Development Bank Ghana (DBG) is a development finance institution established by the Government of Ghana with the support of international partners namely World Bank, European Investment Bank, German Development Bank, and the African Development Bank.

DBG’s principal objective is to support the economic transformation in Ghana by increasing access to finance for Ghanaian enterprises, particularly small and medium enterprises (SMEs). DBG primarily provides long-term wholesale financing lines of credit and partial credit guarantees to eligible financial institutions as well as technical assistance to participating financial institutions and their relevant borrowers. The Bank also provides business development services and related development banking activities.

DBG is leveraging technology and digital platforms to provide resources and capacity building to SMEs. DBG is seeking seasoned individuals with relevant industry and development banking knowledge to lead DBG’s company secretarial, compliance and corporate communications activities. Role Summary:

The Head, Corporate Communication & External Affairs will have direct responsibility for leading the development and implementation of comprehensive strategies for corporate communication, brand engagement, stakeholder management and knowledge management initiatives to enhance the Bank’s visibility, reputation, and operational efficiency.

This role requires a visionary leader with extensive experience in communication, public relations, and knowledge management within the financial or development sector.

Key responsibilities of the Head, Corporate Communication & External Affairs include the following:

Strategic Communication:

  • Develop and implement a comprehensive communication strategy aligned with the Bank’s mission and strategic objectives which deliver positive outcomes.
  • Oversee the creation of messaging and materials to effectively communicate the Bank’s initiatives, achievements, and impact to internal and external stakeholders.
  • Ensure the embedding of a framework which guides the development, distillation and channeling of messages to identified key audiences of the Bank in a variety of situations.
  • Ensure the institution of the appropriate governance framework for the communication and public relations function with the relevant policies and procedures in place.

Stakeholder Relations and Crisis Communication Management:

  • Lead internal communication efforts to ensure staff are informed and engaged with the Bank’s activities and strategic priorities.
  • Develop and manage the relationships between the Bank and its external partners, including regulators, government agencies, international organizations, civil society organizations and other stakeholders excluding investor relations.
  • Develop and coordinate public relations campaigns and related activities to promote the Bank’s programmes and initiatives.
  • Develop and embed a Crisis Communication Management Framework that institutes a robust and proactive approach to communication
  • related to issues management and ensures the strengthening of positive narratives, including sentiments about DBG before, during and after crises.
  • Manage media relations, including responding to key audiences through a variety of channels and cultivating relationships with the media.

Knowledge Management:

  • Establish and maintain systems for capturing, organizing, and sharing knowledge within the Bank.
  • Facilitate the dissemination of best practices, lessons learned, and research findings to support informed decision-making and programme improvement.
  • Collaborate with departments to ensure knowledge management processes are integrated into project planning and implementation.

Brand Engagement:

  • Develop and maintain the Bank’s brand identity, ensuring consistency in messaging and visual representation across all communication channels and activities.
  • Monitor public perception of the Bank and recommend strategies to enhance its reputation and credibility.
  • Support the nurturing of a vibrant corporate culture which communicates the Bank’s brand values and delivers a strong and corresponding image to all stakeholders.

Digital and Social Media Management:

  • Oversee the Bank’s digital presence and deliver an agenda which amplifies a positive narrative via a variety of platforms including the corporate website, social media platforms, intranet, email newsletters and similar outlets not owned by the Bank.
  • Implement strategies to leverage digital tools for effective communication and stakeholder engagement.
  • Ensure regular updates in terms of news, content and emerging technologies in order to maintain the Bank’s relevance and impact.

Financial Management:

  • Develop and manage the annual Corporate Communication & External Affairs budget.
  • Provide strategic guidance and support in the development of the department’s budget.
  • Monitor the financial and non-financial return on investment from campaigns and other initiatives by analyzing the relevant data metrics to ensure that the strategies are as financially viable as possible.
  • Deliver high quality reporting to key internal and external stakeholders pertaining to the implementation of all PR, brand and stakeholder related initiatives undertaken in line with the strategy of the Bank.
  • Work with the Compliance team to ensure that all PR, brand and stakeholder activities are compliant within the relevant regulatory frameworks.
  • Develop and implement a strict regime of compliance which limits the occurrence of breaches.

Team and Agency Leadership, Management and Development:

  • Manage a team of communication and knowledge management professionals, providing guidance, coaching, and professional development opportunities.
  • Foster a collaborative and innovative work environment that supports creativity and excellence in communication initiatives.
  • Work with Third-party agencies to ensure the availability of additional professional support in all critical areas including external communication, stakeholder engagement, media relations and the creation and development of engaging content, strategic placement in the media space for cut-through and high recall.

Qualification Required & Experience

Education, Professional Qualifications and Experience Required

  • First or second degree in Communication, Public Relations, Journalism, or a related field.
  • Proven experience (typically 7+ years in strategic communication, public relations, or related roles, preferably within the financial sector or development organizations.
  • Preferably accredited by the relevant professional body (e.g., IPR Ghana, CIPR UK)
  • Strong leadership and management skills, with the ability to lead a diverse team and collaborate effectively with stakeholders.
  • Excellent written and verbal communication skills, with the ability to tailor messages for different audiences.
  • Experience in knowledge management, including the use of digital platforms and tools for information sharing and collaboration.
  • Knowledge of development finance, economic development issues, and international development contexts is often preferred.
  • Strategic thinking and problem-solving abilities.
  • Strong interpersonal skills and ability to build relationships.
  • Ability to work effectively under pressure and manage multiple priorities.
  • Proficiency in digital communication tools and platforms.
  • Commitment to the mission and values of the Development Bank, with a passion for promoting inclusive economic growth and sustainable development.
