipelines, pumps, and other infrastructure adheres to the design specifications and quality standards. Oversee contractors’ activities and the implementation of works packages to ensure compliance with contractual requirements. Implement quality control and safety measures on-site.
  • Project Management & Coordination: Monitor day-to-day project activities and progress. Prepare and update project implementation schedules, track milestones, and adjust plans as necessary to meet project goals. Coordinate the efforts of multidisciplinary team members (engineers, CAD technicians, field staff) and ensure effective communication and teamwork. Manage project resources and maintain documentation of work completed.
  • Stakeholder Engagement: Act as the key liaison between the project and stakeholders. Communicate regularly with the client, local authorities, community representatives, and funding partners regarding project progress, challenges, and results. Facilitate meetings and site visits as needed to keep stakeholders informed and engaged in the project.
  • Reporting & Documentation: Prepare all required project documentation and deliverables. This includes engineering reports, design calculations, progress reports , support technical specifications, and Bill of Quantities (BoQs). Contribute to or oversee the preparation of bidding documents for contractor procurement and assist in the tender and contract award process. Ensure that all reports and documents are completed to a high standard and submitted on schedule.
  • Compliance & Best Practices: Ensure that the project complies with relevant engineering standards, local regulations, and environmental and social safeguards. Apply best practices in water supply engineering and project management to achieve durable, high-quality outcomes. Troubleshoot technical problems and propose innovative solutions to overcome challenges encountered during design or construction.

Qualifications and Experience

  • Education: Bachelor’s degree in Civil Engineering or a related field (Water Resources Engineering, Environmental Engineering, etc.) is required. A Master’s degree in a relevant specialization is an advantage.
  • Experience: Minimum 5 years of professional experience in water supply engineering projects, with substantial experience in the design of water distribution systems and supervision of construction. Experience in similar roles (Team Leader/Project Manager on water infrastructure projects) is highly preferred.
  • Technical Expertise: Strong knowledge of hydraulic engineering principles, pipeline network design, and water distribution system analysis. Proficiency in using hydraulic modeling software (e.g. EPANET) and AutoCAD for drafting design drawings is required. Familiarity with other relevant tools (GIS, WaterCAD/WaterGEMS, etc.) and IT skills are a plus.
  • Project Management Skills: Demonstrated ability to effectively manage projects and teams. Proven skills in project planning, scheduling, and budgeting, as well as monitoring project performance. Experience managing multidisciplinary teams and coordinating contractors/field crews is essential. Strong organizational skills and attention to detail are required to keep track of multiple project tasks and deliverables.
  • Sector Knowledge: Good understanding of water supply schemes design and implementation in developing contexts. Knowledge of national standards and regulatory requirements for water projects (e.g., Ghana Water Company/CWSA guidelines) and familiarity with the local context will be an advantage.
  • Communication & Leadership: Excellent communication and interpersonal skills. Ability to lead and motivate a project team, and to communicate clearly with clients and community stakeholders. Proficiency in written English is required for reporting. Leadership experience in a field-based environment is desirable.

Employment Details

  • Contract Type: Full-time consultancy contract for 1 year, renewable based on the availability of funding and performance. The Project Manager is expected to dedicate full working time to this project for the contract duration.
  • Location: Field-based. The role will be primarily on-site at the project location in and around Atwima Nwabiagya Municipal Assembly in the Ashanti Region, with possible periodic travel across projects site.
  • Salary: GHS 4,000 – 6,000 per month (gross), commensurate with qualifications and experience. The salary range is provided based on the project budget and is negotiable for highly qualified candidates. Additional benefits or allowances (such as travel or accommodation support) will be discussed during the offer stage.
