Position Summary

Pemcoa Foundation is seeking to recruit a highly experienced, results-oriented, and field-driven Senior Agriculture and Field Operations Lead to provide technical and operational leadership for agriculture-related field implementation across multiple districts in the Upper West Region.

This is a senior leadership role based in Wa. The successful candidate will be responsible for coordinating district field teams, ensuring effective delivery of agriculture and community-based activities, managing field-level risks, strengthening stakeholder engagement, and ensuring that implementation is timely, well-documented, inclusive, and aligned with organisational standards.

The role requires a mature and experienced professional with strong agriculture, rural development, field coordination, stakeholder engagement, supervision, and reporting skills. The successful candidate must be capable of providing high-level operational leadership and acting on behalf of senior project leadership when required.

Key Responsibilities

1. Field Implementation Leadership

  • The Senior Agriculture and Field Operations Lead will provide day-to-day leadership for field implementation across assigned districts. This will include translating workplans into practical field schedules, coordinating implementation teams, monitoring progress, resolving bottlenecks, and ensuring that activities are delivered on time and to the required standard.
  • The role holder will lead weekly and monthly field planning processes, track implementation progress, and ensure that district-level activities are properly sequenced, adequately prepared, and effectively supervised.

2. Agriculture and Demonstration Activities

  • The role holder will provide technical coordination for agriculture-related field activities, including farmer engagement, demonstration activities, climate-smart agriculture practices, sustainable agriculture, food security initiatives, and community-based learning processes.
  • This will include working with District Departments of Agriculture, extension officers, farmer groups, community leaders, women’s groups, youth groups, and other local actors to ensure that agriculture interventions are practical, locally relevant, technically sound, and aligned with seasonal calendars and district agricultural priorities.

3. Supervision of District Teams

  • The Senior Agriculture and Field Operations Lead will supervise district-based staff and support them to deliver field activities effectively. This will include reviewing district workplans, guiding field teams, monitoring performance, supporting problem-solving, and ensuring consistency in implementation quality across districts.
  • The role holder will promote discipline, accountability, teamwork, effective communication, and timely reporting among field teams.

4. Community Entry and Stakeholder Engagement

  • The successful candidate will coordinate community entry processes and support effective engagement with District Assemblies, traditional authorities, community leaders, farmer groups, women’s groups, youth groups, persons with disabilities, civil society actors, and relevant public institutions.
  • The role holder will ensure that all community and district engagements are respectful, inclusive, well planned, and properly documented. The candidate may also represent Pemcoa Foundation at district, regional, and community-level meetings when required.

5. Planning, Monitoring, Reporting, and Documentation

  • The Senior Agriculture and Field Operations Lead will ensure that field implementation is properly planned, monitored, and documented. This includes maintaining accurate records of field activities, attendance sheets, meeting minutes, photographs, field reports, stakeholder sign-offs, community feedback, and other implementation evidence.
  • The role holder will review district reports for quality and completeness and contribute to internal management updates, technical reports, donor reports, field briefs, and learning documentation.

6. Risk Management and Operational Discipline

  • The role holder will monitor and manage field-level risks, including delays, logistical challenges, poor attendance, community concerns, seasonal constraints, stakeholder conflicts, documentation gaps, and implementation bottlenecks.
  • The Senior Agriculture and Field Operations Lead will be expected to identify risks early, propose practical solutions, escalate major issues where necessary, and ensure that field resources are used responsibly and efficiently.

7. Inclusion, Safeguarding, and Accountability

  • The role holder will support the integration of gender equality, social inclusion, safeguarding, accountability, and learning into all field activities. This includes ensuring meaningful participation of women, youth, persons with disabilities, vulnerable groups, and other marginalized community members.
  • The successful candidate will ensure that field teams uphold professional conduct, respectful community engagement, safeguarding principles, and appropriate feedback and grievance referral processes.

Required Skills or Experience

Qualifications and Experience

Applicants must have:

  • A Bachelor’s degree or higher in Agriculture, Agribusiness, Agricultural Extension, Rural Development, Natural Resource Management, Climate-Smart Agriculture, Development Studies, or a related field.
  • At least eight years of relevant professional experience in agriculture, rural development, field operations, livelihoods, climate resilience, community mobilisation, or development programming.
  • Proven experience leading multi-district or multi-site field implementation.
  • Strong experience supervising field teams and coordinating district-level implementation.
  • Demonstrated knowledge of agriculture extension systems, farmer engagement, demonstration activities, rural livelihoods, and sustainable agriculture practices.
  • Experience working with District Assemblies, Departments of Agriculture, traditional authorities, farmer groups, women’s groups, youth groups, and community-based structures.
  • Strong planning, coordination, facilitation, problem-solving, and reporting skills.
  • Excellent written and spoken English.
  • Ability and willingness to travel frequently across districts in the Upper West Region.

  • Good understanding of gender equality, social inclusion, safeguarding, and community accountability.

Language

  • Ability to communicate in at least one Upper West Region language is desirable. Knowledge of Dagaare, Waali, Sissali, Birifor or Lobi will be an added advantage
