The appointment is a fixed-term engagement for a limited period of four (4) years, subject to renewal based on satisfactory performance and conduct. Therefore, as a general requirement, applicants shall not be above the age of fifty-six (56) years by September, 2025.

A) DEPUTY DIRECTOR OF HUMAN RESOURCE

Summary of Job/functions

To support the Director of Human Resources by advising, providing administrative support and strategic direction in the management of human resources in the Hospital.

Main Duties and Responsibilities

  • Assist in providing direction in the development and management of Human Resources in the Korle Bu Teaching Hospital.
  • Ensure the development, implementation and application of HR strategy.
  • Assist in the policy development, analysis and review in the area of Human Resources Development.
  • Assist in providing technical and administrative support to the Chief Executive Officer in the planning, recruitment, placement, development and management of human resources for the Korle Bu Teaching Hospital.

  • Assist in the development and maintenance of a comprehensive Human Resources (HR) database for Korle Bu Teaching Hospital.
  • Assist in the preparation of annual reports and other reports on HR as required by the Chief Executive Officer.
  • Assist in the monitoring and evaluation of Human Resource policies and procedures.
  • Assist in the preparation of the budget for the Human Resource Directorate.
  • Assist in the development of medium/long-term plans for the Korle Bu Teaching Hospital.
  • Assist in the development of in-service and post-basic training programmes.
  • Assist in the development of pre-service training programmes.
  • Assist in the coordination of fellowship awards for Korle Bu Teaching Hospital staff.
  • Assist in the development of incentives/welfare packages for Korle Bu Teaching Hospital staff.
  • Assist in the development of guidelines and protocols on Human Resource processes for the Korle Bu Teaching Hospital.
  • Assist in monitoring human Resource utilisation in the Hospital and offer other technical support and advice.
  • Oversee the development and evaluation of relevant curricula for various training programmes.
  • Supervise the development of manpower plans and projections.
  • Perform any other duties assigned by the Director, HR from time to time.

Qualification Required & Experience

  • Postgraduate qualification in Human Resources Management, (Master’s Degree or equivalent).
  • At least twelve (12) years relevant work experience in Human Resource Management practice of which five (5) years should be at post-qualification experience and also at a Senior Management position.
  • Must be at the level of Deputy Chief Human Resource Manager and above
  • Must be a member of a recognized HR professional body in good standing. E.g. (CIHRMP- Ghana, SHRM, CIPD etc.).
  • Chartered/Certified Member of a recognized Human Resource Management professional body will be an added advantage. (CIHRMP-Ghana, SHRM, CIPD etc.).
  • Evidence of leadership and Continuing Professional Development and training in Health Management.
  • Broad knowledge and understanding of the application of the National Labour Act, Labour Regulations, the National Pensions Act and other relevant legislations of Ghana.
  • Experience in organizational development.
  • Knowledge and experience in Quality Assurance.
  • Knowledge of coordinating and implementing Research and development programmes.
  • Extensive experience of conducting difficult meetings and delivering presentations to large groups of people, including stakeholders, clinicians and professional staff on legal issues affecting them.
  • Experience in building relationships with a wide range of stakeholders.

Job Knowledge, Skills and Abilities

  • Knowledge of Programme of Work and Budget Management.
  • A broad knowledge base and experience of MOH/MOH/KBTH policies and operating procedures.
  • Broad knowledge base and experience of HR management, administrative and operational issues.
  • Broad knowledge and experience in HR management strategies

  • Broad knowledge of staff policies and regulations in the Public Service.
  • Excellent and highly effective writing and verbal communication and interpersonal skills.
  • Knowledge in implementing change.
  • Record-keeping skills.
  • Ability to work, lead and manage a multi-disciplinary team.
  • Ability to organize workload, work under pressure and meet tight deadlines.
  • Computer skills and familiarity with relevant software.
  • Excellent analytical, problem-solving skills and goal-oriented
  • Strategic thinker, Initiative drive, Self-disciplined, Integrity and Emotionally stable
  • Demonstrated human relation skills and ability to influence others positively.
  • Planning, organization and Supervisory skills.
  • Should demonstrate strong ethics and integrity
  • Good flair for writing reports and high level of organization and attention to details
  • Expertise in Health and Safety and risk management
