Purpose

A World Vision Security and Safety Officer's role involves implementing security policies, managing access control, supervising security personnel, and ensuring compliance with Core Security Requirements.

Key duties include conducting risk assessments, capacity building of office and field staff, overseeing emergency equipment functionality and staff or asset tracking systems, responding to incidents, and liaising with external security actors like state security agencies, local authorities and NGOs to promote staff safety, asset and programme security and humanitarian access.

He or she is to support the Country Security and Safety Manager in ensuring that effective security measures for the National Office programmes are both appropriately planned for and excellently executed within the national context and WVI standards and policies.

The officer is to support in the optimization of organizational security and the mitigation of operational risks for ministry effectiveness by establishing security systems and mechanisms for institutionalizing an organizational culture and practice of security and safety.  

Key Responsibilities 

Strategy & Planning 

  • Work with the Country Security and Safety Manager to develop and implement the National Office security strategy in alignment with WV security policy so as to ensure the operational priorities of the National Office are appropriately supported. 
  • Contribute to ensure the Core Security Requirement (CSR) standards, processes and procedures are completed in accordance with current Safety, Security and Resilience (SSR) guidelines and training. 
  • Ensure all CSRs are updated to reflect prevailing risk ratings in the context. 
  • Coordinate in the development, maintenance and implementation of all CSR in accordance with   existing, Security, Safety and Resilience (SSR) guidelines and training. 
  • Ensure WVG’s unique programming context and internal policies and procedures are reflected in security arrangements of the Office. 
  • Ensure mainstreaming of safety and security arrangement into activities of the WVG programming and projects through relevant Security Standard Operating Procedures (SSOPs). 

Security Operations 

  • Support the Country Security and Safety Manager on all issues related to staff safety and security at the APs and Clusters.  
  • Timely contact and concurrent reporting of critical incidents to the Country Security and Safety Manager for strategic and operational support and guidance. 
  • Oversee all aspects of safety and security risk management at the APs and Clusters.  
  • Act as a point of contact for all safety and security related incidents and provide immediate support and coordination during the course of the incident and the After-Action Review (AAR). 
  • Contribute to the development of the annual security budget. 
  • Conduct a security risk assessment (SRA) with the help of the Country Security and Safety Manager before commencement of events and major activities in any location in the APs and Clusters. 
  • Conduct security risk assessments (SRA) with the help of the Country Security and Safety Manager for re-entry after the occurrence of any critical incident.  
  • Conduct facility assessment and establish effective physical security and visitors’ screening arrangements/SSOPs in all the APs and Clusters. 
  • Conduct regular security awareness trainings and briefings to staff and visitors on prevailing security situation in their contexts. 
  • Support the Country Security and Safety Manager to prepare pre-arrival security briefing note and brief all newly arrived and visiting staff and partners on prevailing security context and established SSOPs in the APs and Clusters. 
  • Ensure proper incident/crisis notification, travel management and staff accounting system are established in the APs and Clusters. 

Networking and External Liaison or Engagement 

  • Represent WV at local NGO security network meetings and ensure information from these groups is disseminated to relevant staff. 
  • Build ongoing networks for sharing security and safety information and coordination. 

Capacity Building and Technical Training 

  • Coordinate the assessment, development and implementation of the capacity building plan for security management based on local security risk assessments. 
  • Seek to develop a culture of security awareness and monitor staff compliance. 

Reporting and Documentation 

  • Provide a fortnightly or monthly security reports to the Security and Safety Manager. 
  • Ensure that all security incidents are reported in accordance with WV Security Policy. 
  • Liaise with field-based security focal persons (AP manager) to ensure security concerns are routinely reported. 
  • Collect, analyze and disseminate security information appropriately.

Required Skills or Experience

Knowledge, Skill & Experience

  • Bachelor’s degree or diploma in Security Management/Operations, Risk Management, Strategic Studies, International Relations or Emergency Management, Social Sciences, Core Sciences, or other management discipline 
  • Demonstrated personal values, attitudes and behaviours that are consistent with World Vision Core Values 
  • Demonstrated ability to work effectively under pressure (particularly in a crisis situation)  
  • No previous criminal record or convictions 
  • Valid driver’s license 
  • Experience in the professional security, safety and resilience arena 
  • At least three (3) years’ experience in a proven security field (private, government or NGO sector) 
  • Practical knowledge of tools, mechanisms and procedures for personal and organizational security 
  • Military/police/law enforcement experience  
  • Computer literate (Word, Excel, PowerPoint) 
  • Strong spoken and written English Language skills 
  • Ability to communicate well in at least two (2) Ghanaian languages 
  • Ability to embark on regular travels between the Head Office, Field-based Offices and programming areas. 
  • International travel may also be required 
  • Non-standard work hours and accommodation due to the nature of the security occurrences – may be asked outside of normal office hours and accommodation. 
  • Sufficient overall physical fitness to perform security duties over extended periods.  
  • Ability to remain alert, responsive and physically capable in discharging responsibilities 
  • Ability to move quickly in response to alarms, emergencies or disturbances. 
  • Ability to perform duties in varied weather conditions (heat, rain, dust, humidity) 
  • Working knowledge of INGO security practices with proven experience in threat and risk assessments, safety planning, and crisis management in the humanitarian context 
  • Direct application of security and risk management framework within complex NGO operating and organizational environments 
  • Understanding of implementing Core Security Requirements, Minimum Operating Safety Standards or equivalent. 
  • Demonstrated experience in designing and delivering training 
  • Radio and/or satellite phone communications experience, operations and management 
  • Ability to communicate well in French (verbal and written) 
  • Practical knowledge of tools, mechanisms and procedures for personal and organizational security 
  • First Aid qualified 
  • Ability to respond physically during emergencies like fire, medical or security incidents 
  • Professional certifications such as Certified Protection Professional (CPP), Physical Security Professional (PSP) or Professional Certified Investigator (PCI)
