GIZ Training and Job Partnerships Programme Team Leader Two years contract with a possibility of an extension Accra, Ghana

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH has been active in Ghana in the context of international development cooperation for more than 30 years. GIZ has been commissioned by the German Federal Ministry for Economic Cooperation and Development to implement the Special Initiative on Training and Job Creation in Ghana. Due to the constant growth of Africa’s population (population doubles to a total of 2.5 billion people until 2050), the continent is in need of 20 million new jobs annually. This goal is only achievable in cooperation with the private sector. In order to realize employment-related investments with companies, the Special Initiative works in three areas of intervention:

Business & Invest:

The Special Initiative on Training and Job Creation fosters sustainable investment. It works with companies (eg, on feasibility studies and financing for enterprises), develops joint projects with enterprises (e.g. on training and upskilling), and establishes sustainable value and supply chains (e.g. by improving quality in supply industries).

Ghanaian SME:

In addition, the Special Initiative on Training and Job Creation promotes the SME sector by improving the business environment and enhancing competitiveness, to help companies enter new markets, and to boost cooperation between Ghanaian and German SMEs.

Furthermore, the Special Initiative on Training and Job Creation works to make business locations and industries economically more attractive (through cluster industrial parks, to improve export opportunities, and approach). It intervenes to address various obstacles to investment, e.g. lack of skilled workforce or customs clearance. The “Cluster” focuses among others on the automotive sector. Globally, the automotive industry has been a pillar of industrialization of many economies and a key driver of macroeconomic growth and technological advancement. Global Original Equipment Manufacturers (OEMs) are increasingly moving away from component manufacturing and focusing more on their own brand, marketing, and distribution channels. Given the right incentives and stable predictable auto policy environment, Ghana can position itself as a regional hub for auto parts manufacturing and assembly.

Your Tasks

Develop a detailed database of manufacturing/supply capability and manufacturing/supply potential in Ghana Assess investment barriers and obstacles Assess the skill level and the training system currently available and identify the needs to align the training level of local employees with international standards in close cooperation with the Project Manager of Private Sector Development at the GIZ Regional Office West in Germany) Identify products and raw materials that can be sourced locally Create a strategic matrix that will show where the most chance of success is considering demand, manufacturing capability, logistics, import costs and market price

Once a match has been established between product demand, manufacturing capability and strategic priority, determine potential investors who will partner these local businesses in the form of equity and knowledge transfer so as to facilitate the entry into the automotive market in close cooperation with the Head of Business & Invest) Develop and coordinate a network within private sector companies, locally-based associations in particular the African Association of Automotive Manufacturers), chambers and relevant government stakeholders (from the Ministry of Finance and the Ministry of Trade and Industry) Facilitate discussions with the manufacturers, potential partners and stakeholders Develop and a budget plan for the area of intervention “Cluster”

Your Profile

  • University degree in engineering or related field, master’s degree preferred
  • At least six (6) years of work experience in a similar position or in the field of international development cooperation and/or in the manufacturing of automotive components
  • Experience and knowledge in project management,Stakeholder engagement and communication skills to develop and maintain sound relationships are important
  • Good oral, analytical, writing and synthesis skills, as well as a good knowledge of the common software (MS-Office), are required (Working knowledge of German is an asset)
  • Prepared to travel in Ghana and when required to other countries.
