But they face many challenges: low literacy, lack of access to jobs and markets, unpredictable political dynamics and, increasingly, the effects of climate change.
For many women and young people, the challenges are even more daunting. Working with TechnoServe staff, people around the world are lifting themselves out of poverty. The results are amazing…when incomes increase and living conditions for families get better, they are able to access health care and education previously out of reach. Communities and even whole countries are better off.
Program Overview:
Harnessing Agriculture Productivity and Prosperity for Youth (HAPPY) aims to drive shared prosperity in Ghana by creating, sustaining, or improving dignified jobs and increasing agricultural productivity across the poultry, rice, soy, and tomato value chains. HAPPY will bridge the productivity gaps in these four value chains by building resilient youth-led and women-led food systems.

The program will harness the power of young women and men to enhance the sourcing and business models of off-takers, pursue innovative entrepreneurial ventures, support the adoption of improved practices and inputs, and influence the enabling environment by making their voices heard. The result will be a more prosperous and inclusive agricultural sector that propels growth across the country.
Functions And Responsibilities
- Review invoices and payments for accuracy, relevance and authorization as well as timely capturing of payments in the financial system in line with donor requirements
- Performs Accounts Payable Functions.
- Responsible for Payroll Processing.
- Support the Finance Controller in the preparation of budgets and forecasts.
- Maintain general ledgers, cash books, debtors and creditors ledgers.
- Work with program and administrative staff to ensure donor regulations are strictly adhered to during project implementation
- Performs monthly bank reconciliation
- Track and report on budget variances, providing insights and recommendations for corrective actions.
- Prepare and file statutory returns including withholding tax and PAYE returns
- Assist in generating the relevant source documents during internal and external audits
- Review staff timesheets to ensure accuracy and correct charging and time allocation per organization and donor guidelines.
- Monitor cash flow and liquidity to ensure adequate funds are available for operations.
- Assist with the preparation and submission of financial reports to donors and other stakeholders.
- Support Finance Controller with month close
- Ensure effective resource utilization and safeguarding TechnoServe’s Assets whilst maintaining the Fixed Asset Register.
- Assist in training of field staff on the TechnoServe policies, guidelines and donor requirements
- Support the implementation of new financial policies and procedure
- Reviewing financial system codes allocated to costs in line with Donor Budget requirements for completeness, correctness and accuracy
- Manage and tracking of staff travel advances and reconciliations.
- Maintain high levels of confidentiality in relation to sensitive and confidential financial information and decisions
- Support internal and external audits, providing necessary documentation and explanations and ensure implementation of agreed recommendations
- Perform other relevant tasks assigned by the supervisor.
Basic Qualifications
- A Bachelor’s degree in Accounting, Business Administration or Economics with a minimum of 3 years of experience in financial accounting OR an MBA and a minimum of 1 year of experience.
- Demonstrated experience and skill in planning, budgeting and forecasting, financial management and financial reporting, preferably with an international NGO.
- Competent to Advanced level in Microsoft Excel.
- Excellent IT skills with experience of operating computer-based financial management systems.

Required Languages: Excellent oral, written, and interpersonal skills, including fluency in English (equivalent to R4/S4)
Preferred Qualifications:
- A professional certification in CPA, ACCA is a plus
- Experience in working with projects funded by international donors (USAID, USDA, Mastercard Foundation and other international donors) is an advantage
- Familiarity with Serenic Navigator or similar finance and accounting software is preferred.
Knowledge, Skills and Abilities:
- Compliance with and knowledge of company policies, applicable legislation, grant requirements, donor contracts, the local labor code and tax laws.
- High integrity and honesty
- Expresses ideas effectively in individual and group situations, both verbally and in written communication
- Results-oriented
- Effective time management and planning
- Strong business acumen
- Ability to work in a high-pressure environment under minimum supervision.
- Willingness and ability to take the initiative in identifying problems, suggesting solutions and implementing agreed solutions.
- Ability to manage multiple tasks simultaneously.
- Excellent verbal, analytical, organizational and written skills
