BACKGROUND
On May 26, 2021, the United States Agency for International Development (USAID/Ghana) awarded Tetra Tech the Feed the Future Ghana Fisheries Recovery Activity (GFRA), a five-year contract aimed at mitigating the near-collapse of Ghana’s small pelagic fisheries sector and fostering its ecological recovery. The project adopts a balanced and strategic approach to reduce fishing overcapacity while increasing controlled access to Ghana’s small pelagic fisheries, promoting ecological sustainability, and enhancing food security for artisanal fisherfolk and their communities.
GFRA operates across Ghana's four coastal regions—Western, Central, Greater Accra, and Volta—and targets five interdependent strategic approaches. Its priorities include promoting equity in Ghana’s fisheries sector. Since its inception, GFRA has implemented strategic activities across Ghana’s four coastal regions to promote responsible fishing practices, supplement livelihoods, empower vulnerable groups, combat illegal activities, and foster long-term behaviour change within fishing communities.
The Ghana Fisheries Recovery Activity (GFRA) aims to engage fishing communities through visual communication that simplifies complex scientific findings from the socio-economic assessment of the 2024 closed season, to produce infographics to showcase achievements its supplemental livelihoods program, fisheries stock assessment, the Landing Beach Enforcement Committees (LaBEC) initiative, and Social and Behavior Change Communication (SBCC) activities on illegal fishing.
Scope of Work
GFRA seeks a qualified individual or organization to produce:
- An infographic that clearly communicates the findings of the 2024 closed season socio-economic survey, designed for print and digital use and translated into English, Fante, Ewe, Nzema, Ga, and Dangme. The primary goal is to present the results of the 2024 closed season socio-economic survey in an easily understandable and culturally relevant format to encourage community support and appreciation for the closed season.
- An infographic on Landing Beach Enforcement Committees (LaBECs) that Illustrate GFRA’s work on establishing and supporting LaBECs to promote compliance with fishing regulations. The infographic will show how GFRA supports LaBECs to monitor and enforce fishing regulations at landing sites, thereby promoting sustainable fishing practices and compliance. It will highlight key information, and activities, such as community monitoring, reporting of illegal practices, and collaboration with local authorities.
- An infographic on the Supplemental Livelihoods Program that showcases USAID’s efforts to provide supplemental livelihoods program for fishing communities. The infographic will also showcase examples of supplemental livelihoods options, and the positive impact on trainees, their families’ and community well-being.
- An infographic on Fisheries Stock Assessment to highlight findings from the Fisheries Commission fisheries stock assessments to raise awareness of resource health and sustainability. The infographic must simplify scientific data into straightforward images and symbols that convey resource depletion risks and sustainable practices to preserve fish populations. It must also communicate the importance and findings of the stock assessment activities to help fishers understand the status of fish stocks and the need for sustainable practices
- An infographic on Social and Behavior Change Communication (SBCC) initiatives on Responsible Fishing to present strategies aimed at promoting responsible fishing practices as well as USAID’s creative and innovative SBCC activities, which encourage responsible fishing behaviors within communities

Expected Deliverables
- One infographic on the closed season survey findings, translated into English, Fante, Ewe, Nzema, Ga, and Dangme, ready for print and digital use.
- One infographic on the supplemental livelihood program
- One infographic on 2023 fish stock assessment translated into English, Fante, Ewe, Nzema, Ga, and Dangme, ready for print and digital use.
- One infographic on LaBEC initiative, and
- One infographic on SBCC activities
All infographics must be formatted for print and digital dissemination as high-resolution, editable design files for all deliverables. The infographics must be in alignment with USAID branding and marking requirements.
Timeline
- The closed-season infographic should be completed by January 2026, with time allocated for review and translation.
- The 2023 fish stock assessment infographic should be completed by January 2026, with time allocated for review and translation.
- The additional program infographics should be delivered by or before January 2026.
Required Skills or Experience
The successful applicant must:
- Apply design elements, colors, and layouts that are visually appealing and align with GFRA’s branding guidelines and resonate with fishers in low-literacy communities.
- Have a strong background in translating complex scientific information into layman-friendly visual formats.
- Collaborate with GFRA team members to interpret and simplify data from the closed season survey and additional programs.
- Ensure all infographics are culturally and gender-sensitive appropriate visually appealing and translated into the specified local languages where indicated.
- Be well-versed in development communication, particularly in creating materials for rural, low-literacy audiences.
- Demonstrate the ability to produce culturally sensitive, multilingual infographics.
- Provide a portfolio of similar work, demonstrating skills in simplifying complex information for accessible, impactful visuals.
