ROLE PURPOSE
The purpose of the Land Access and ASM Officer's role is to facilitate access to land, coordinate compensation activities, and ensure that the company meets its legal and ethical obligations concerning land acquisition and compensation). The role holder will report directly to the Stakeholder and Land Management Superintendent.
KEY ACCOUNTABILITIES:
- Support in the development of land access and compensation plans.
- Conduct reconnaissance surveys and assessments of proposed land areas to evaluate current uses and impact on local communities.
- Conduct field assessment of areas to be compensated and develop valuation and compensation reports.
- Support effective compensation negotiations with affected persons, ensuring that compensation is fair, prompt, and equitable.
- Support the department to receive unfettered access to land for operational needs.
- Compile and create a digital database of all compensation-related information for reference.
- Provide information to stakeholders and the company regarding compensation for activities of mining and other projects.
- Assist in fostering positive relationships among stakeholders including promoting and facilitating effective communication and consultation between AGA and Project Affected Persons.
- Support relationship building with regulators in the land access and compensation space for effective collaboration in valuation and land access programs and projects.
- Use technology to monitor and protect lease from encroachment and illegal mining activities.
- Liaise with the Municipal/District Assemblies and the AGAG Security Department for field monitoring of encroachment activities.
- Consult with landowners and other community stakeholders to engage, negotiate and conduct assessment of land related issues.
- Collaborate with other departments towards addressing illegal mining activities within the mine tenement.
- Support the implementation of ASM Livelihood Programme.

QUALIFICATION, EXPERIENCE AND TECHNICAL COMPETENCIES
Qualification
- BSc degree in Land Economy, Survey, Geography, Planning or related tertiary qualification.
- Proficiency in the use of land management applications
Experience
- At least two years' experience in a similar line of work.
- Knowledge and understanding of the Constitution of Ghana (Article 267)
- A good knowledge and understanding of the Land Act, 2020 (Act 1036)
- A good knowledge and understanding of the Land Use and Spatial Planning Act (Act 925)
- A good knowledge and understanding of the Minerals and Mining Act, 2006 (ACT 703)
- A good knowledge and understanding of the Minerals and Mining (Compensation and Resettlement), Regulations, 2012 (L.I. 2175)
- Knowledge of the Local Government Act
- Appreciation of cultures and approaches to participatory methodology and stakeholder engagement
- Ability to prepare and interpret maps for decision-making purposes
Legal Requirements
- Cleared by the Police Service of any criminal conviction.
