We are searching for an experienced Procurement Specialist for Prefabricated Accommodations, Motorbikes, and Vehicles in Ghana.

Primary Duties And Responsibilities

Palladium is seeking to engage a qualified Procurement Specialist to facilitate the procurement of prefabricated accommodations, motorbikes, and vehicles (including long nose and pickups). This is an exciting opportunity to contribute to a new long-term international development programme focused on sustainable natural resource management and inclusive policy reform. This programme is part of a long-standing partnership between governments and aims to support sustainable land and resource management through inclusive, multi-stakeholder collaboration.

The procurement process must adhere strictly to the Foreign, Commonwealth & Development Office (FCDO) and Ghanaian public procurement regulations. The successful candidate will leverage established connections with reputable sellers and manufacturers to ensure value for money, transparency, and timely delivery.

Objectives

  • To procure high-quality prefabricated accommodations, motorbikes, and vehicles (long nose and pickups) within the specified timelines, meeting the provided product specifications.
  • To ensure all procurement activities are compliant with Palladium’s procurement policies and standard operating procedures, as well as FCDO rules and Ghanaian procurement laws and guidelines.
  • To achieve best value for money and fulfilment of procurement timelines through competitive sourcing, negotiation, and leveraging industry contacts.
  • To work in collaboration with Palladium and Government Partner representatives to verify potential suppliers meet the established product specifications.

Scope of Work

The Consultant will take charge of the ongoing rapid procurement for prefabricated accommodations, motorbikes, and vehicles (long nose and pickups). By the time of contract, some of the scope of work listed below, including Market Assessment and Supplier Identification, Procurement Planning, and Supplier Identifications will be underway or completed. After a handover, the Consultant will continue with the scope of work as required based on the status of each procurement.

Market Assessment and Supplier Identification

  • Conduct a comprehensive market survey to identify reliable suppliers and manufacturers of prefabricated accommodations, motorbikes, and vehicles in Ghana.
  • Assess supplier credibility, track record, and compliance with relevant standards.
  • Leverage existing industry connections to source competitive offers.

Procurement Planning and Documentation

  • Prepare procurement plans and schedules in accordance with FCDO and Ghanaian procurement regulations.
  • Draft and issue tender documents, requests for quotation, and other relevant procurement documentation.

Supplier Engagement and Negotiation

  • Engage with suppliers to clarify requirements and negotiate terms, ensuring transparency and fairness.
  • Facilitate pre-bid meetings and site visits as required.

Evaluation, Due Diligence, and Contract Award

  • Coordinate the technical and financial evaluation of bids and proposals.
  • Conduct due diligence assessments on the proposed suppliers, which will include (funded) in-person visits to the suppliers.
  • Prepare bid evaluation reports and recommendations for contract award in line with FCDO and Ghanaian rules.
  • Support contract negotiations and finalisation with selected suppliers.

Contract Management and Delivery Oversight

  • Monitor supplier performance and compliance with contract terms.
  • Ensure timely delivery, quality assurance, and proper handover of goods.

Reporting and Compliance

  • Maintain accurate procurement records and prepare regular reports for management and audit purposes.
  • Ensure all procurement activities are auditable and fully compliant with FCDO and Ghanaian requirements and Palladium’s Procurement Guidelines.

Duration and Reporting

The assignment is expected to last for 3.5 months on a part time basis, from Mid-December 2025 to March 2026. The level of effort required over this period will be up to 25 days.

The Procurement Specialist will report directly to the Project Manager or assigned focal point. Regular updates and reports will be required throughout the procurement cycle.

Required Qualifications

  • Proven experience in procurement of goods in Ghana.
  • In-depth knowledge of FCDO and Ghanaian procurement regulations and procedures.
  • Established network of contacts with reputable local and international suppliers and manufacturers.
  • Strong negotiation, communication, and organisational skills.
  • Demonstrated ability to deliver value for money, transparency, and compliance in procurement processes
