--> Applications are invited from suitably qualified persons to fill a vacancy in the post of Deputy Director of Procurement in the Parliamentary Service of Ghana.
Main Duties and Responsibilities
The Deputy Director of Procurement shall provide support to the Clerk to Parliament and Management of the Service through the Director of Procurement, by performing the following duties:
- Manage procurement activities of the Parliamentary Service, including tendering processes, evaluation, contracting, contract management, legal considerations and payment conditions, contractors, performance evaluation, risk assessment and sustainability
- Implement strategic sourcing to maximise value for money by conducting market surveys to ascertain the best products and suppliers related to best value, delivery schedules and quality
- Identify strategic suppliers and maintain a good relationship
- Develop database, mechanisms and metrics to track supplier performance related to delivery, quality and cost
- Prepare annual procurement plans for goods, services and works based on the annual budget of Parliament and Parliamentary Services, and monitor their implementation
- Prepare and submit annual and other periodic reports on the procurement function to the Public Procurement Authority through the Parliamentary Service Board
- Ensure that procurement procedures and processes of the parliamentary service comply with the Public Procurement Act, 2003 (Act 663) as amended, its regulations and guidelines, as well as ethical standards
- Perform any other duties assigned by the Clerk to Parliament
