The selected National Programme Specialist at UNDP will be supervised Programme Coordinator, Global Maritime Crime Programme, Atlantic Ocean Sub-Programme, based in Abuja, Nigeria.

Duties and Responsibilities

The National Programme Officer will carry out the following tasks:

  • Participates in the development, implementation and evaluation of assigned programmes/projects, etc.; monitors and analyzes programme/project development and implementation;
  • Reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.
  • Performs consulting assignments, in collaboration with the national, regional and international counterparts, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the counterpart will use to manage the change.
  • Researches, analyzes and presents information gathered from diverse sources.
  • Assists in policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies.

  • Undertakes survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions.
  • Prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.
  • Provides substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
  • Undertakes outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities.
  • Participates in or lead field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.
  • Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).
  • Performs other duties as required.

Competencies

Knowledge of concepts, policies and practices in in the field of law enforcement at national and international level; familiarity with the concepts as applied to the Ghanaian and the Gulf of Guinea context; Ability to identify and contribute to the solution of problems/issues; Good research and analytical skills, with knowledge of various research methodologies and sources, including electronic sources on the internet, intranet and other databases; Excellent project implementation coordination and related document drafting skills; Sense of initiative; Capacity to consider one’s work in the broader context of the team; Strong presentation skills. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations; Takes responsibility for incorporating gender perspectives and ensuring the equal participation of women and men in all areas of work.

  • Client Orientation:

Establishes and maintains productive partnerships with all relevant stakeholders in Ghana and the Gulf of Guinea, identifies clearly their needs to develop and implement legal, policy and other responses. Ensures continuous dialogue with the stakeholders monitoring the relevant developments and undertaking the necessary adjustments; meets timeline for delivery of technical assistance and other services and products. Considers all those to whom services are provided to be “clients ” and seeks to see things from clients’ point of view; establishes and maintains productive partnerships with clients by gaining their trust and respect; identifies clients’ needs and matches them to appropriate solutions; monitors ongoing developments inside and outside the clients’ environment to keep informed and anticipate problems; keeps clients informed of progress or setbacks in projects; meets timeline for delivery of products or services to client.

  • Planning and organizing:

Ability to develops clear objectives in accordance with agreed upon strategies; to identify tasks and activities that have to be dealt with as a matter of priority; to adjust priorities if required; to allocate appropriate time and resources to completing tasks; to anticipate risks and to adopt corrective measures in the course of planning and executing activities; to use time in an effective manner.

Required Skills and Experience

Education:

University degree in the fields of criminology, law, public administration or equivalent education from a recognized national police, customs or another staff learning college with specialization in criminal justice, crime prevention or law enforcement.

Experience:

  • At least five (5) years of relevant professional experience, including at least 2 years in the operational fight against maritime crime, with increasingly high levels of responsibility in the field of law enforcement at national and international level. Ability to provide advice to governments on preventing and combating piracy and other maritime crime and the development of adequate policies.
  • Working experience in Gulf of Guinea in the field of law enforcement and support to national agencies in charge of countering piracy and other maritime crime, preferably in Ghana and Nigeria.
  • Work experience in a United Nations field mission is desirable.
  • Experience in facilitating training and mentoring activities in fighting piracy and maritime crime is an asset.
  • Working experience in a United Nations field office in a developing country is an asset.
  • Management experience in relevant field at the national or international level.
  • Experience in the implementation of projects in partnership with national institutions.
  • Strong presentation skills.
  • Excellent drafting skills.
  • Acute sense of organization as well as entrepreneurial and team spirit. Readiness to travel extensively across Gulf of Guinea region.

Language Requirements:

English and French are the working languages of the United Nations Secretariat. For the position advertised fluency in English, i.e. oral and written proficiency, with excellent document drafting skills, is required.
