BACKGROUND

On May 26, 2021, the United States Agency for International Development (USAID/Ghana) awarded Tetra Tech the Feed the Future Ghana Fisheries Recovery Activity (GFRA), a five-year contract aimed at mitigating the near-collapse of Ghana’s small pelagic fisheries sector and fostering its ecological recovery. The project adopts a balanced and strategic approach to reduce fishing overcapacity while increasing controlled access to Ghana’s small pelagic fisheries, promoting ecological sustainability, and enhancing food security for artisanal fisherfolk and their communities.

GFRA operates across Ghana's four coastal regions—Western, Central, Greater Accra, and Volta—and targets five interdependent strategic approaches. Its priorities include promoting equity in Ghana’s fisheries sector.  Since its inception, GFRA has implemented strategic activities across Ghana’s four coastal regions to promote responsible fishing practices, supplement livelihoods, empower vulnerable groups, combat illegal activities, and foster long-term behavior change within fishing communities. As GFRA draws to a close in May 2026, documenting its successes, lessons learned, and best practices is essential. 

Objective

The purpose of this assignment is to produce a series of high-quality, visually engaging, and informative fact sheets that document and highlight the impact of the Ghana Fisheries Recovery Activity (GFRA) across several key themes. These fact sheets will serve as knowledge products to communicate GFRA’s achievements, best practices, and lessons learned to stakeholders, partners, and the public. The successful applicant will be responsible for researching, writing, and designing seven fact sheets, each focused on a distinct aspect of GFRA’s work. Each fact sheet should convey technical information in a clear, concise, and visually compelling format that resonates with diverse audiences.

Fact Sheet Themes

1. Reducing Fishing Overcapacity and Improving Fisheries Management: This factsheet will describe practical methods and approaches used by GFRA to reduce fishing overcapacity and strengthen fisheries management. It will highlight an overview of overcapacity issues, GFRA’s interventions, and outcomes such as improved stock health, reduced fishing pressure, and sustainable resource management practices
2. Supplemental Livelihoods for Fishing Communities: This factsheet will summarize GFRA’s initiatives to provide alternative livelihoods that reduce fishing dependency and improve economic resilience. It will also highlight training programs, livelihood options, success stories, and the socio-economic benefits observed in communities adopting these alternatives.
3. Impact of Safe Fish Certification and Licensing Training: This factsheet will outline the social and economic impacts of GFRA’s certification and licensing training for fish processors. It will also explain the certification process, improvements in product safety and quality, and how this has influenced market access, income levels, and community health.
4. Outcomes of Coordinated Efforts in Marine Conservation This will showcase the results of collaborative efforts with fisheries stakeholder that have resulted in the improved management and conservation of marine resources and reducing harmful fishing practices. It will also detail partnerships, community initiatives, and tangible conservation outcomes, such as reduced illegal fishing activities and improved habitat preservation.
5. Impact of Fisheries Management Reforms on Fish Stock Health: This factsheet will communicate how GFRA’s management reforms and illegal fishing mitigation practices have contributed to the restoration and health of fish stocks. It will discuss implemented reforms, such as closed seasons, gear restrictions, marine protected areas, and their effects on fish population recovery and long-term resource sustainability.
6. Youth and Women’s Engagement in Fisheries Co-management: This factsheet will highlight the role of youth and women in co-management, emphasizing their increased participation and influence on sustainable fisheries practices. It will also describe training, leadership roles, and success stories of youth and women’s groups, including how this engagement has fostered more inclusive and effective resource management.
7. GFRA’s Impact on GBV and CLaT Perceptions and Behaviors: This factsheet will document the influence of GFRA’s campaigns on perceptions and behaviors related to Gender-Based Violence (GBV) and Child Labor and Trafficking (CLaT). It will Include testimonials, data on behaviour change, community feedback, and how awareness and advocacy efforts have helped create safer, more inclusive communities.

Responsibilities

• Content Development: Gather relevant data, impact stories, and success metrics from GFRA team members, project reports, and stakeholders and distill technical content into reader-friendly, concise language that is accessible to diverse audiences. Ensure all factsheets are culturally and gender-sensitive appropriate.
• Design and Layout: Develop an engaging, consistent layout for all fact sheets, ensuring each is visually appealing and easy to navigate. Incorporate graphics, charts, and icons to support content and enhance visual appeal. The design layout and colors must align with USAID branding and marking requirements. 
• Review and Revisions: Submit drafts of each fact sheet for review, incorporating feedback promptly. Ensure accuracy, clarity, and alignment with GFRA’s messaging.

Deliverables

• Seven completed fact sheets, each approximately 1-2 pages.
• Drafts for each fact sheet for review and approval by GFRA.
• Final designs in high-resolution print and digital formats, including editable files.

Duration

• March 2025 to January 2026

Required Skills or Experience

Qualifications

• Strong writing and editing skills with a proven ability to simplify complex topics.
• Experience with graphic design, layout, and visual storytelling.
• Ability to work collaboratively and integrate feedback through multiple review cycles.
• Ability to work under tight schedules, manage extensive review processes, and incorporate feedback.
• Open-mindedness to iterative review cycles, with a collaborative approach to working with diverse stakeholders.
• Familiarity with development communications is an asset.
